THURSDAY, JANUARY 12, 2017

ALA WAI CLUB HOUSE

CALL TO ORDER: Chair West called the meeting to order at 6:30 p.m. A quorum was established with 11 members present. (Note -- This 15-member Board requires eight (8) members to establish quorum and to take official Board action.)

Members Present: Julia Allen, Richard Figluzzi, Barbara Miller, Bertha Nahoopii, Bert Narita, Keolu Peralto, Don Persons, Laura St. Denis, Jerry Wanager, Bryn Villers, George West, and Linda Wong (arrived at 6:45 p.m.).

Members Absent: George Waialeale and Michelle Matson.

PUBLIC SAFETY REPORTS

Honolulu Fire Department (HFD - Waikiki Station): Acting Captain Lee Marquez reported the following

• December 2016 Fire Statistics -- There were 2 structure fires, 1 cooking fire, 3 nuisance fires, and 16 activated alarms. There were 233 medical emergencies, 4 motor vehicle collision with pedestrian, 8 motor vehicle crashes/collisions, 4 mountain rescues, and 4 hazardous materials incidents.

• Fire Safety Tip -- Fall Prevention for Seniors:

o Regular exercise will help build strength, improve balance, and enhance coordination.

o Take your time when getting out of chairs and be aware of your surroundings.

o Keep stairs and walkways clear.

o Improve lighting inside and outside of your home.

o Use nonslip mats -- this increases safety in the bathtub and on shower floors.

o Be aware of uneven surfaces.

o Wear Sturdy, well-fitting shoes.

Questions, comments, and concerns followed: Fire Fighter Accident Investigation: Chair West asked and Captain Marques responded that the investigations for the fire fighter incidents are still ongoing but will update the boards when more information is made available.

Honolulu Police Department (HPD - District Six (6) Waikiki/Diamond Head): Sergeant Robert Oakes reported the following:

• December 2016 Statistics: There were 4 robberies, 16 burglaries, 192 thefts of all kind, 24 unauthorized entries into a motor vehicle (UEMV), 31 speeding citations, 733 parking citations, 9 citations for loud mufflers, 77 citations and 2 arrests for violation of park closure hours, and 3,897 total calls of service.

• Safety Tip: Avoiding Burglaries: Sergeant Oakes urged the community to look around homes too ensure the residence is secure before leaving. Sergeant Oakes suggested home owners have video surveillance for the residence as it may help identify the burglar.

Questions, comments, and concerns followed: Park Closure Arrests: Laura St. Denis asked and Sergeant Oakes responded that the arrests made regarding park closures could be relating to homelessness.

Honolulu Police Department (HPD - District Seven (7) Kapahulu/St. Louis Heights): Sergeant Keoni Hong circulated a report and announced the following:

• December 2016 Statistics: There was 1 motor vehicle theft, 8 burglaries, 25 thefts, 20 unauthorized entries into a motor vehicle (UEMV), and 6,639 calls for service in District seven (7).

• Safety Tips -- Home Security: Sergeant Hong urged neighbors to help each other to keep the community safe and if there is any suspicious activity in your neighborhood to call 9-1-1.

Questions, comments, and concerns followed: St. Louis Drive and Dole Street: Julia Allen reported speeding on Dole Street and illegally parked cars along St. Louis Drive and Noah Street. Sergeant Hong noted that he will pass on the reported concerns and urged the community to call 9-1-1 if illegal parking is witnessed so HPD can address the issue.

Board of Water Supply (BWS): Ann Wong reported the following:

• Main Break Report: Wong noted that the main break report was not available.

• 2017 Water Conservation Calendar and Water Conservation Contests -- The BWS is excited to launch its 39th annual Water Conservation Week Poster Contest and 9th annual Poetry Contest. For 2017, the contest theme, "Conserve to Preserve," invites Oahu students to creatively express the importance of conserving water now to preserve our water supply for the future. The poster contest is open to Oahu students in grades Kindergarten through sixth (6th), and the poetry contest is open to Oahu students in grades seventh (7th) through 12th. The deadline to enter these contests is Wednesday, March 1, 2017.

• New Year's Resolution to Save Water -- The New Year is a time of reflection and represents an opportunity to commit to positive changes in our lifestyle. Why not make one (1) of your 2017 New Year's Resolutions to cut down household water usage by two (2), five (5), or even 10-percent? This simple resolution can help save money while helping to conserve Oahu's precious water supply. Here are some simple steps you can take to achieve this resolution:

 Turn off the water when you brush your teeth. Using a cup of water to rinse can save seven (7) gallons of water a day.

 Save water in the shower! Limiting shower times to less than five (5) minutes and installing water-saving showerheads can save up to 20 gallons of water per shower.

 Fix those leaks! A faucet drip or toilet leak can waste hundreds of gallons a day.

• Diamond Head Reservoir Tank: Ann Wong noted that BWS has continued to monitor the Diamond Head Reservoir and urged the community to call 9-1-1 if any suspicious activity is seen in the area.

Questions, comments, and concerns followed: Leaky Pipe: Laura St. Denis thanked BWS for shutting down a leaky pipe along Diamond Head Drive.

Linda Wong arrived at 6:45 p.m., 12 members present.

Mayor Kirk Caldwell's Representative: Walea Constantinau (Honolulu Film Office) circulated Oahu News and reported the following

• Neighborhood Board Elections: Candidate registration for the 2017 Neighborhood Board Elections has begun and the deadline to apply is Friday, February 17, 2017. Paper applications are available on the front table or you may apply online at www.honolulu.gov/nco or at the Neighborhood Commission Office (NCO), located at 925 Dillingham Boulevard, Suite 160.

• Missing Trash Receptacles at Kapiolani Park: Department of Parks and Recreation (DPR) staff has not noticed any recent missing trash receptacles. Please contact Jason Woll Kapiolani Regional Park (KRP) Manager) at 768-4626, to provide details on the specific locations of missing receptacles.

Questions, comments, and concerns followed:

1. Garbage Pick Up: Resident Murai commended the Department of Environmental Services (ENV) for picking up garbage on time during the holiday season. Resident Murai added that the pothole on Campbell Avenue was fixed.

2. Zoo Admission Fee: Chair West asked and Constantinau responded that she will follow up with the board regarding the justification to move the Zoo admission fees to the Department of Enterprise Services (DES).

3. Crane Park and Crosswalk Study: Bryn Villers noted that the playground equipment at Crane Park is broken and unsafe. Bryn Villers also noted that he hasn't received the crosswalk study that was previously requested.

4. Medical Marijuana Dispensary: Chair West requested information regarding the City and County of Honolulu permit approval requirements for the Medical Marijuana dispensary at 727 Kapahulu Avenue.

5. St. Louis Drive: Julia Allen requested an update of the St. Lois Drive resurfacing project.

PUBLIC EVENTS AND NOTICES: Chair West reported the following:

• Monday, January 16, 2017, Martin Luther King Jr. Day Parade. Permit application submitted.

• Sunday, January 22, 2017, Harold Chapson Memorial 8k Run. Permit application submitted.

PRESENTATIONS

Ekiden Relay Race: Manuel Shelley reported the following: Ekiden Race: Shelley announced that the Ekiden Relay Race will take place on Sunday, March 12, 2017. Shelley added that the race will begin in the Kapiolani Park area merging onto Kalakaua Avenue heading toward the fountain, continuing up Diamond Head Road. Shelley added that Kalakaua Avenue will be open up to the fountain and only the Makai Side of Diamond Head Drive will be closed.

Questions, comments, and concerns followed:

1. Monsarrat Avenue: Linda Wong asked and Shelley responded that Monsarrat Avenue will not be closed.

2. Starting Time: Laura St. Denis asked and Shelley responded that the race will being at 8:00 a.m. and end at 12:00 p.m. Shelley also noted that the mentioned roads will only be closed during the race.

3. Message Boards: Linda Wong asked if the Department of Transportation Services (DTS) will be using temporary message boards to announce road closures as presented before the board. Shelley responded that outreach was done in the race area with residents and signs will be placed the day of the race. Shelley further noted that he will contact DTS in regards to the temporary message boards.

4. Outreach: Chair West asked and Shelley responded that outreach was done by door to door visits. Shelley further noted that if a residence was not reached on the day in the area the address was designated for returning to try again.

RESIDENT CONCERNS

House of Wong: Julia Allen noted that she was contacted by resident Wada and notified that the owner of House of Wong is making changes regarding the parking concerns. Resident Wada will continue to monitor the situation and update the board in the future.

Zoo Admission Fees: Resident Armentrout noted that she attended a budget hearing and was informed that Bill 68 of the Honolulu City Council will change zoo fees by an administrative ruling by a thirty day notice and a single public hearing. Armentrout added that ordinarily to change zoo fees it would require three (3) months' notice and three (3) public hearings. Armentrout concluded that this would be of importance to the board as the Honolulu Zoo is a part of the Kapiolani Park Trust.

Anela Garden Liquor License: Devon Nekoba reported that Anela Gardens liquor license was rescinded and was in attendance to take any questions and fulfill their update requirements.

Questions, comments, and concerns followed: Liquor License: Bryn Villers asked and Nekoba responded that he is unsure if Anela Gardens will reapply for a liquor license. Chair West requested that Nekoba continue to update the board. Resident Murai noted that the community isn't against the serving of liquor at Anela Gardens but rather the selling of liquor.

Pavement Concerns: Resident Murai noted that the curbing at the corner of Monsarrat Avenue and Campbell Avenue is deteriorating near the traffic poles. Murai further noted that there is a pothole on Paki Avenue below Monsarrat Avenue in the bus top area that is dangerous.

ELECTED OFFICIALS

Councilmember Ann Kobayashi: Councilmember Ann Kobayashi circulated a handout and reported the following:

• Committee Assignments: Councilmember Kobayashi reported that as Chair of the Parks committee she will be visiting as many parks as possible to recognize how the city council can best improve parks across the island. Councilmember Kobayashi noted that she has recognized the issues with Crane Park and they will be addressed. Councilmember Kobayashi added that the Committee on parks is requesting input on the installation of adult exercise equipment at public parks.

• Community Gardens: Councilmember Kobayashi added that there will be public hearings regarding community gardens so the Parks Committee can listen to concerns and find the best way to improve community gardens.

Questions, comments, and concerns followed:

1. Community Gardens: Laura St. Denis noted that she is a member of the Diamond Head Community Garden and has contacted the manager of the community gardens Wayne Foster regarding issues. Laura St. Denis announced a community cleanup on Saturday, January 14, 2017, that will take place at Diamond Head community Garden. Laura St. Denis concluded by stating that the Diamond Head Garden has a one (1) year waiting list. Councilmember Kobayashi responded that some of the hearings will incorporate issues with applying to community gardens and also look at the bylaws of each community garden.

2. Medical Marijuana Dispensary and Zoo Fees: Chair West commended the Diamond Head Community Garden for their well-planned meetings. Chair West asked about the city's involvement regarding the site selection for the medical marijuana dispensary along Kapahulu Avenue. Chair West also asked for the rational regarding Bill 68 which will change zoo fees by a 30 day notice and a single public hearing.

3. Community Garden Bylaws: Linda Wong asked and Councilmember Kobayashi responded that they will be trying to make the community garden bylaws consistent with city guidelines.

4. Testifying on Parks: Bryn Villers asked and Councilmember Kobayashi responded to contact her office to testify on a parks committee issue.

Councilmember Trevor Ozawa: Councilmember Ozawa's representative reported the following:

• Committee Assignments: Councilmember Ozawa is now the Chair of the Committee on Business, Economic Development, and Tourism.

• Ala Wai Cable Relocation Meeting: Two (2) Hawaii Electric Company (HECO) community meetings regarding the Ala Wai Cable Relocation Project will occur on Tuesday, January 17, 2017, at the Waikiki Community Center Starting at 7:30 p.m. and on Thursday, January 19, 2017, at Ala Wai Elementary School starting at 7:30 p.m. Work is expected to begin late 2017.

• Moped Registration and Safety Check: The annual registration and inspection of mopeds are now required, Councilmember Ozawa's representative noted that this is a starting point for this kind of legislation and loopholes will be recognized and addressed. Chair West echoed the representatives sentiment adding that when issues are recognized with the legislation it can be addressed further.

Questions, comments, and concerns followed: Moped Legislation: Chair West noted that the Department of Customer Service (CSD) has been well organized to carry out the implementation of the moped registration and licensing legislation. Chair West added that CSD has 43,000 mopeds on record and HPD will not use a lack of license plate or registration stickers as a reason to stop mopeds but will check registration and licensing on mopeds during other stops. Councilmember Ozawa's representative noted that the registration fees for mopeds will total $32.50 and will follow up on the requests regarding the medical marijuana dispensary. Chair West requested clarification on the city's involvement in the process and as well as the rational for the moving of the zoo admission fees.

Governor David Ige's Representative: Renee Sobehan circulated the latest Capitol Connection and accepted questions:

Senator Stanley Chang: Senator Change circulated a handout and reported the following:

• Opening of the Capitol: Senator Chang invited the community to the opening day of the 29th Legislative Session on Wednesday, January 18, 2017 at 10:00 a.m., light refreshments will be provided.

• Priorities: Senator Chang noted that his highest priorities include homelessness and he will try to address this issue by the creation of mobile clinics to assess and address those in need in the community to reduce hospital visits and an expanded shelter system using modular housing.

Questions, comments, and concerns followed:

1. Survey: Chair West urged the community to fill out Senator Chang's provided survey that was placed at the information table.

2. Homeless Map: Laura St. Dennis requested the creation of a homeless map similar to the one (1) created by Gene Ward and Senator Chang responded that he has no information regarding how the map was made but requested the community to pass on any information regarding homelessness in the community to his office. Linda Wong thanks Senator Chang for prioritizing homelessness.

3. Senator Chang's Presence: Bert Narita commended Senator Chang for his presence before the board.

Representative Bert Kobayashi: Representative Kobayashi distributed a report and reported the following:

• Homeless Sweep: Representative Kobayashi reported that a sweep of the homelessness in the Diamond Head Area will occur in late January or early February 2017, written notices will be posted and distributed in the area.

• Homelessness: Representative Kobayashi noted that the Governor's Homeless Coordinator's Staff have placed two (2) homeless veterans, and a chronically homeless single woman in a City-housing project.

• Waikiki Seawall: Representative Kobayashi highlighted the City and County of Honolulu plans to repair the seawall fronting Queens Surf in Waikiki.

• Committee Assignments: Representative Kobayashi noted the committee restructuring which has led to a drop in the amount of representatives in each committee.

• Prohibiting Fishing Along Diamond Head Shoreline: Representative Kobayashi highlighted a bill that he will be introducing that will prohibit fishing along the Diamond Head Shoreline permanently.

Questions, comments, and concerns followed: Fishing along Diamond Head: Laura St. Denis asked and Representative Kobayashi responded that the bill will permanently ban fishing in the Diamond Head area. Linda Wong noted her support for this legislation as she noted people are afraid of swimming in fishing areas.

Representative Scott Nishimoto: Representative Nishimoto circulated a newsletter and reported the following:

• Free Tax Clinic: Representative Nishimoto announce a free tax clinic on Saturday, January 28, 2017, from 9:00 a.m. to 2:30 p.m. at the State Capitol. The clinic is by appointment only. Please call 808-724-1278 or visit www.hawaiitaxhelp.org for more information.

• Opening of the Capitol: Representative Nishimoto invited the community to the opening day of the 29th Legislative Session on Wednesday, January 18, 2017 at 10:00 a.m., light refreshments will be provided. Representative Nishimoto noted his office is 421.

House Speaker Emeritus (HSE) Calvin Say: House Speaker Emeritus Calvin Say circulated a handout and reported the following:

• Property Tax: Representative Say noted that the deadline to appeal real property tax is Sunday, January 15, 2017. Representative Say noted that that the property taxes for the area has risen which is why it is important to appeal. Representative Say noted that the Property Tax Division is on Bethel Street and urged the community to appeal before the deadline at the Property Tax Davison.

• Committee Assignments: Representative Say congratulated Representative Nishimoto as he is now the Chair of the Judiciary Committee and commended Representative Kobayashi for his position on the Committee of Finance. Representative Say added that he is on the Water and Land Committee as well as the Environmental Protection Committee. Chair West commended Representative Say and area legislators for their efforts to better the community.

REPORTS OF MEMBERS ATTENDANCE AT OTHER MEETINGS

Ala Wai Watershed Partnership: Chair West announced that there was a meeting regarding the Ala Wai Partnership on Thursday December 1, 2017. Chair West added that this partnership is a strong grouping of area representatives, community entities, and private interests. Chair West further noted that the Hokuleia organization is taking a lead role to clean up and protect the Ala Wai Watershed. Chair West concluded that this project is separate from the Ala Wai Dredging and United States Army Corp of Engineers projects. Additionally, the University of Hawaii at Manoa (UHM) has a contest evaluating student ideas to improve the Ala Wai.

BOARD BUSINESS

Approval of November 11, 2016, Regular Meeting Minutes:

Bryn Villers moved and Barbara Miller seconded a motion to approve the November 11, 2016, regular meeting minutes as circulated. Discussion followed:

1. Illness: Laura St. Denis noted that on page three (3) it stated she was ill but she was in attendance during the meeting.

2. Deferral of the Vice Chair Vacancy: Linda Wong noted that it was expressed that Chair West wished for the Vice-Chair Election to be deferred to January 2017 and Chair West responded that he did not express that sentiment.

The motion to approve the November 11, 2016, regular meeting minutes as circulated passed, 12-0-1 (Aye: Allen, Figliuzzi, Matson, Miller, Nahoopii, Narita, Peralto, Persons, St. Denis, Wanager, and Villers; Nay: Wong; Abstain: None ;). Amendment is as followed: Page 3: Under subsection "Water Master Plan" the agency that should be listed is the Department of Planning and Permitting and not the Public Utilities Commission.

Hearing no objections, Chair West moved "Vice Chair Election" to the end of the "Board Business" section.

Correspondence from Keeping the Hawaiian Islands Beautiful: Chair West noted he has received correspondence from an organization called Keeping the Hawaiian Islands Beautiful which will be holding a liter clean up and requested if the board wanted to participate.

Correspondence Regarding a Vote by Mail System from Common Cause Hawaii and League of Women's Voters: Chair West noted he has received correspondence from Common Cause Hawaii/ League of Women Voters that asked for the support of the board on a resolution to establish a vote by mail system. Chair West urged the board to look over the prepared resolution and contact him if there is a desire to adopt the resolution. Wong asked and Chair West answered that taking a stance on such a resolution will be done at the will of the board after reviewing the resolution.

Medical Marijuana Dispensary at 727 Kapahulu Boulevard: Chair West noted that at the stated address a medical marijuana dispensary will be placed. Information is being gathered as Chair West has been in contact with the Department of Health (DOH). Chair West also noted that he is inquiring with the city on their outreach requirements on such a dispensary that will decide if the organization will come before the board.

Hearing no objections, Chair West moved to Agenda Item "Senator Les Ihara Jr.".

Senator Les Ihara Jr.: Senator Ihara apologized for his tardiness and reported the following:

• Moped Legislation: Senator Ihara noted that he is working on an amendment to the Moped Registration legislation that will allow the City and County of Honolulu driver's licensing agency to keep the registration fees from mopeds. Senator Ihara noted that the fees are now going into a Bike Ways Fund which the Driver's Licensing agency is not able to access to pay for software updates and additional staffing. This potential amendment will allow that agency to access the fund. Senator Ihara also added that enforcement will begin after the yearlong staggered licensing takes place. Many mopeds have exchanged owners so many times that the ownership titles have be destroyed so undocumented owners will need affidavits of ownership or they will be deemed illegal.

• All Mail Voting System: Senator Ihara noted that he is working on legislation to establish an all-mail voting system.

• Medical Aid in Dying: Senator Ihara also noted that he is working on legislation to allow medical aid in dying explaining that patients should have a choice in the matter as long as it is deemed safe.

• Paycheck to Paycheck Coalition Tax Redistribution: Senator Ihara concluded that he is working on a paycheck to paycheck tax redistribution that would restore the highest earners tax bracket to the rates set in 2016. This tax redistribution will allow the highest tax bracket to compensate for those who are living paycheck to paycheck and unable to pay taxes. Senator Ihara stressed that this will be a revenue neutral bill.

Questions, comments, and concerns followed: Medical Aid in Dying: Bryn Villers requested updates regarding the Medical Aid in Dying legislation and Senator Ihara responded that he will continue to update the board and expressed the need for discourse on this topic.

Filling of Vice-Chair Vacancy:

Secretary Keolu Peralto opened the nominations for election of vice-chair. Linda Wong was nominated. Bryn Villers was nominated. Julia Allen nominated Keolu Peralto. No additional nominations were made. Discussion Followed:

1. Decline Nomination: Linda Wong stated that for the good of the board as well as considering the past months of discontent within the board, her own personal strain, and to prove that there is no ill will feelings from her toward the rest of the board she will withdraw her name from consideration for vice chair. Linda Wong expressed her desire to remain on the executive committee as she has given decades to the board and noted that she hopes this will end the smear campaign against her. Chair West recognized and commended Linda Wong for her service and efforts that has been carried out while on the board.

2. Vice-Chair: Chair West noted that only two (2) nominees remain. Keolu Peralto explained that the board has been dealing with this election since July 2016 which is unacceptable and offered himself for the role so the board may move forward to serve the community. Bryn Villers noted that he has stated his reasoning for his desire to be vice chair in previous vice chair elections portions of previous meetings.

Following no further discussion regarding the vice-chair nominees, a roll call vote was carried out. The vote resulted in a Keolu Peralto being appointed Vice Chair, 8-4-0 (Peralto: Allen, Figliuzzi, Miller, Nahoopii, Peralto, Persons, Wanager, and Wong; Villers: Narita, St. Denis, Villers, and West; Abstain: None ;).

REPORTS

Treasurer's report: Bryn Villers read the financial statement of expenditures of December 2016 which totaled $27.77 and reported the remaining balance of $233.19.

Sub district One (1) (St. Louis Heights): Julia Allen added that the next meeting of the Saint Louis Heights Community Association will be held on Monday, February 13, 2017, beginning at 7:00 p.m. at Hokulani Elementary School.

Sub district Three (3) (Diamond Head): Laura St. Denis noted that the leaky pipe along Diamond Head Road has been fixed.

Sub district Two (2) (Kapahulu): No report.

CHAIR'S REPORT/ANNOUNCEMENTS: Announcements: Chair West noted that he has circulated correspondence regarding the repair of the seawall fronting the Natatorium. A form wall will be built on the ocean side of the seawall to allow repairs to the seawall. Chair West receive correspondence from Carol Hoshiko who requested the board keep Tuesday, March 7, 2017, open as Kapiolani Community College will be holding an appreciation event and the board has been invited. Chair West concluded that Ali Pohl has resigned and her vacancy will be placed on the February 2017 agenda. Bert Narita noted that Friday, February 17, 2017 is the deadline to register for the neighborhood board election.
