DRAFT -- REGULAR MEETING MINUTES

WEDNESDAY, NOVEMBER 18, 2015

KAIMUKI CHRISTIAN CHURCH, FELLOWSHIP HALL

CALL TO ORDER: Chair Lyle Bullock called the meeting to order at 7:01 p.m. with a total of ten (10) members present. A quorum was established. Note: This 11-member Board requires six (6) members to establish a quorum and to take official Board action.

Board Members Present: Lyle Bullock, Mark Hagadone, Paul Hoe, Brian Kang, Marilyn Moniz-Kahoohanohano, Liberty Peralta, Walter Ross, Sharon Schneider, Vernon Tam, and Lori Yamada.

Board Members Absent: William Paik.

Guests: Captain Kelii Goo (Honolulu Fire Department), Lieutenant Carl Thorstad and Seargent Clifford Ramson (Honolulu Police Department), Director of Information Technology Mark Wong (Mayor Kirk Caldwell's representative), Pankaj Byanot (Governor Ige's representative), James Larson (Councilmember Ann Kobayashi's Office), Kurt Tsuneyoshi (Councilmember Trevor Ozawa's Office), Representative Calvin Say, Councilmember Ann Kobayashi, Councilmember Trevor Ozawa, Samantha Kimsey (Computational Thinkers), Karen Tsukiyama (Kaimuki Business Professional Association)Ed Chuh, Zee Chuh, Kahealani Acosta, Sandy McKee, Mr. Elwood, Eric McCutcheon, and Amanda Ehe (Neighborhood Commission Office).

PUBLIC SAFETY REPORTS

Honolulu Police Department (HPD): A newsletter was available and Lieutenant Carl Thorstad reported the following:

• October 2015 Statistics: There were 8 vehicle thefts, 23 burglaries, 53 thefts, and 24 unauthorized entries into motor vehicles. There were 6,877 total calls for service.

• Safety Tip: The newsletter is dedicated to promoting mature driver safety. As our body gets older, we begin to notice changes and these changes can make it more difficult to drive safely.

Questions, comments, and concerns followed:

• Statistics: Chair Bullock noted that the crime statistics for October 2015 have increased. Lieutenant Thorstad responded that increased crime is common during the holiday season.

• Homeless: Hagadone asked and Lieutenant Thorstad answered that when addressing the homeless situation, HPD must stay in the perimeters of the law by looking at the situation from a legal perspective and measuring the severity of their actions. Market City, Moiliili, Crane Park, Judd Park, and the Promenade are areas with the greatest homeless populations in the Kaimuki area.

Honolulu Fire Department (HFD): Captain Kelii Goo reported the following:

• October 2015 Statistics: There were 92 medical emergencies, 1 motor vehicle collision involving a pedestrian, 8 motor vehicle collisions, 2 hazardous materials incidents, and 2 search and rescues.

• Fire Safety Tip: When selecting a Christmas tree, consider a fire-resistant, artificial tree or the freshest natural tree possible and keep it hydrated and away from heat sources.

Board of Water Supply (BWS): No representative was present. Chair Bullock reported the following:

• Water Conservation: BWS is asking all Oahu water customers to use water wisely and avoid waste where possible.

• Questions: Chair Bullock noted he will reach out to the BWS representative to assure the questions raised at the last Board meeting are answered and the timeline for the water breaks on Waialae Avenue are provided.

BOARD ADMINISTRATION

Approval of the October 21, 2015 Regular Meeting Minutes: Hoe moved and Kang seconded that the Kaimuki Neighborhood Board No. 4 approve the October 21, 2015 regular meeting minutes as published. The motion was ADOPTED UNANIMOUSLY, 10-0-0 (AYE: Bullock, Hagadone, Hoe, Kang, Moniz-Kahoohanohano, Peralta, Ross, Schneider, Tam, and Yamada; NAY: None; ABSTAIN: None).

Treasurer's Report: Schneider reported that the Board spent $32.15 for the month of October 2015; the remaining balance is $316.91. The report was filed.

REPORTS OF MEMBERS' ATTENDANCE AT OTHER MEETINGS: There were no reports.

COMMITTEE REPORTS: Schneider noted that the Envision Kaimuki Committee will meet Monday, November 23, 2015 from 5:30 p.m. to 6:30 p.m. at the Kaimuki Park.

PUBLIC INPUT: A Board member asked and Chair Bullock replied there will be no recess this year for the Board.

OLD BUSINESS: No old business was discussed.

NEW BUSINESS

Hearing no objections, Chair Bullock took the agenda out of order to item 8.2 Girls Learning to Code -- Computational Thinkers, Samantha Kimsey.

Girls Learning to Code -- Computational Thinkers: Samantha Kimsey announced the grand opening of Computational Fingers on Friday, December 11, 2015 at 4:30 p.m. at 4224 Waialae Avenue. On Saturday, December 12, 2015 there will be an all-day event called Django Girls that is meant to encourage women to learn to code.

The agenda returned to order.

Kaimuki Business Professional Association (KBPA) -- Christmas Parade: Karen Tsukiyama gave the details of the event. 2015 is the 69th year of the Kaimuki Christmas Parade. KBPA is sponsoring the parade. The Grand Marshal will be Jake Shimabukuro, and Pearl Harbor veterans will be special honorary marshals. The parade will be covered by Olelo. There will be heavy traffic and signage will be displayed to warn motorists.

Questions, comments, and concerns followed:

• Kaimuki Christmas Tree: Tam announced that a MidWeek article thanks KBPA for the lighting of the Christmas tree before the parade.

• Traffic: Hagadone asked and Tsukiyama answered that the Bus will still run all routes. The parade will shut down half of Waialae Avenue, the lanes Koko Head bound, and will be counter flowed for two-way traffic. Peralta asked and Tsukiyama answered that Safety Systems begins the street coning at 5:00 p.m. HPD regulates at the beginning of parade when the next unit can start.

ELECTED OFFICIALS

Mayor Kirk Caldwell's Representative: Director of the Department of Information Technology Mark Wong reported the following:

• Himalayan Kitchen: The report of late night parties at the Himalayan Kitchen were followed up on by HPD and HFD. A warning regarding overcrowding was issued but no violations were observed.

• 6th Avenue and Koko Head Avenue: Director Wong will ask DTS if there is anything that can be done regarding the H1-East exits backing up onto the freeway near 6th Avenue and Koko Head Avenue.

• Christmas Tree: The maintenance and lighting of the tree on Puu O Kaimuki Mini Park is not a DPR project.

• ProPark, Inc.: The pay station in the Kaimuki concession parking lot was repaired on Tuesday, October 20, 2015.

• Parking and Loading: HPD Parking Enforcement and Collections Section (PECS) supervisors will stress the importance to their employees of obeying all traffic laws. Three (3) citations were issued for illegally parked commercial vehicles on 12th Avenue between Wednesday, October 28, 2015 and Sunday, November 4, 2015. Goodwill Store was notified of a complaint that the store was using loading zones as storage and will comply.

Councilmember Ann Kobayashi (City Council District 5): A newsletter was available and Councilmember Ann Kobayashi reported the following:

• Budget Meeting: The City Council is considering floating City bonds for the rail project and/or extending the increased General Excise Tax (GET) for five (5) additional years.

• Bill 66 and Bill 77: Bill 66 and Bill 77 relate to home exemptions. The Council is working to cover all circumstances that may arise to help home owners retain their home exemption. Councilmember Kobayashi is working directly with realtors to inform new home buyers about the home exemption.

Questions, comments, and concerns followed: Residential Construction: A community member noted that in Hawaii there is no law requiring notification of construction to neighbors; he would like to see this written into law.

Councilmember Trevor Ozawa (City Council District 4): A newsletter was available and Kurt Tsuneyoshi reported that Councilmember Trevor Ozawa will continue conversations with the DPR and KBPA regarding the continued maintenance and lighting of the Christmas tree at Puu O Kaimuki Mini Park.

Governor David Ige's Representative: Deputy Director Pankaj Byanot of the Department of Human Services introduced himself and shared Governor Ige's newsletter.

Questions, comments, and concerns followed:

• Homeless: A community member suggested a portable toilet and wash station for the homeless population near Market City; Byanot will relay suggestion.

• Syrian Refugees: Tsukiyama asked and Byanot answered that the refugee process is very long consisting of background checks and that refugees must have local sponsorship. The acceptance of refugees is a federal issue.

Senator Sam Slom (State Senate 9th District): No representative was present and no report was available.

Senator Les Ihara Jr. (State Senate 10th District): No representative was present and no report was available.

House Speaker Emeritus Representative Calvin K.Y. Say (State House 20th District): Representative Calvin K.Y. Say reported the following:

• Walkway: Representative Say thanked the City for cleaning the Waialae Avenue pedestrian walkway.

• 6th Avenue: Representative Say will look into traffic issues regarding the H1-East 6th Avenue exit ramp.

Representative Bertrand Kobayashi (State House 19th District): No representative was present; a written report was available.

ANNOUNCEMENTS

Kaimuki Christmas Parade: The Kaimuki Christmas Parade will be held on Thursday, December 3, 2015 at 6:00 p.m.

Honolulu Marathon: The 2015 Honolulu Marathon will be held on Sunday, December 13, 2015 and more information can be obtained at www.honolulumarathon.org.

Next Meeting: The next regular meeting of the Kaimuki Neighborhood Board No. 4 will be held on Wednesday, December 16, 2015, 7:00 p.m. at the Kaimuki Christian Church, Fellowship Hall located at 1117 Koko Head Avenue. The Kaimuki Christian Church is asking attendees to park at Kaimuki Public Library or find parking elsewhere to reserve the space for the elderly and the disabled.
