DRAFT - REGULAR MEETING MINUTES
WEDNESDAY, NOVEMBER 18, 2009
LILI`UOKALANI ELEMENTARY SCHOOL CAFETERIA
CALL TO ORDER: Chair Vernon Tam called the meeting order at 7:15 p.m. with a quorum of nine (9) members present. Note – this 11-member Board requires six (6) members for a quorum and to take official Board action.
Members Present – John Cater, Abigail Leong, Ginny Meade, Daniel Nahoopii (arrived at 7:34 p.m.), Sharon Schneider, Leonard Tam, Lori Yamada, Daniel Carvalho, Vernon Tam, and Tim Tybuszewski.
Members Absent – None.
Guests – Ben Park (Councilmember Kobayashi’s Office), Kainoa Kaumeheiwa-Rego (Councilmember Djou’s Office), Glenn Yamasaki Aaron Wilberts, Lt. Gary Lum Lee; Sgt. R. Yamamoto and Officer M. Mitchell (Honolulu Police Department), Carol Hoshiko (KCC/CIP), Jim Mistysyn, Gordon Tam, Lorna Heller (Board of Water Supply), Ward Almeida, Lydia Chock (Leahi Hospital), Gail Sugita, Debbie Seleine, Capt. Bob Marshman (Honolulu Fire Department), Councilmember Ann Kobayashi, S. Vacancies – There were no nominees for the vacancy in Subdistrict 1.
PUBLIC SAFETY REPORTS:
Honolulu Fire Department (HFD) – A representative was not available at this time.
Honolulu Police Department (HPD) – Lt. Gary Lum Lee, Sgt. R. Yamamoto, and Officer M. Mitchell distributed a crime report for the time period between October 19 and November 19. Residents were informed of the increase number of purse snatching and to keep handbags close to you when walking in public. Most automobiles are also stolen because drivers leave the car running while doing a quick errand. There were no questions for the officers.
Board of Water Supply (BWS) – Lorna Heller reported for the month of November, several educational workshops are scheduled at the Halawa Xeriscape Garden where you can create your own xeriscape garden with water-saving plants. For more information, visit www.boardofwatersupply.com. Heller distributed the BWS 2010 calendar and noted that it features the winning artwork from this year’s water conservation contest. The contest is open to children K-6 grade. For more information visit the BWS website or call 748-5041.
Heller reported Saturday, December 5, 2009, the City will have its the annual Honolulu City Lights which includes a Christmas tree lighting ceremony at Honolulu Hale followed by the electric light parade thru downtown on King Street. Kapolei Hale will have their Christmas event on December 12, 2009. On behalf of the BWS, Heller wished everyone a safe holiday season.
PUBLIC INPUT AND CONCERNS:
At 7:34 p.m., Board member Nahoopii arrived with a quorum of ten (10).
Development Project at Kapiolani Community College (KCC) – Carol Hoshiko, KCC dean presented an update of KCC’s long range development process. An information session planned for early December, consisting of community members, nearby residents, as well as city and state representatives.
A presentation of its findings will be addressed at the February 2010 Board meeting. Hoshiko invited residents to KCC’s annual “Restaurant Week” event on campus, and wished everyone a happy holiday.
With no objections, the agenda was taken out of order to hear the HFD report.
Honolulu Fire Department (HFD) – Capt. Bob Marshman reported the following:

Fire Safety Tip – This holiday season consider a fire-resistant,
artificial Christmas tree. If purchasing a natural tree, choose one as
fresh as possible, keep it hydrated, and away from heat sources in the
house. Use noncombustible materials for decorations. Choose only
Underwriter’s Laboratory-approved electrical decorations and follow
manufacturer’s instructions for installation and load. Do not
overload extension cords.

Kitchen Safety Tip – As a significant portion of home fires
originate in the kitchen, do not leave cooking unattended. Have an
ABC-rated fire extinguisher available near the kitchen and learn to use
it. Turn off the heat if you must leave the stove, even if only for a few,
minutes. Never wear long, loose-sleeved clothing while cooking. Turn
the handles on pots and pans inward to prevent accidents. Keep children
away from the kitchen.

Unsafe Residential Structure – For the firefighter’s safety,
report termite-eaten residential structures to the City’s Building
Department or Fire Prevention Division. These structures are easily burnable and
if it catches fire, will pose a greater danger to the
firefighters.

Update of Kaimuki Christmas Tree Above Koko Head Fire Station –
Leonard Tam, Ginny Meade, Hawaiian Electric Company (HECO); the Kaimuki Business
& Professional Association (KBPA) and Michael Hall (City’s Department
of Facilities and Maintenance) were commended for their dedication and hard work
in planning and setting up the Kaimuki Christmas tree. A recommendation
was made to present a certificate of appreciation to KBPA, the Board and HECO
for their efforts. The Kaimuki Christmas tree lights will be automatically
turned on at 6 p.m. on Thursday, December 3,
2009.

Update on Participation in 63rd Annual Kaimuki Christmas
Parade, December 3, 2009 – Chair V. Tam stated that there is a
liability issue has been raised by the individual who had volunteered his pick
up truck. The Board agreed not to pass out candy this year; and that the Board
focus on the truck for the parade. Participating Board members were reminded to
show up at Chaminade on Thursday December 5, 2009, between 4:45 p.m. and 5:00
p.m. Vehicle assembly will take place above circle road. Parking is available at
Chaminade.
NEW BUSINESS:
Community Development Plan for Kaimuki – The Board expressed they would like to have knowledgeable resource persons assist the Board in reviewing development plans for Kaimuki. Senator Ihara will follow up with the faculty and students of the UH/Manoa Urban Planning and Development courses. Nahoopii moved, and Meade seconded to create a community development plan committee, which was ADOPTED UNANIMOUSLY, 10-0-0. (Carter, Leong, Meade, Nahoopii, Schneider, L. Tam, Yamada, Carvalho, V. Tam, Tybuszewski).

City Councilmember Ann Kobayashi – Kobayashi reviewed the selection of the new Honolulu Police Commission. Appreciation to Kobayashi and staff was conveyed for the assistance received when proposing a change from an unimproved road to a City-owned road.

- • Bill 51 – Relates to a new homeowners classification bill which passed on October 27, 2009 by City Council. The vote raised the issue of practicing bad policy and questioned the process of voting.
- • Transparency of Government – Questions have been raised as to how the new Chief of Police is selected. The selection of the new Chief of Police has been placed in a negative light, the process being questioned. Councilmember Djou is drafting a new resolution for the process of selecting a new
Chief of Police which
would include two people chosen by the Mayor, two by City Council, two by
the Prosecuting Attorney and the Chair is to be chosen by the Mayor
with City Council
approval.

Governor Linda Lingle’s Representative – The Board was notified by letter that the Governors report will now be posted electronically. A representative will attend by request only.
State Senator Les Ihara (9th District) – Senator Ihara reported the senate is going into special session November 19, 2009 for two days to consider an appointment and confirmation of a new court of appeals judge. Senate bills are being drafted for the appropriation of $50 million from the rainy day fund.
Questions, comments and concerns:

State Representative (House Speaker) Calvin K. Y. Say – Say distributed a report and highlighted about “SB2150 CD1: Act 154, 2008” which protects the elderly and disabled from physical, psychological, and sexual abuse; financial exploitation, caregiver neglect, and self-neglect.

Furlough Fridays – Whether rail monies could be transferred to
cover furlough days; that why the City did not include their employees for
furlough Fridays; and the possibility of a 3 to 5 year holiday from football for
the University of Hawaii.

State’s Economic Situation – Say suggested that Federal,
State, and County permitting processes be streamlined to help the developers
facilitate its projects. Delays during the planning process cause investors
creates additional cost, and pull out of the project, resulting in lost of
jobs. Say encouraged testimony of members and residents on budget concerns
and suggested that Mr.Toguchi provide a Board
presentation.
State Representative Barbara Marumoto – Marumoto distributed a report and highlighted the Furlough Friday Rally her support of a special session for restoration of 17 furlough days; and supports Department of Education and teachers union re-open contract discussion restoring the remaining teaching days. Recognition was given to KBPA for a successful Kaimuki Kanikapila on November 7, 2009.
State Representative Scott Nishimoto – A representative was not present. A report was circulated.
State Representative Lyla Berg – A report was also circulated.
APPROVAL OF MINUTES FOR OCTOBER 21, 2009 MEETING: The October 21, 2009 regular meeting minutes were APPROVED WITH CORRECTIONS NOTED BY KAUMEHEIWA-REGO, COUNCILMEMBER DJOU’S OFFICE, by UNANIMOUS CONSENT (10-0-0). (Aye: Cater, Leong, Meade, Nahoopii, Schneider, L. Tam, Yamada, Carvalho, V. Tam, Tybuszewski).
TREASURER’S REPORT: The September and October 2009 Treasurer’s Report, which was reviewed on line, was filed. The Board’s publicity funds will be discussed at the next meeting regarding another mailing out of another newsletter.
ANNOUNCEMENTS:
December 2009 Recess – The Board will not meet for the month of December.
Next Board Meeting – The next meeting of the Kaimuki Neighborhood Board will be Wednesday, January 20, 2010, at 7:15 p.m. at Lili`uokalani Elementary School.
Change of Neighborhood Assistant – The Board acknowledged appreciation to Theona Kapoi for doing an excellent job and welcomed Gloria Gaines as the new Neighborhood Assistant.
