Rules of Speaking: Anyone wishing to speak is asked to raise their hand, and when recognized by the Chair, to address comments to the Chair. Speakers are encouraged to keep their comments under three (3) minutes, and those giving reports are urged to keep their reports less than three (3) minutes. Please silence all electronic devices. §2-11-311 Order and decorum. (a) All commissioners shall promote and preserve the order and decorum of the commission's proceedings.

Note: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. The presiding officer of the commission or the commission may expel any individual whose conduct at the commission meeting is disruptive, disorderly, contemptuous, or improper for the conduct of business at the commission meeting. NOTE: There will be a pre-meeting pot-luck hosted by Chair Jerlow at 5:30 p.m. for the community. Also, Board Members please be aware that we will need to take a photograph of our entire membership to be posted on the Neighborhood Commission Office website.

3. FILLING OF VACANT BOARD SEATS - Look up address at http://www.honolulu.gov/nco/. Under the subheading of "Resources," there is one (1) street index document

A. Subdistrict 3 (One (1) seat) - Nominee or volunteer living in the subdistrict of the vacancy will need to be verified by the Neighborhood Commission Office during a short recess and then to be sworn in upon approval of the Board. Resignation of one (1) board member (St. Vincent)

B. Authorizing purchase of two (2) banners for Pālolo Neighborhood Board, with title meeting date time and location information. (This will be done through the City vendor. The amount is about $50.00 each). Justification: The banner we use is heavily worn and faded. The other banner is missing.

C. Recognition of Board Member Maybir for work at Pālolo Homes cleanup

D. Mahalo to Legislators for support of playground

E. Discussion of Quarterly Information Theme

1. Security and general guidance about developing solutions

F. Creation of Board Committees and Members Proposal of Sub-district neighborhood watch captains

G. Proposal of Permitted Interaction Group for "Celebrate Pālolo" Festival in the first quarter of 2016

A. The Pālolo Neighborhood Board's Next Regular Meeting will be held on Wednesday, November 11, 2015

B. Bulky Trash Pick-Up at Pālolo Elementary School Cafeteria, 7:00 p.m. -- Take out no earlier than one day before Wednesday, October 21, 2015 (third Wednesday of every month)

C. Farmers' Market -- Every Wednesday from 6:30 a.m. - 7:30 a.m. at Pālolo District Park

D. Town Hall Meeting -- There will be a town hall meeting discussing moped/motor scooter noise on Thursday, October 29, 2015 at Washington Middle School cafeteria at 6:30 p.m.

E. Transformer Transport - The Hawaiian Electric Company (HECO) transformer transport has been postponed until further notice

F. 'Olelo Broadcast Slots -- The Pālolo Neighborhood Board No. 6 meetings are aired on Channel

49 the first and third Sundays of the month at 12:00 p.m. and the 4th Thursday at 9:00 p.m. or online, anytime at http://olelo.org
