REGULAR MEETING MINUTES

WEDNESDAY, NOVEMBER 16, 2016

KAIMUKI CHRISTIAN CHURCH, FELLOWSHIP HALL

CALL TO ORDER -- Chair Lyle Bullock Jr. called the meeting to order at 7:00 p.m. A quorum was established with seven (7) members present. Note: This 11-member Board requires six (6) members to establish a quorum and to take official Board action.

Board Members Present -- Lyle Bullock Jr., Mark Hagadone, Paul Hoe, Brian Kang, Marilyn Moniz-Kaho'ohanohano, Sharon Schneider, Lori Yamada (arrived at 7:03 p.m.) and Stephanie Nagai.

PUBLIC SAFETY REPORTS

Honolulu Police Department (HPD) -- No representative was present; no report was provided.

Honolulu Fire Department (HFD) -- Firefighter Alan Castillo reported the following:

• October 2016 Statistics: There were 6 activated alarms, 74 medical emergencies, 2 motor vehicle crashes with a pedestrian, 9 motor vehicle crashes/collisions, 2 mountain rescues,1 ocean rescue and 1 hazardous materials incident.

• Safety Tip: Thanksgiving Day Fire Safety: Thanksgiving Day is the peak day for home cooking fires followed by Christmas Day and Christmas Eve. Unattended cooking is the leading contributing factor in cooking fires and deaths nationwide. The following are safety tips for the upcoming Thanksgiving Day holiday:

o Stay in the kitchen when cooking; do not leave cooking unattended.

o Keep children at least three (3) feet away from the stove.

o For an oven fire, turn off the heat and keep the oven door closed.

o HFD discourages the use of turkey fryers, as they may lead to devastating burns and other injuries and can cause property damage due to the large amount and high temperature of oil being used.

o Kalua turkey is a popular alternative, and imu, or underground ovens, are common cooking methods.

o Dig your imu where the fire cannot accidentally spread and create a fire hazard.

o Avoid placing your imu where the smoke will blow into or across homes.

o Let your neighbors know your plans so they are aware of the smoke.

o Call the HFD prior to lighting your imu fire at 723-FIRE (3473).

Board member Lori Yamada arrived at 7:03; eight (8) members were present.

Questions, comments and concerns followed: Hazardous Materials: Chair Bullock asked and Castillo replied that the hazardous materials incident was a gas leak.

Board of Water Supply (BWS) -- No representative was present; Chair Bullock reported the following:

• BWS Long Range Water Master Plan Adopted: At BWS's October 2016 Board of Director's meeting, the Board of Directors approved the adoption of the BWS Water Master Plan. The plan serves as a road map for BWS to continue providing Oahu residents with safe, dependable, and affordable water. The final Water Master Plan incorporates feedback from several dozen commenters who participated in the 60-day public comment period, as well as the BWS Stakeholder Advisory Group (SAG). With the approved Water Master Plan, the BWS will develop a 30-year Capital Improvement Program (CIP), develop a long-term Financial Plan, and conduct a Rate Study to finance the implementation of the Plan. Questions, comments and concerns followed: Water Main Break: A resident noted that there was a water main break opposite the entrance to Maunalani Park.

FILLING OF VACANT BOARD SEATS -- Chair Bullock Jr. announced two (2) vacancies on the board. The two (2) vacancies are in Sub-District One (1), East Kaimuki and Business District.

ELECTED OFFICIALS

Mayor Kirk Caldwell's Representative -- The mayor's representative presented at a later time.

Councilmember Ann Kobayashi -- Newsletters were distributed and Councilmember Kobayashi reported the following:

• Budget Hearing: A resolution to ask legislation to extend the General Excise Tax (GET) for rail was proposed at a budget hearing and will be discussed at a council meeting.

• Housing Seminar: Councilmember Kobayashi attended a housing seminar, and noted that the City should provide the infrastructure as needed in order to provide truly affordable housing.

Councilmember Trevor Ozawa -- No representative was present; a newsletter was available.

Governor David Ige's Representative -- The Governor's representative presented at a later time.

Senator Sam Slom -- Senator Slom reported the following: Aloha: Senator Slom bid his farewells to the community as the State Senate Representative for District Nine (9) and added that he will remain active in the community.

Senator Les Ihara Jr. -- Senator Ihara presented at a later time.

Representative Calvin K.Y. Say -- Speaker Emeritus Say was present and reported the following: Community Clean-Up: There will be an Adopt-A-Park work day at Kalaepohaku Park on Gulston Street on Saturday, November 19, 2016 from 8:00 a.m. to 12:00 p.m. There will be a 2016 Holiday Food Drive on Saturday, December 3, 2016 from 8:00 a.m. to 12:00 p.m. at Hokulani Elementary School.

Questions, comments and concerns followed: Ticketing on Sierra Drive: Several Maunalani Circle residents voiced frustration at receiving tickets for parking on the unimproved sidewalk on Sierra Drive. Schneider noted that the citations seemed like selective enforcement as some residents who were parked on the unimproved sidewalk did not receive a ticket. The residents asked for a solution to the parking issue, noting that they had pictures of how and where the cars were parked. Speaker Emeritus Say read a correspondence from Councilmember Ozawa's Office, although residents may have been parking on the unimproved shoulder for years it is still illegal. A Request for Investigation and Services Report (RISR) was submitted to the Mayor's administration regarding suggested options for parking. Residents noted that although HPD officers advised them to park on the street, another officer issued tickets for doing so, adding to the concern of selective enforcement. A resident asked and Chair Bullock replied that the only parking issue the Kaimuki Neighborhood Board No. 4 was concerned with was Kokohead Drive at Waialae, no reports were made by the Board regarding parking on Sierra Drive. Chair Bullock added that if residents were told by HPD officers to park on the street then that is where they are legally allowed to park as long as there is not a "No Parking" sign.

Governor David Ige's Representative -- Deputy Director to the Department of Labor and Industrial Relations (DLIR) Leonard Hoshijo circulated the Capitol Connection and reported the following:

• Apprenticeship Week: The Department of Labor and Industrial Relations (DLIR) celebrated Apprenticeship Hawaii Week from Monday, October 24 to Saturday, October 29, 2016.

• Code Challenge: Two (2) teams shared top honors at the Hawaiʻi Annual Code Challenge (HACC) with app solutions to help homelessness and jail visitations. A team from Kamehameha Schools took first place in the student division.

• Kalihi 21st Century Transformation Initiative: There will be a community forum regarding the Kalihi 21st Century Initiative of plans for development around the rail stations in Kalihi and relocation of the Oahu Community Correctional Center (OCCC). The meeting will be held on Tuesday, November 15, 2016 from 6:00 p.m. to 8:00 p.m. at the Farrington High School cafeteria.

• Road Usage Charge (RUC): The Hawaii Department of Transportation (HDOT) is working to find cost-effective ways to improve roads and relieve congestion. HDOT received a $4 million federal grant for a three (3) year pilot study to determine the fairest fee system for the future, which may be based on miles traveled rather than on fuel.

Mayor Kirk Caldwell's Representative -- Director of Information Technology (DIT) Mark Wong distributed the Oahu News and reported the following:

• Illegal Parking: Officers made checks of the Seed Shop and Sprout area for illegally parked cars from Monday, October 24, 2016 to Tuesday, November 1, 2016. During this period, they issued two (2) citations. They will continue to monitor and take appropriate action when violations are observed.

• Kaimuki Parks: The completion of the Kaimuki Community Park building and roof is delayed due to unforeseen field conditions discovered during construction. Presently, the contractor anticipates completion of the project at the end of November 2016.

Questions, comments, and concerns followed:

1. Kaimuki Parking Lot: Hoe asked and Director Wong replied that there will be a future announcement regarding the proposed Kaimuki parking lot.

2. Parking Citations: There has been a sudden influx of tickets issued to Maunalani Circle residents by HPD for parking on the unimproved sidewalk on Sierra Drive. There is a lack of clarity as to where residents are allowed to park if not on the shoulder. Director Wong suggested that the residents speak with or write a letter to the Department of Transportation Services (DTS) or the Department of Design and Construction (DDC) as it is the City's job to make necessary changes and make it clear where to park. A resident noted that he researched online for the ordinance that dictates why residents are not allowed to park on an unimproved sidewalk and where else they can park (Sec. 15-14.2 and Sec. 15-14.3). Senator Ihara noted that the influx on citations for the residents should be halted until a resolution is reached.

3. Traffic Signal: A resident asked when the traffic signal on Makapuu Avenue will be activated.

4. Ironwood Trees: A resident noted that there are several Ironwood trees on City Property at 1852 Iwi Way, off Sierra Drive, with no sidewalk and is intruding into the street. The Department of Park and Recreation's (DPR) Division of Urban Forestry (DUF) says they don't handle trees where there is no sidewalk and are not sure who should take responsibility.

5. 311 Application: Hagadone asked and Director Wong replied that any information entered into the 311 application will get routed through to the pertaining department.

Senator Les Ihara -- Senator Ihara reported the following:

• Open House: There will be a state legislature open house on Wednesday, January 18, 2017, refreshments will be provided.

• New Judge: In early January 2017 the Senate will confirm a new judge for the Intermediate Court of Appeals.

• Congratulations: Senator Ihara congratulated Senator Stanley Chang as the new State Senate Representative for District Nine (9).

Questions, comments and concerns followed: Sports and Entertainment Authority Bill: A resident asked and Senator Ihara replied that he will take note to stay updated on the Sports and Entertainment Authority bill.

Representative Bertrand Kobayashi -- No representative was present; a report was provided.

PUBLIC INPUT

Kapiolani Community College (KCC) -- Culinary Institute of the Pacific (CIP): Carol Hoshiko reported on the progress of construction at the CIP and is as follows:

• Lab Building: Phase One (1) of construction is moving along as scheduled, 80 percent of the lab flooring and 60 percent of the ceramic wall tile is complete.

• Locker Building: The drywall is in the process of being installed as is the mechanical, electrical and plumbing (MEP) rough-in.

• Storage Building: The roofing is complete and the doors have been installed.

• Support Building: The roofing is complete, 98 percent of the mechanical work is complete and a boiler is being installed.

• Site: Road ‘A' is 90 percent complete and the outdoor cooking area is 50 percent complete. The Diamond Head multi-use path is 80 percent complete and will connect to the park, the final grading is in progress.

Questions, comments and concerns followed:

1. Phase Two (2): Chair Bullock asked and Hoshiko replied that the project is waiting for a $30 million bond so that the next phase of construction can begin.

2. Traffic Light: A resident asked and Hoshiko replied that the traffic light on Makapuu Avenue is a City project and not connected to the CIP project.

3. Lab Building: Schneider asked and Hoshiko replied that there will be an Asia-Pacific cooking lab and a multi-function lab for competitions.

Noise Disturbances: Resident Flanklin Chung reported on noise disturbances as follows:

• Punchbowl Fenderworks: The security alarm for Punchbowl Fenderworks is easily triggered and will go off at odd hours in the morning disturbing neighbors.

• 1130 8th Avenue: The property on 1130 8th Avenue has consistently been rented out to college students who host parties on the property. Chung noted that there are three (3) houses on the property which adds to the noise level and increased need for parking in the area. Chung expressed frustration that the current renters have no consideration for the neighbors, stating that the property realtors and police have not addressed the noise concerns.

Questions, comments and concerns as follows: Department of Housing (DOH): A resident noted that the Department of Housing' (DOH) regulations state that no more than five (5) unrelated people may live under one (1) structure.

BOARD ADMINISTRATION

• Approval of the October 19, 2016 Regular Meeting Minutes: The Kaimuki Neighborhood Board No. 4 APPROVED the October 19, 2016 regular meeting minutes by UNANIMOUS CONSENT, 8-0-0 (AYE: Bullock Jr., Hagadone, Hoe, Kang, Moniz-Kaho'ohanohano, Schneider, Yamada and Nagai NAY: None; ABSTAIN: None).

• Correspondence: The Doris Duke Foundation for Islamic Arts (DDFIA) sent a letter to the Kaimuki Neighborhood Board No. 4 stating that they have filed a draft environmental assessment with the State Office of Environmental Quality Control (OEQC) to move forward with plans for a safety and shoreline stabilization project in the area known as Cromwell's, which fronts the DDFIA property, "Shangri La." The primary objective is to increase public safety, while maintaining public access to the shoreline and ocean. The DDFIA does not anticipate starting improvements until winter 2018 due to the review and permitting process, construction is expected to be completed within six (6) to nine (9) months after the start of construction. • Keep the Hawaiian Islands Beautiful: Keep the Hawaiian Islands Beautiful is a litter survey group affiliated with the national group, Keep America Beautiful. The group is looking for volunteers to conduct surveys of known or observed sightings of litter across Oahu. Anyone interested should contact Blaire Langston at blaire.langston@risehi.org.

• Himalayan Kitchen: The owner of the Himalayan Kitchen restaurant notified the Kaimuki Neighborhood Board No. 4 that the restaurant is seeking a permanent liquor license after having a temporary liquor license for several months. Chair Bullock noted that the restaurant has been in trouble in the past for hosting parties and issues with liquor. Chair bullock advised those who are opposed to the Himalayan Kitchen obtaining a permanent liquor license to submit written or public testimony when the hearing is held. Chair Bullock added that the restaurant is required to notify anyone living within 500 feet of the area that there will be a hearing to request a permanent liquor license. If more than 50 percent of the residents in the area oppose the permit at the hearing then the Liquor Commission will deny the permit.

Questions, comments and concerns followed: Residents in the Area: A resident asked and Chair Bullock replied that an apartment building is located right across the street from the restaurant. A resident asked and Chair Bullock replied that the restaurant needs to notify the businesses in the areas as well but a different rule would apply.

• Kaimuki Christmas Parade: The Kaimuki Christmas Parade will be on Thursday, December 1, 2016, Chair Bullock noted that residents should anticipate traffic and reroute accordingly.

• Honolulu Marathon: The Honolulu Marathon will be on Sunday, December 11, 2016, residents are advised to anticipate traffic and reroute accordingly. Diamond Head Road, Kahala Avenue and Kilauea Avenue will be controlled by police, local traffic will be permitted access. "Race in Progress, Proceed When Directed" signs will be posted. 18th Avenue from Diamond Head Road to Kilauea Avenue will be closed until runners clear the area. The public will only be able to access the Diamond Head State Park by walking. Kilauea Avenue from 18th Avenue to Waialae Avenue, all east bound lanes will be closed at 4:00 a.m. until runners clear the area. West bound lanes will be contra-flowed to permit two (2)-way traffic, expect delays until 11:00 a.m. Anyone interested in the full marathon traffic route can email Chair Bullock at lyle.bullock.jr@gmail.com.

• Used Electronics: Nagai noted that anyone with old or unused electronics can donate the items to Kapolei High School on Saturday, December 3, 2016, and receive two (2) free Sony Open tickets.

• Kaimuki Library Bookstore: The Kaimuki Library Bookstore will be celebrating its' first anniversary on December 6, 2016.

Treasurer's Report -- Hagadone reported a remaining balance of $314.12. The report was filed.

Members Attendance at other Meetings -- No board member attendance at other meetings to report.

ANNOUNCEMENTS

Next Meeting: The next meeting of the Kaimuki Neighborhood Board No. 4 will be Wednesday, January 18, 2017, 7:00 p.m. at the Kaimuki Christian Church, Fellowship Hall, 1117 Koko Head Avenue.

Recess: The Kaimuki Neighborhood Board No. 4 will recess in December 2016.
