REGULAR MEETING MINUTES
WEDNESDAY, JULY 15, 2009

CALL TO ORDER: Chair Pro Tem Daniel Carvalho called the meeting to order at 7:17 p.m. with a quorum of eight (8) members present. Note - This 11-member Board requires six (6) members for a quorum and to take official Board action.
 
MEMBERS PRESENT: John Cater, Daniel Carvalho, Ginny Meade, Daniel Nahoopii, Sharon Schneider, Leonard Tam, Vernon Tam, and Lori Yamada.
 
MEMBERS ABSENT: Abigail Leong (notified absence).
 
VACANCIES: There is one vacancy in Subdistrict 1 and one vacancy in Subdistrict 3, due to Mark Terry moving out of the District.

BOARD ORGANIZATION:
 
Election of Chair - Carvalho nominated, and Cater seconded that Vernon Tam be elected Chair. L. Tam moved, and Schneider seconded that the nominations be closed. As there were no objections, Vernon Tam was elected Chair by UNANIMOUS CONSENT, 8-0-0 (AYE: Cater, Carvalho, Meade, Nahoopii, Schneider, L. Tam, V. Tam and Yamada). Chair Pro Tem Daniel Carvalho passed the gavel to Chair Vernon Tam.
 
Election of Vice Chair - L. Tam nominated, and Meade seconded that Sharon Schneider be elected Vice Chair. L. Tam moved, and Meade seconded that the nominations be closed. As there were no objections, Sharon Schneider was elected Vice Chair by UNANIMOUS CONSENT, 8-0-0 (AYE: Cater, Carvalho, Meade, Nahoopii, Schneider, L. Tam, V. Tam and Yamada).
 
Election of Secretary - Meade nominated, and Schneider seconded that Daniel Nahoopii be elected Secretary. L. Tam moved, and Meade seconded that the nominations be closed. As there were no objections, Daniel Nahoopii was elected Secretary by UNANIMOUS CONSENT, 8-0-0 (AYE: Cater, Carvalho, Meade, Nahoopii, Schneider, L. Tam, V. Tam and Yamada).
 
Election of Treasurer - L. Tam nominated, and Nahoopii seconded that Lori Yamada be elected Treasurer. Meade moved, and L. Tam seconded that the nominations be closed. As there were no objections, Lori Yamada was elected Treasurer by UNANIMOUS CONSENT, 8-0-0 (AYE: Cater, Carvalho, Meade, Nahoopii, Schneider, L. Tam, V. Tam and Yamada).
 
Selection of Meeting Date, Time and Place - L. Tam moved, and Meade seconded that the Kaimuki Neighborhood Board No. 4 will meet on the third Wednesday of the month at the Queen Lili'uokalani Elementary School cafeteria, 3633 Waialae Avenue, at 7:15 p.m. As there were no objections, the motion was ADOPTED by UNANIMOUS CONSENT, 8-0-0 (AYE: Cater, Carvalho, Meade, Nahoopii, Schneider, L. Tam, V. Tam and Yamada).
 
 
 
PUBLIC SAFETY REPORTS:
 
Honolulu Police Department (HPD) - Lt. Gary Lum Lee reported: 1) There is a new format for the monthly report.    2) In the report, there was Frequently Asked Questions, Relating to the Use of Mobile Electronic Devices. 3) E-mail HPD at www.honolulupd.org/patrol/d7.
 
Comments followed. HPD is monitoring the homeless man on 2nd Avenue and the area by the transformer on Wai'alae Avenue.
 
Honolulu Fire Department (HFD) - Capt. Robert Marshman reported: 1) June 2009 Statistics - a) Ladder 5 - 73 emergencies and 4 rescues. b) Engine 5 - 3 fires, 36 emergencies and 13 miscellaneous calls for service. 2) Fire Safety Tip: With island keiki on summer break, this is an opportune time to review home surroundings for potentially dangerous situations. Take the time to childproof the home. Check for situations that may cause electrical shock, accidental falls, and/or poisoning from unsecured medications, cleaning products, and/or houseplants. Ensure swimming pools are properly fenced and gated. An alarm on the door from the house to the pool can help prevent unattended keiki from drowning. Keep matches and lighters in a safe, secured place away from children.
 
Board of Water Supply (BWS) - Ann Wong reported: 1) 2009 Halawa Xeriscape Garden Open House and Unthirsty Plant Sale - The BWS will host its 21st Annual Halawa Xeriscape Garden Open House and Unthirsty Plant Sale on Saturday, August 1, 2009, from 9:00 a.m. to 3:00 p.m. The community is invited to an afternoon of family fun and education, where one will learn all about Xeriscaping, which is an innovative means of conserving water through efficient landscaping that helps save water and money. All activities at the event are geared toward helping the community learn how it can have a beautiful, lush Xeriscape garden. This event includes lots of family-friendly, fun-filled and FREE keiki activities and games aimed at teaching youth about water conservation, sustainability and being eco-friendly. Educational workshops conducted by garden experts, narrated tours of our garden, a free much giveaway and the ever-popular Unthirsty plants sale round out this special event. Further information about the plant sale will be made available on the BWS website, www.boardofwatersupply.com. 2) Water Conservation Tips - Water lawns just two to three times a week. Lawns don’t need to be watered every day, even during the summer. The fact is, if one waters just once every three days, one promotes deeper root growth, making the lawn healthier and more water-efficient. Don’t water lawns between 9:00 a.m. and 5:00 p.m. Water evaporates quickly when the sun is out. So, if one waters during the day, one is not watering the lawn, one is watering the sky. Instead, water in the early morning, evening, or at night. 3) Monthly Water Main Report - On June 1, there was one water main break near 618 Pokole Street (near the Diamond Head Health Center), a six-inch pipe, which was installed in 1935.
 
Comments followed: A resident reported that Tamura Wine store was watering at noon. Another resident was concerned about the water main replacement on Noeau Street between 15th and 16th Streets.  Wong will follow up.
 
PUBLIC INPUT AND CONCERNS:
 
Mark Garner announced that the Kamehameha Lions Club Foundation will present "Laughs For Lions 4," a "Big Elvis Show from Las Vegas" on Saturday, August 22, 2009 at the Mamiya Theater on the St. Louis School - Chaminade University campus. Tickets will cost $40.00 for general seating and $75.00 for VIP seating. There will be an open bar, pupus and raffle tickets. Funds raised will go to grants and scholarships.

Kaimuki Christmas Tree Update - Board member Leonard Tam submitted a written report -
Kaimuki Christmas Tree Update
July 15, 2009
The Kaimuki Christmas tree at Pu’u-O-Kaimuki Mini Park has been a Christmas icon for over 20 years.
 
Before one of the Kaimuki Christmas Parades in the mid-1980s, Representative Barbara Marumoto and then- Councilman Leigh Wai Doo suggested to Mayor Frank Fasi that it would be a good idea to put up a Christmas tree at Pu’u-O-Kaimuki Mini Park.
 
Mayor Fasi agreed, and the tree was put in place with the agreement that Kaimuki Business and Professional Association (KBPA) will purchase the materials to maintain the tree. Every year, the City put the Christmas tree up before the Kaimuki Christmas parade and took the tree down after the New Year.
 
In November of 2002, the City said they could not continue to put the Christmas tree up and take it down every year. The Parks Department, Urban Forestry Division had that task for the previous few years and they did not have the equipment and manpower to continue doing it.
 
KBPA replaced the steel cables in the tree frame with stronger vinyl coated cables so that the tree could stay up all year for a number of years. The City Department of Facility Maintenance sent two crews to put the Christmas tree up using the new cables. The Christmas tree has been in place since November of 2002 and has been exposed to the weather and wind for six years.
 
When the Department of Facilities Maintenance took the tree down this past February, the lights and vinyl coated steel cables were in such bad shape, that I decided not to salvage them. All of the parts of the tree are corroded. I am refurbishing the pipes and the ring clamps.
 
Using GEHCA’s donation, KBPA is spending around $1,500 dollars to purchase new stainless steel hardware and new vinyl coated stainless steel cables. The new hardware will make it easier to put the tree up and take the tree down every year.
 
L. Tam moved, and Meade seconded that the Kaimuki Neighborhood Board No. 4 requests the City Department of Facility Maintenance put the Kaimuki Christmas tree up before the Kaimuki Christmas parade and take the Kaimuki Christmas tree down after the New Year, every year. As there were no objections, the motion was ADOPTED by UNANIMOUS CONSENT, 8-0-0 (AYE: Cater, Carvalho, Meade, Nahoopii, Schneider, L. Tam, V. Tam and Yamada).
 
New Business
 
Resignation of Board member Mark Terry - L. Tam moved, and Meade seconded that the Kaimuki Neighborhood Board No. 4 accepts the resignation of Mark Terry, as he has moved out of the District. As there were no objections, the motion was ADOPTED by UNANIMOUS CONSENT, 8-0-0 (AYE: Cater, Carvalho, Meade, Nahoopii, Schneider, L. Tam, V. Tam and Yamada). (Note - This action was not necessary, as Mark Terry's seat became vacant, when he moved out of the District.) The filling of this vacancy will be placed on the August 19, 2009 meeting agenda.
 
Celebrate Kaimuki Kanikapila 2009 - Eric Wong from the Kaimuki Business & Professional Association (KBPA) reported on last year's Celebrate Kaimuki and announced plans for the upcoming one on Saturday, November 7, 2009.  He requested that the Board support road closure from 7:00 a.m. to 5:00 p.m. Yamada moved, and Cater seconded that the Kaimuki Neighborhood Board No. 4 supports the street closure for the Third Annual Celebrate Kaimuki Kanikapila 2009. As there were no objections, the motion was ADOPTED by UNANIMOUS CONSENT, 8-0-0 (AYE: Cater, Carvalho, Meade, Nahoopii, Schneider, L. Tam, V. Tam and Yamada).
 
Stay on Filling Board Vacancies Existing After Certification of Election Results - There was a memo from Joan Manke, Executive Secretary, Neighborhood Commission, explaining that the Commission will be holding public hearings to amend the 2008 Neighborhood Plan.
 
Intersections Warranted for Traffic Lights by Department of Transportation Services (DTS) - Intersections warranted for traffic lights are the intersection of 18th Avenue and Diamond Head Road and the intersection of Harding Avenue and 7th Avenue. Chair V. Tam appointed Schneider and L. Tam to form a committee to work on traffic signals.
 
ELECTED OFFICIALS OR THEIR REPRESENTATIVES:
 
Mayor Mufi Hannemann’s Representative - Jay Ishibashi reported: 1) Mayor Hannemann and the county mayors are trying to help facilitate negotiations between the unions and the State with regard to collective bargaining. While the counties have finalized their budgets, the state executive branch has wanted to use furloughs and layoffs as a means of reducing the state deficit. 2)  Mayor Hannemann welcomed Mayor Akiba and his delegation from Hiroshima, Japan, who are visiting Honolulu to commemorate the 50th anniversary of the Honolulu-Hiroshima Sister City Relationship.  The highlight of the week-long visit was a Commemorative signing ceremony at Honolulu Hale.
   
Comments followed: 1) A resident reported that the #14 bus is always late or delayed from the time in the bus schedule. 2) Regarding the three bidders for the train segment and if all the "right of ways" were settled yet, Ishibashi will follow up.  3) A Board member reported mahogany tree leaves were falling on the roads.  He requested that the City trim the trees and the street sweepers sweep up the leaves near 10th Avenue and Kaimuki Avenue.  4) A resident wanted to know more about Bill 10, which relates to Transit-Oriented Development (TOD) for the mass transit rail system.
 
City Councilmember Duke Bainum's Office - The late Councilmember Bainum's seat is vacant. Chair V. Tam went to the funeral and represented the Neighborhood Board.
 
City Councilmember Charles Djou - reported: 1) There is a special election to replace Councilmember Bainum. 2) The City Council voted down shipping waste to the Pacific Northwest. 3) Regarding the City budget, Councilmember Djou favors limiting growth of the Operating Budget and connecting it to population growth; a cap on debt at 20%; posting the budget online to see how the budget is spent and see if taxpayers are getting the services they paid for; and using vacant land for energy. 4) The voting for Councilmember Bainum's seat ends on August 7, 2009.
 
Comments followed: 1) An argument against shipping of trash was "cost versus landfill." 2) Regarding the City Budget, $1 billion worth for 30-year bonds were passed for rail. A Board member wondered if the train will cost more than $37,000 per adult (the national debt).
 
Governor Linda Lingle’s Representative - No representative or report present.
 
State Senator Les Ihara reported: 1) The Legislature overrode 34 of 65 of the Governor's vetoes. Some of the bills that passed included the licensing of home care agency; collecting information for family leave; and campaign financing, which would double contributions to non-profits and increase out-of-state campaign contributions. 2) Senator Ihara favors putting all State expenditures over $5,000 online. 3) He had a conference call with the Elections Office and they do not have enough money to run the 2010 elections. 4) Regarding the $1 oil barrel tax, the Senate did not override the Governor's veto. 5) The State is a creditor waiting in line for the $40 million for harbor improvements from the Superferry. 6) There is no support for the 1% increase in the General Excise Tax (GET), which is a "regressive tax, which hurts poor people the most."

TREASURER’S REPORT - Treasurer Yamada reported: 1) The Previous Balance was $2,453.25. With $1,551.07 in Current Expenses, the Balance was $902.18. The previous Operating Balance was $962.25. With $180.07 expended for the printing and mailing of the agenda and minutes and transferring funds of $136.00 from Operations to Publicity, the Operating Balance was $782.18. The previous Publicity Balance was $1,371.00. With the transfer of $136 from Operating to Publicity and expending $1,507.00 for the newsletter, the Publicity Balance was $0.00. The Refreshment Balance remained at $120.00, pending Yamada submitting receipts for tonight's refreshments. The Treasurer's Report was filed.
 
 
 
ANNOUNCEMENTS
  • • There was a Candidates Forum for City Council District 5 tonight at the Ala Wai Clubhouse. There will be another Candidates Forum broadcast on TV (Olelo) on July 22 at 6:30 p.m.
