The Kaimuki Neighborhood Board will hold several meetings to accommodate residents, customers, and business/restaurant owners to present a proposed solution to the Kaimuki Parking problem.

The proposed solution is a multi level parking structure to be constructed in the middle of the large parking lot behind Victoria Inn and the Realtors Building, with a town meeting room as a community gathering and meeting place, and HPD report writing room on the ground floor for increased security. HPD officers currently have a room at the Kahala Mall.

It is hoped that the structure will at least double the current number of stalls (270 currently), and provide much need parking for customers and employee parking for day and evening workers, and valet parking for restaurants and businesses.

Metered parking stalls would remain in other areas to keep the open welcome feeling which long time business owners and residents want to preserve.

The proposal avoids the traffic congestion on surrounding streets, which the previously proposed gated attended parking would have caused.

Kaimuki Neighborhood Board Chair Mike Abe believes the parking proposal will generate enough parking revenue to pay for the structure, improvements and maintenance, and generate excess revenue to support bringing back the popular Kaimuki, Waikiki, Kapahulu Trolley. The trolley could alleviate future parking demand and if extended to include Moiliili and the UH Manoa and Kahala Mall could serve as the community circulator supporting businesses, tourists and customer traffic, residents, employees and students.

The City currently derives $900,000 in annual parking revenue from the meter only parking lots. The parking structure is expected to generate substantially more income. Abe believes, private and bank financing could be part of the mix, and reserved parking stall agreements with adjoining business owners and employees could aid the financing effort.

Neighborhood Board will meet on proposal on May 17, 2006, 7:00 p.m. Liliuokalani Elem. School Cafeteria.


Highlights of Proposed Solution to Kaimuki Parking Problem:

  • Increase number of parking stalls with a parking structure, multi- level, in middle of large parking lot behind Victoria Inn and Realtor's Building (formerly Kaimuki Bowl). Consider smaller structure in smaller parking lot.
  • Town meeting room and HPD police report writing room on ground floor to providing community meeting place and improve security.
  • Parking structure parking will be gated (attended or may be smart card electronic system)
  • Metered parking stalls in other areas to preserve open and welcome feeling, and avoid traffic jams on street.
  • Employee and monthly parking on top levels - day and evening reserved rates. Day reserved available for evening customer parking and or valet parking.
  • Valet parking option in structure.
  • Provide for repaving, restriping, ADA conformance, continued maintenance.
  • Financing - combination public and private funds, paid for by parking fees, monthly parking contracts, etc. Kaimuki parking lots generate $900,000 annually according to City Budget with current metered stalls. Substantially more revenue expected. $200,000 now available for planning and design.
  • Hope increased parking fee revenue could also support return of the Trolley.
