DRAFT -- REGULAR MEETING MINUTES

WEDNESDAY, August 20, 2014

KAIMUKI CHRISTIAN CHURCH FELLOWSHIP HALL

CALL TO ORDER: Chair Lyle Bullock called the meeting to order at 7:04 p.m. Quorum was not achieved with five (5) members present. Note: This 11-member Board requires six (6) members to establish quorum and to take official Board action.

Board Members Present: Lyle Bullock, Paul Hoe, Brian Kang, James Larson, Marilyn Moniz-Kahoohanohano, and Sharon Schneider (arrived at 7:09 p.m.).

Board Members Absent: Leonard Tam and Lori Yamada.

Vacancies: There are two (2) vacancies for Subdistrict 1 and one (1) vacancy for Subdistrict 3.

Guests: Sergeant Allen Ishida; and Lieutenant Robert Robinson (Honolulu Police Department), Captain Jay Shimabuku; and Fire Fighter Mark Tam (Honolulu Fire Department), Mark Wong (Mayor Kirk Caldwell's representative), Lorna Heller (Board of Water Supply), Amanda Morales (Councilmember Stanley Chang's office staff), Representative Bertrand Kobayashi, Gordon Lee, Vincent Lin, Sachi Matsushita, Evelyn Hee, George West, Elwood, Keiko Bonk, Roman Nicolai, Natalie Iwasa, Scot Shimamura, and Stephen Saito (Neighborhood Commission Office).

FILLING OF VACANT BOARD SEATS: There were two (2) vacancies in Subdistrict 1 (East Kaimuki and Business District) and one (1) in Subdistrict 3. As there were no volunteers, this item was deferred to the next meeting.

PUBLIC SAFETY REPORTS

Honolulu Police Department (HPD): Sergeant Allen Ishida presented the following:

· July to August 2014 Statistics: There were 6 motor vehicle thefts, 21 burglaries, 47 thefts, and 13 unauthorized entries into a motor vehicle (UEMV).

· Trust Your Instincts Safety Tips: Do not be taken by surprised. Be aware and be prepared. If you suspect something is wrong, or if a situation seems dangerous, you may be right. Do not dismiss suspicious people, cars or situations. Report them immediately. Change direction if someone is following you on foot, cross the street and vary your pace. If the person is in a car, turn and walk in the opposite direction. Avoid dangerous situations. Do not invite trouble. Use your best judgment about where you go and what you do. Questions, comments, and concerns followed:

  1. Burglary at Home: A resident raised concern about what a person does when a burglar is found inside of that person's home. Sergeant Ishida noted to not attempt to go inside of the property and to call police to assess the property first before anyone else goes in.
  2. Prison Space: A community member raised a question if there is enough prison space in the prison system in the State of Hawaii. Sergeant Ishida noted that he does not have an answer.
  3. Parking: A resident member raised a question about how far a car needs to be to park near a stop sign. Sergeant Ishida noted that the car needs to be parked 10 feet back from the intersection that has the stop sign.
  4. Curb Parking: Board Member Hoe asked when the restriction for residential curb parking start. Sergeant Ishida noted four (4) feet from the level of the curb.

Sharon Schneider arrived at 7:09 p.m.; Six (6) members were present. A quorum was established.

Honolulu Fire Department (Honolulu Fire Department (HFD): Fire Fighter Mark Tam reported the following:

  • July 2014 Statistics: There were 1 structure fire; 1 rubbish fire; 76 medical emergencies, 4 search/rescues, and 8 major company incidents.
  • Fire Safety Tip: The Honolulu Fire Department investigates reports of smoke to determine if a fire exists. While some fires are authorized under county and state regulations, most are unauthorized. When the HFD encounters an unauthorized burn, the Fire Captain will request that the fire be extinguished immediately. If the fire is authorized, the Captain must determine if the fire is safe, properly contained, and not a nuisance to others.

Board of Water Supply (BWS) -- Lorna Heller reported the following:

  • Water Emergency Preparedness: Natural Disasters, power outages, or other unexpected events can disrupt the ability of the (BWS) to provide water service to the community. Hurricane Iselle and Tropical Storm Julio are the first major storm systems of the central pacific hurricane season and serve as an important reminder to have an emergency preparedness kit available for your household. One crucial component of the emergency preparedness kit is having a safe drinking water supply. Residents should store at least one (1) gallon of water per person per day for at least five (5) to seven (7) days. For more information about water emergency preparedness, including a handout describing how best to store drinkable water in the home, is available online at www.boardofwatersupply.com.
  • Water Emergency Information: To receive water information bulletins, please stay tuned to media reports and take any appropriate actions announced by the BWS or other emergency response agencies. To receive emergency alerts via email or text messages, consider subscribing to the BWS at www.nixle.com.
  • General Emergency Preparedness: Further information about emergency preparedness and storm monitoring may be found by visiting websites for the National Weather Service (www.weather.hawaii.gov/hawaii), Department of Emergency (www.honolulu.gov/dem.html), and the Hawaii Emergency Management Agency (www.scd.hawaii.gov). The pacific hurricane season continues until the end of November 2014.
  • Construction Projects: Wilhelmina Rise will be having water reservoir replacement construction. Water mains along 13th and 14th Avenue will be going through repairs. Construction should not interfere with water services.

Questions, comments, and concerns followed:

1. Survey: Schneider asked what is going on at the site of Maunalani Heights. Heller will follow up.

2. Rain Barrel: Schneider asked if a rain barrel that has started to leak after several years of use can still be repaired. Heller noted that she would follow up with Schneider on a response.

Due to the busy schedule of the Liholiho Elementary School students, Chair Bullock took the agenda out of order to "5. Community Keiki."

COMMUNITY KEIKI--Principal Small, Sachi Matsushita and various Liholiho Elementary School students reported the following:

· Blue Ribbon School: Principal Small noted that Liholiho Elementary School is a "Blue Ribbon School."

· Whole Child: Liholiho Elementary School believes in the philosophy of serving the "Whole Child" and providing a program for wellness, social, academic and creative arts.

· Student Services Coordinator: Principal Small noted that Matsushita is the Student Services Coordinator.

· Jaywalking: Matsushita noted that she is a part of the Junior Police Officer (JPO) program and have been educating students and parents not to jaywalk.

· School Subjects: Liholiho Elementary School students reported the subject topics of science (STEM), gardening, Hawaiian Studies (Social Studies), and health taught at Liholiho Elementary School including a Hawaiian chanting presentation.\

The order of the agenda resumed.

BOARD ADMINISTRATION

Approval of the July 16, 2014 Regular Meeting Minutes: Larson moved and Hoe seconded that the Kaimuki Neighborhood Board No. 4 approve the July 16, 2014 regular meeting minutes as corrected. The motion was ADOPTED by UNANIMOUS CONSENT, 6-0-0; (Aye: Bullock, Kang, Hoe, Larson, Moniz-Kahoohanohano, and Schneider.) Corrections followed: Page 3: Under the subheading "Pollar Value," all usage of the word "pollar" should be changed to "dollar."

Treasurer's Report: Schneider reported a total of $26.70 spent during the month of July 2014 and a remaining balance of $521.30.

Permitted Interaction Group (PIG)--Community Planning: Kang moved and Schneider seconded that the Community Planning PIG will conduct observations of the community to help bring together plans and associated items all throughout the community to the Kaimuki Neighborhood Board No. 04 meeting and report at the Wednesday, October 15, 2014 meeting. Sharon Schneider was appointed PIG Chairperson. Other members include Brian Kang and Marilyn Moniz-Kahoohanohano. The motion was ADOPTED by UNANIMOUS CONSENT, 6-0-0; (Aye: Bullock, Kang, Hoe, Larson, Moniz-Kahoohanohano, and Schneider.)

PUBLIC INPUT

International Walk To School Day: A community member noted that Wednesday, October 8, 2014 is International Walk to School Day and will attempt to persuade all the local schools to participate.

Court Case: Keiko Bonk noted that the court case on the controversy of Representative Say's residency will be pushed back.

OLD BUSINESS: Mau'umae Nature Park and Lookout Update: Chair Bullock noted he has not yet received a response from the Department of Parks and Recreation (DPR) on Mau'umae Nature Park and Lookout. Initially the Board only wanted the Lookout to be closed, but it now would like the entire park to be closed. No changes are reported to have been made. There has been an investigation and service report from Councilmember Stanley Chang's office on the Mau'umae Nature Park Lookout.

Questions, comments, and concerns followed:

  • Blocking Area: A resident member noted that the Mau'umae Nature Park should be blocked off from late night parking and only late night strolling to the park should be permitted.
  • Conversation: Amanda Morales, representative from Stanley Chang's office staff, noted that Maintenance Superintendent Luis has been doing maintenance of the lookout, but not frequently. The Mau'umae Nature Park and Lookout is understaff and requires more community interaction to get the area cleaned up.

ELECTED OFFICIALS OR THEIR REPRESENTATIVES

Honolulu Mayor Kirk Caldwell's Representative: Mark Wong reported the following:

  • Road Repair: Rehabilitation of Localized Streets, Phase 14B (St. Louis Heights and Maunalani Heights) will have anticipated bid opening on Thursday, April 2, 2015.
  • Kaimuki District Park Gym: Roof improvements for Kaimuki District Park Gym will have anticipated bid opening on Friday, April 1, 2016.
  • Petrie Community Park Recreation Building: Roof improvements for Petrie Community Park Recreation Building are still in the project planning/design phase.

Questions, comments, and concerns followed:

  • Repaved: Schneider asked if Iwi Way and Mikahala Way are going to be repaved.
  • Bus Route: Resident Elwood asked if the bus route number nine (9) and number 14 could come up to 13th Avenue right on the Harding Avenue and left onto Koko Head Avenue. Wong noted that the request will be deferred to the Oahu Transit Services (OTS).

Marilyn Moniz-Kahoohanohano departed at 8:07 p.m.; Five (5) members were present. A quorum was not established.

Councilmember Ann Kobayashi (City Council District 5): James Larson distributed Councilmember Kobayashi's newsletter and reported the following:

· Bill 52: Bill 52, relating to Housing Code, passed its first reading on Wednesday, August 13, 2014. The purpose of this ordinance is to protect residential property and uses from unsafe and unsanitary conditions that prevent or impair the safe use and quiet enjoyment of residential property.

· Resolution 14-175: Councilmember Kobayashi introduced Resolution 14-175 to request the Department of Environmental Services (ENV) to study the use and impacts of single-use food service containers.

Councilmember Stanley Chang (City Council District 4): Amanda Morales distributed Councilmember Chang's newsletter and other handouts, and reported the following: Property Tax: City Council passed Resolution 14-179 in support of a tax compromise for home owners who were placed in the Residential A tax class, and who did not meet the Tuesday, September 30, 2014 deadline for filing an exemption.

Governor Neil Abercrombie's Representative: No representative was present.

Senator Sam Slom (State Senate 9th District): No representative was present.

Senator Les Ihara Jr. (State Senate 10th District): No representative was present.

House Speaker Emeritus Calvin K.Y. Say (State Representative 20th District): No representative was present.

Representative Bertrand Kobayashi (State Representative 19th District): Representative Kobayashi circulated his newsletter and reported the following:

· Chair George West: Chair George West of Hawaii Kai was introduced by Larson as a Board member who has been attending other Neighborhood Board meetings as an audience member to see how other Boards conduct business.

· Economy: Representative Kobayashi noted that there has been a slowly increasing economic growth.

· Waikiki War Memorial Complex Project: The Final Environmental Assessment/Environmental Impact Statement Preparation Notice (FEA/EISPN) for the Waikiki War Memorial complex Project is now available for the public. There will be a 30-day comment period which closes on Saturday, August 23, 2014.

· Striping on H-1 Freeeway: There will be striping on the H-1 Freeway between Kahala and First Avenue to resolve the issue of the distracting markings left by the Department of Transportation's (DOT) "Dowel Retrofit Pavement Preservation Project."

Question, Comments, and concerns followed: Court Case: Keiko Bonk asked if Representative B. Kobayashi was aware of House Speaker Emeritus' Calvin Say's dispute of his residency. Representative B. Kobayashi noted that he was not informed until after the House of Representative made their case to intervene in Representative Say's residency dispute.

ANNOUNCEMENTS:

· Next Meeting: The next meeting of the Kaimuki Neighborhood Board No. 4 will be on Wednesday, September 17, 2014, 7:00 p.m. at the Kaimuki Christian Church, Fellowship Hall, 1117 Koko Head Avenue.

ADJOURNMENT: The meeting adjourned at 8:20 p.m.
