KAIMUKI NEIGHBORHOOD BOARD
 
REGULAR MEETING MINUTES
Wednesday, January 21, 2009
Lili'uokalani Elementary School Cafeteria
 
Call to Order:  The meeting was called to order by Vice Chair Sharon Schneider at 7:02 p.m. with a quorum of eight (8) members. Note: This board of 11 needs a quorum of six (6) members.
 
Board Members: John Cater, Abigail Leong, Ginny Meade, Sharon Schneider, Dori Smith, Leonard Tam, Lori Yamada, Daniel Carvalho.
 
Members Absent:  Vernon Tam, Mark Terry.
 
Guests: Lieutenant G. Lum Lee, Sergeant C. Sukekane (Honolulu Police Department, District 7), Captain Robert Marshman (Honolulu Fire Department, Kaimuki Station), Ann Wong (Board of Water Supply), Stan Fichtman,  Lydia Chock (Leahi Hospital), Glenn Yamasaki, Susan Jackson (Governor's Representative), Representative Barbara Marumoto, Gordon Tam, Jay Ishibashi (Mayor's Representative), Bertrand Kobayashi (Staff of Duke Bainum), Dylan Nonaka (Staff of Charles Djou) and John Lane (Neighborhood Commission Office).
 
Filling Vacancies:  There were no volunteers for the open seat in Sub District 1.
 
PUBLIC SAFETY/ COMMUNITY AGENCY REPORTS:
 
Honolulu Police Department (HPD): Lieutenant Keith Takamiya, District 7, distributed the October statistics sheet and noted there is a comparison sheet that covers different neighborhoods in this district for the last six months.
 
Burglaries 26, Thefts 43, Unauthorized Entry into a Motor Vehicle (UEMV) 25.
 
For solutions to longstanding problems, report it on their website,
www.honolulu.org/patrol/d7 and they will respond within 48 hours.
 
Questions, comments, and concerns:
 
Leong thanked HPD for cutting down the drug dealing in Kaimuki.
 
Honolulu Fire Department (HFD): Captain Robert Marshman, Kaimuki Fire Station reported the following:
 
·                     The October statistics from Ladder 5 included 2 fires and 69 emergencies; and from Engine 5 included 8 fires, 23 emergencies, 8 false alarms, and 20 miscellaneous. There were no major incidents.
 
·                     Fire Safety Tip: In a fire, medical, or other emergency, it is critical that emergency responders quickly identify the correct location. Fire, building, U.S. postal codes, and City ordinances state that property owners shall place their house numbers so it is legible and readily visible from the street. This will assist the Honolulu Fire Department and other first responders in quickly locating your house in the event of an emergency. If your property is difficult to locate and/or access, provide 911 dispatchers with additional information to assist them in locating your property during an emergency.

Board of Water Supply (BWS):  Ann Wong reported:
 
·                     No main breaks in the month of December.
 
·                     Last month's island wide power outage was a reminder that we all need to prepare in advance for an emergency. During an emergency, we ask that you stay tuned to media reports. The BWS will issue water information bulletins and appropriate actions to be taken through the media. However, as a general rule of thumb, when there is a power outage, we ask that you keep water use to an absolute minimum. That's because all of the BWS's pumps need electricity to operate. This means that during a power outage the BWS will have limited ability to pump water out of our wells and other water sources and up to our reservoirs. Until power can be restored, the water left in your communities' reservoirs will be all the water that is available to you, so is essential that residents use water sparingly for drinking and sanitation purposes only.
 
Questions, answers and concerns:
 
Carvalho asked if the water is chlorinated. Wong said a little bit close to the source but not like it is in the mainland. 
 
PUBLIC INPUT AND CONCERNS:
 
Stan Fichtman thanked the board for being such good friends for the past four years and for all their service to the community.
 
UNFINISHED BUSINESS:   Update on refurbishing of Kaimuki Christmas Tree. L.Tam reported that last October it was decided to leave the tree up until this January. He went up there and half of the lights were out and the brackets are severely corroded. The steel is bulging and the tree is generally rusting. Some cables holding up the lateral joints are loose. Most of the T's and lateral ports are corroded. The tree is in generally bad shape. When disassembling the tree they will need the supervision of the Department of Urban Forestry. A resident stated that the Department of Facility Maintenance should take it down. The larger pieces will be stored at Kaimuki District Park.
 
Ishibashi stated that DFM reported in November that there is some wear and tear but it is not that bad, Ishibashi will look at the tree and call L.Tam before the next meeting.
 
NEW BUSINESS: None.
 
ELECTED OFFICIALS:
 
Mayor's Representative: Jay Ishibashi reported: We are going through the budget and should have it out sometime in February. We are not as bad off as the State but we will have to tighten our belts a little. All four Mayors went up to Washington D.C. this week to try and put a package together with our president to stimulate the economy. Meade asked about the bench on 12th avenue. Ishibashi said that the city is looking for certain parts and it will be fixed as soon as possible.
 
Schneider asked if there are any projects eligible for help from the federal government. Ishibashi answered that Honolulu looks like it may qualify for a few of the federal programs. Leong asked how long it will be until she gets a green rubbish can. Ishibashi said that normally if you have one green can they have to watch your usage for a few months to make sure that you need it.
 
City Councilmember Duke Bainum:  Bert Kobayashi passed out a report and highlighted: that Councilman Bainum is on five of the six committees. A resident asked what is the extent of the city's compliance regarding secondary treatment. Kobayashi will check on it.
 
City Councilmember Charles Djou Representative: Dylan Nonaka passed out a report and highlighted: Councilmember Djou is now chair of the executive matters committee. One of the first issues being targeted is a ban on text messaging and video games while driving. A resident asked what is happening with the repaving of Waialae Avenue. Nonaka said he will check on it before the next meeting.
 
Governor Linda Lingle Representative: Susan Jackson passed out a report and highlighted: The Department of Health is one of the four largest state departments in regards to funding. In order of size:  1. Department of Education, 2. Department of Human Services, 3. University of Hawaii, 4. Department of Health. The State is looking for 125 million dollars for this fiscal year. Cater asked how much would the taxpayers save if the legislature took a pay cut. Jackson said that she was not sure, but the Governor did ask all the branches not to accept their pay raises.
 
State Senator Les Ihara (9th District): Senator Ihara reported that the Senate has organized and he will continue to be the Majority Policy Leader. Ihara recently submitted a joint report yesterday that included a couple of budget items, but there will be a lot of cutting to be done.
 
State Representative (House Speaker) Calvin K.Y. Say (20th District):  Representative Say passed out a report.
 
State Representative Barbara Marumoto (19th District): A report was circulated and Marumoto highlighted: That the legislature had the opportunity to turn down their raises in 2008 but they did not, so it went into affect on January 1, 2009. Marumoto mentioned that the Legislature opened today and that she is pushing her bills on ATV's and no texting or playing videogames while driving. The Governor's bill only bans young drivers from texting and playing video games. Marumoto's bill bans everyone from texting and gaming while driving.
 
State Representative Scott Nishimoto (21st District): A report was circulated: No representative.
 
State Representative Lyla Berg (18th District): None.

APPROVAL OF MINUTES FROM NOVEMBER, 2008 REGULAR MEETING corrections followed:
 
·         Page 4 – Rep. Say: Meade was incorrectly named in the minutes. It was Board member Leong that was concerned about wire tapping.  
 
There were no objections to the minutes being adopted as amended.
 
TREASURER'S REPORT:  Balance of $2700.77

ANNOUNCEMENTS: Vice Chair Schneider announced the following:
 
·         The next board meeting will be February 18, 2009.
