DRAFT -- REGULAR MEETING MINUTES
THURSDAY, JULY 14, 2016
ALA WAI CLUB HOUSE

CALL TO ORDER: Chair Pro Tem George West called the meeting to order at 6:31 p.m. A quorum was established with 14 members present. (Note -- This 15-member Board requires eight (8) members to establish quorum and to take official Board action.)

Members Present: Julia Allen, Barbra Armentrout, Michelle Matson, Barbra Miller, Bertha Nahoopii, Bert Narita, Keolu Peralto, Don Persons, Laura St. Denis, George Waialeale , Jerry Wanager, George West, Bryn Villers, and Linda Wong.

Members Absent: Ali Pohl.

Rules for Speaking: For all wishing to speak on items not already on the agenda, fill out a Community Concern form at the front desk and turn into the Chair or Neighborhood Assistant.

ANNOUNCEMENTS: Complaints: Matson noted two (2) complaints she received regarding two (2) different occasions at two (2) different neighborhood board meetings where an appointed board officer following testimony went into the crowd to confront the testifiers. Matson noted the need for order and decorum during neighborhood board meetings especially in regards to board officers.

ELECTION OF BOARD OFFICERS

Vice-Chair - Chair Pro Tem West opened nominations for Vice-Chair. Matson nominated Villers and Allen nominated Wong. No additional nominations were made. Chair West opened the floor for discussion followed:

1. Wong noted her previous tenure as chair and vice chair for the No. 5 Diamond Head Neighborhood board. Wong stated her desire to continue as vice-chair vowing to continue to participate in all activities related to the board as directed by the desires of the board.
2. Viller noted his presence on the board for the past years and his devotion to order and decorum. Villers mentioned his previous experience being treasure of the board and stated his desire to be vice-chair.

Chair Pro Tem West called for the vote. The Peralto carried out the vote by roll call. The vote resulted in no majority, 7-7 (Villers: Armentrout, Matson, Narita, Villers, Waialeale, Wanager, and west; Wong: Allen, Miller, Naho'opi'I, Peralto, Persons, St. Denis, and Wong). Chair Pro Tem West called for a re-vote. The results remained the same, 7-7 (Villers: Armentrout, Matson, Narita, Villers, Waialeale, Wanager, and west; Wong: Allen, Miller, Naho'opi'I, Peralto, Persons, St. Denis, and Wong). Hearing no objections, Chair Pro Tem West deferred this election to the next meeting due to a lack of majority.

Chair -- Chair Pro Tem West opened nominations for Chair. Waialeale nominated West. Norita moved and Waialeale seconded the motion to close nominations. Hearing no objections nominations were closed. West was unanimously appointed Chair. 14-0-0 (Aye: Allen, Armentrout, Matson, Miller, Nahoopii, Narita, Peralto, Persons, St. Denis, Waialeale, Wanager, West, Villers, and Wong. NAY: None. ABSTAIN: None).
Secretary - Chair West opened nominations for Secretary. Matson nominated Peralto. Peralto was APPOINTED by UNANIMOUS CONSENT, 14-0-0 (Aye: Allen, Armentrout, Matson, Miller, Nahoopii, Narita, Peralto, Persons, St. Denis, Waialeale, Wanager, West, Villers, and Wong. NAY: None. ABSTAIN: None).

Treasurer -- Chair West opened nominations for Treasurer. Armentrout nominated Villers. Matson nominated Norita. Following a split vote, 7-7 (Villers: Allen, Armentrout, Miller, Naho'opi'i, Peralto, St. Denis, and Wng; Norita: Matson, Narita, Persons, Villers, Waialeale, Wanager, and West) Norita rescinded his nomination and Villers was APPOINTED treasurer by a UNANIMOUS CONSENT.

THREE ABSENCE LETTER: Villers: Villers noted his absences were due to his need to remain at the university to finish his degree as well as career requiring him to work late. Villers explained that as his schooling has now been completed he will be more available to the board and further expressed his desire to remain on the board.

Chair West called for a vote to retain Villers on the No. 5 Diamond Head Neighborhood Board. Villers was retained by UNANIMOUS CONSENT, 14-0-0 (Aye: Allen, Armentrout, Matson, Miller, Nahoopii, Narita, Peralto, Persons, St. Denis, Waialeale, Wanager, West, Villers, and Wong. NAY: None. ABSTAIN: None).

PUBLIC SAFETY REPORTS

Honolulu Fire Department (HFD - Waikiki Station): Captain Albert McCollum reported the following
• May 2016 Fire Statistics: There was 1 structural fire, 1 nuisance/rubbish fire, 1 cooking fire, and 6 activated alarms (no fire). There were 116 medicals responses, 1 motor vehicle collision with pedestrian, 1 motor vehicle crash/collision, 1 mountain rescue, 1 ocean rescue, and 4 hazardous materials incidents.
• Summer Home Safety: With our island keiki on summer break, this is an opportune time to review home surroundings for potentially dangerous situations that may cause accidental falls, electrical shock, and/or poisoning from unsecured medications, cleaning products, and houseplants.

Questions, comments, and concerns followed: Mountain Rescue: Matson asked and Captain McCollum responded that the mountain rescue did occur atop Diamond Head and that the Waikiki fire station was needed to respond as the Kaimuki fire station was already on a call.

Honolulu Police Department (HPD - District 6, Waikiki/Diamond Head): Sergeant Mei King reported the following:
• June 2016 Statistics: There were 7 robberies, 12 burglaries, 204 thefts of all kind, 19 unauthorized entries into a motor vehicle (UEMV), 21 speeding citations, 689 car citations, 148 citations for violation park closure hours, and 16 arrests for the month of June in District 6.
• Safety Tips -- Pedestrian Safety: In the coming months HPD will be focusing on pedestrian safety and enforcing violations pertaining to pedestrian street crossings. Sergeant Fleck passed out a flyer highlighting the following:
o Stop for Pedestrians: When driving stop until the pedestrian has safely passed in front of you. When a pedestrian is approaching from the other side of the road drivers must stop until the pedestrian has safely passed. Stop behind a car that is waiting for a pedestrian, no overtaking of another vehicle stopped for pedestrians at intersections.
o Pedestrian Safety: Start crossing only when the steady walking signal is lit. Don't start crossing if the flashing hand appears and finish crossing if it appears and you are already in the crosswalk. Don't walk when the steady hand is present, remain at curb, push the pedestrian button, and wait for the walk signal. Don't start crossing if the countdown appears. If in crosswalk, finish crossing within time allowed.

Questions, comments, and concerns followed: Pedestrian Crossings: Resident Murai asked and Sgt. King responded that depending on the intersection the same rules apply to pedestrian crossings even if there is a median present. For pedestrians to cross mid-street and drivers in the right turning lane must stop for pedestrians as long as they are in crosswalk coming towards the turning lane.

Honolulu Police Department (HPD- District 7, Kapahulu/St. Louis Heights): Lieutenant Clinton Sukekane circulated a report and announced the following:
• June Statistics: There were 7 motor vehicle thefts, 3 burglaries, 34 thefts, 9 unauthorized entries into a motor vehicle (UEMV), and 6,220 calls for service in District 7.
• Pedestrian Safety Tips: In the months of June, 2016, and July, 2016, HPD will be focusing on pedestrian safety and enforcing violations pertaining to pedestrian street crossings. For the month of July, 2016, officers will be giving warnings to drivers and pedestrians not following pedestrian crossing safety guidelines. In July, 2016, citations will be given for those not following the pedestrian crossing laws, no warnings will be given. Lt. Sukekane passed out a flyer highlighting the following:
o Stop for Pedestrians: When driving stop until the pedestrian has safely passed in front of the car. When a pedestrian is approaching from the other side of the road drivers must stop until the pedestrian has safely passed. Stop behind a car that is waiting for a pedestrian, overtaking of another vehicle stopped for pedestrians at an intersection is illegal.

Questions, comments, and concerns followed:
1. Neighborhood Community Watch: Armentrout asked and Lt. Sukekane responded that the phone number listed on the circulated hand out is the correct number for the community policing team.
2. Ticketing: Villers noted that thoroughfares such as Paliuli Street and Mokihana Street would be a good place to ticket speeders as motorists use these streets to cut through to busier areas. Lt. Sukekane noted the concern and will look into the matter.
3. Fading Crosswalks: St. Denis asked and Lt. Sukekane responded that you should call the Department of Transportation Services (DTS) to address fading crosswalks.
4. Illegal Parking: Matson asked and Lt. Sukekane responded that he will look into the matter of illegal parking on Winam Street.
5. Policing: Waialeale thanked the Honolulu Police Department for their efforts in keeping the community safe.
6. Illegal Parking: Chair West asked and Lt. Sukekane responded that he will look into the illegal parking at the intersection of Catherine Street and Alohea Avenue.
7. Speeding: Armentrout noted the continued speeding on Saint Louis Drive.
8. Stepping Stones: Chair West relayed a complaint regarding the stepping stones near the Waikiki Wall Beach that encourages tourists to take pictures in an unsafe area.
9. Pedestrians: Allen urged the community to take caution when crossing busy streets in the evening and suggested the use of bright colored clothing to be better recognized by motorists.
Board of Water Supply (BWS): Ann Wong reported the following:
• Main Break Report: Wong reported there were no main breaks for the month of June, 2016.
• BWS Water Master Plan: On Wednesday, July 13, 2016, the BWS released a draft of the Water Master Plan and invites your input. The Water Master Plan is a comprehensive evaluation of our water supplies, needs, and infrastructure over a 30-year period. Public input is being accepted now through August 26, 2016. A copy of the document can be found at www.boardofwatersupply.com.
• Annual Water Quality Reports: The BWS works hard to ensure that water served to our customers is safe to drink. Each year, the BWS conducts thousands of tests on the water source and distribution system to ensure that municipal water meets or exceeds all federal and state safe drinking water standards. The results of those tests are shared with customers in our annual water quality report, which will be mailed to all customers by Friday, July 1, 2016. Digital copies of the water quality reports and additional water quality information is available on the website at, www.boardofwatersupply.com. For any questions, please call BWS Water Quality Division at 745-5080.
• Kapahulu Water System Update: The contractor is now installing lines near Waialae Avenue and additionally on Second and Third Avenue.

Questions, comments, and concerns followed:
1. Water Supply: Waialeale asked and Wong responded that no report was provided relating to the supply of water available but urged the community to conserve water. Waialeale noted concerns over the watering of grass at Crane Park near midday being a misuse of water.
2. Water Piping Materials Villers asked and Wong responded that she will find out what the materials are used to make up the water pipes.
3. Tree Trimming: Armentrout noted the trees near 1750 Bertram Street need trimming.
4. Water Mater Plan and Red Hill Matson urged the public to provide input regarding the BWS Water Master plan as it is open until Friday, August 26, 2016. Matson requested a presentation regarding the Water Master Plan. Matson asked and Wong responded that she will check on the matter regarding the Red Hill tanks as well as request a presentation before the board regarding the Water Master Plan.
PUBLIC EVENTS AND NOTICES: TInman: Chair West stated the Tinman Triathlon will be held on Sunday, July 24, 2016.

Hearing no objections, Chair west moved to agenda item "Mayor Kirk Caldwell's Representative- Walea Constantinau"

Mayor Kirk Caldwell's Representative: Walea Constantinau circulated Oahu News and welcomed any questions for Mayor Kirk Caldwell:

Questions, comments, and concerns followed:
1. Sea Wall: St. Denis noted that the rocks that fell out of the sea wall that she mentioned to Mayor Caldwell have been replaced and repaired by Sea Engineers. St. Denis noted she has received complaints in regard to the beauty of the sea wall.
2. Crosswalks: Villers requested information regarding embedded crosswalk lighting and the use of light-emitting diodes (LED). Walea will follow up with the board regarding crosswalk lighting information.
3. Palolo Steam: Narita noted that Palolo Stream is becoming overgrown and a request be passed on to the pertinent department to take care of the overgrowth. Walea will update the board next month on the matter.
4. St. Louis Heights Drive: Allen requested information regarding the St. Louis Drive repaving plan. Walea noted said she will follow up with the board next month regarding the repaving schedule.
5. Ala Wai Golf Course: Resident Chung requested updates regarding the Ala Wai Golf Course Driving range as well as the resurfacing of the road that enters Ala Wai Golf Course.
6. Roosters: Matson noted the need for the resurfacing of the road entering the Ala Wai Golf Course as well as noted her concern over the continued presents of roosters in Kapiolani Park. Walea noted she will get information as well as set up a meeting with the Ala Wai Golf Course Administration to present to the board the resurfacing plan for the street entering the Ala Wai Golf Course.

PRESENTATION: International Union for the Conservation of Nature (IUCN): Randy Tanaka the Executive Director of the Host Committee for the IUCN presented the following regarding the upcoming event:
o IUCN: Hawaii has been selected to host for the first time ever in the United States the World Conservation Congress held by the IUCN. 170 countries will be represented as well as over 1200 organizations, totaling in over 8,000 participants. The IUCN is held every four (4) year and is meant to discuss and collaborate on key conservation issues around the world. Other places that have held the congress include Barcelona, Spain in 2008 and Jeju, Korea in 2012. The congress will be held from Thursday, September 1, 2016 until Saturday, September 10, 2016. Discussion will include the endangered plants and animals of Hawaii as well as around the world. There are 6,700 confirmed delegates for the congress. Tanaka stated that safety has not been marginalized and all precautions are being taken into account. The President of the United States Barack Obama has been invited to the congress and a representative from the Vatican will be present.

Questions, comments, and concerns followed
1. Security: Chair asked and Tanaka responded that security is heightened due to the possible attendance of President Barack Obama as well as the Prince of Monaco, along with many other high ranking delegates attending the congress. Tanaka stated there will be 8,000 delegates attending and that IUCN stands for International Union for the Conservation of Nature.
2. Beach Boys: Waialeale noted the Beach Boys will be preforming on Oahu during the same time as the IUCN conference.
3. Public: St. Denis asked and Tanaka responded that the exhibit and pavilion display at the Hawaii Convention Center will be open to the public from Septemeber 2, 2016 till September 10, 2016, and will be available from 8:00 a.m. to 5:00 p.m.
4. Month: Wong asked and Tanaka responded the congress will be held this September, 2016.
5. Solar Impulse: Matson asked and Tanaka responded that there will no representative from Solar Impulse at the congress.
6. Website: Peralto asked and Tanaka responded that the IUCN website is www.IUCN.org.
7. Tickets: Wong asked and Tanaka responded that tickets are not needed to attend the event.
8. Traffic: Armentout asked and Tanaka responded that the only day that may cause problems to the surrounding communities in regards to traffic is on the first day of the congress which will hold the opening ceremonies and require the moving of all the delegates from the convention center to the Neal Blasidell Center.

ELECTED OFFICIALS

Councilmember Ann Kobayashi: Councilmember Kobayashi distributed a newsletter and highlighted the following:
• Rail: Councilmember Kobayashi noted her worries regarding the costs of rail and how it may affect other city services. Councilmember Kobayashi also highlighted the need for bonds to fund the rail and noted that if the bonds are not repaid it will fall upon the taxpayers to remedy the issue.
• Property Tax Bill: Councilmember Kobayashi reported that the property tax bill that allows home owners that make less than $60,000 a year to qualify for an exemption that allows them to pay three (3) % of their income as their property tax has passed.
• Crisis Center: Councilmember Kobayashi reported that planning is being done to create a crisis center to help address mental and general health for homelessness. Councilmember Kobayashi noted her opposition to tent cities as she noted plans to introduce a tiny homes community area. Councilmember Kobayashi will update the board when more information is provided.

Questions, comments, and concerns followed:
1. Iwalei Crisis Center: Chair west asked and Councilmember Kobayashi responded that the first floor of the crisis center will be a hygiene center, the second floor will hold social services, and the third floor will be used for housing. Councilmember Kobayashi noted the center will not be complete at the end of this year as it still requires a lot of renovations to be done.
2. Rail: Villers asked and Councilmember Kobayashi responded that she only supported the proposed rail when it was designed to go to the University of Hawaii at Manoa in 2006, but since has voted against rail and the use of city bonds to fund rail.
3. Zoo: Armentrout asked about where the proceeds of the Art and Flea event will go and Councilmember Kobayashi responded that all of the art was donated and the proceeds will go toward the Honolulu Zoo.
4. Property Tax Revenue: Matson noted the proposed 0.5% tax on property tax revenue going to the zoo might lead to an increase in taxes. Councilmember Kobayashi responded stating that taxes will not be raised but monies to other departments could decrease. Matson asked and Councilmember Kobayashi responded that she put in testimony in opposition for the proposed creation of a Department of Land Management.
Councilmember Trevor Ozawa -- Kurt Tsuneoshi was present as Councilmember Ozawa representative: Update: Tsuneoshi reported that Councilmember Ozawa is now the Chair of the City and County of Honolulu Council Committee on Zoning and Permiting.

Governor David Ige's Representative: Shawn Tsuha circulated Governor David Ige's Newsletter and apologized for General Logan‘s absence as he had prior engagements.

Questions, comments, and concerns followed:
1. HB1850: Resident Murai thanked Governor Ige for vetoing HB 1850 as it had good ideas but also contained hidden layers
2. HB 1753: Armentrout thanks Governor Ige for signing HB 1753.
3. Public Utility Commission: Waialeale noted the appointment of a new Public Utility Commissioner by Governor Ige without talking to the State legislature.
4. Bill Passage: Wong requested a list of passed and failed legislation.
5. Kaniwai Stream and Pond: Matson requested an update on the release of funds for the Kaniwai Stream and Pond and the need for the funds to meet the September, 2016, deadline.

Senator Les Ihara, Jr.: Senator Les Ihara Jr. reported the following:
• HB 1753: Senator Ihara Jr. thanked the board for their efforts on the moped bill and highlighted the efforts of Armentrout and Waialeale. Senator Ihara Jr. noted praise of Governor Ige for the grassroots support of HB 1753 by the neighborhood boards. Senator Ihara Jr. noted that the legislation will take effect January 1, 2017 and will require moped owners to get license plates, safety checks, and register their mopeds annually. Chair West noted two great impacts of this passed legislation first by reducing noise and secondly by recognizing the influence of neighborhood boards on the legislature.
• Public Utilities Comission (PUC): Senator Ihara Jr. noted that the State of Hawaii Constitution allows the Governor to appoint an interim PUC commissioner and special sessions can only be done to confirm judges. Senator Ihara Jr. did note that a two thirds petition of house and senate could affect the appointment.
• Legislation: Senator Ihara Jr. noted his opposition to the Air B&B bill and stated that on Monday, July 18, 2016, the house and senate will be convening to amend SB 2077 pertaining to Maui Hospital employee's contract dispute. The senate will go back into session in September or October, 2016 to confirm the new judgeship appointments. Senator Ihara Jr. noted that in some cases if judges are not confirmed they will be rejected.

Questions, comments, and concerns followed:
1. PUC: Waialeale asked and Senator Ihara Jr. responded that the PUC can continue with just two commissioners and if the nomine is rejected, the governor can appoint another nomine the following day as long as the nomine is not the same person that was previously rejected.
2. Xterra: Matson asked and Senator Ihara Jr. responded that a decision regarding Xterra is expected soon.
3. Kapiolani Park Trust: Wong asked and Senator Ihara Jr. noted that he did not mention the Kapiolani Park Trust.
Senator Sam Slom -- Senator Sam Slom distributed a newsletter and reported the following:
• Councilmember Kobayashi: Senator Slom thanked Councilmember Kobayashi for her efforts and stated that she is a true friend to the taxpayers.
• Debate: Senator Slom noted that a Mayoral debate was held earlier today where former Mayor Peter Carlisle called for raised taxes. There will be another debate to be held in early August, 2016.
• Special Session: Senator Slom noted the State Senate held a special session on Tuesday, July 12, 2016 and was recessed till Monday, July 18, 2016. Senator Slom noted that Governor Ige has submitted a list of nine (9) bills and seven (7) of those nine (9) were vetoed. Senator Slom noted that he voted "no" on the Air B&B bill and reiterated the need for an amended bill regarding the Maui Hospital. Senator Slom stressed that the State Senate takes the position of advice and consent seriously in regards to confirming judges. Lastly, Senator Slom noted the need for the Mayor to return to the legislature to request more money and time for the rail project in early 2017 and noted his opposition to providing more funding for rail.

Questions, comments, and concerns followed:
1. SB 2951: Villers asked for clarification regarding SB 2951 and other related gun bills. Senator Slom responded that this legislation creates a new database for gun ownership and will be the first of its kind. Senator Slom expressed that he feels the legislation is unconstitutional and violates 1986 Federal Firearms Act. Senator Slom continued by stating that this legislation will not reduce crime and will only increase bureaucracy.
2. HB 1847: Resident Chung thanks Senator Slom for his efforts in stopping HB 1847. Senator Slom responded that the legislation carried too much controversy, far too much expense, and would only increase bureaucracy.
3. Development of Ala Wai Golf Course: Matson asked and Senator Slom responded that there was no serious consideration to redevelop Ala Wai Golf Course.
4. HB 1753: Senator Slom recognized the community and neighborhood boards for their efforts in support of the moped mitigation bill.

House Speaker Emeritus (HSE) Calvin Say -- House Speaker Emeritus Calvin Say distributed his newsletter and noted that he spoke to Walea, the Mayor's representative, regarding the repaving of St. Louis Drive and the speeding issue on Kaminaka Drive. Representative Say did note that he will be contacting the Department of Land and Natural Resource (DLNR) in regards to homelessness at Waahila Ridge State Recreation Area.

Representative Bert Kobayashi -- Representative Kobayashi distributed a report and reported the following:
• SB 2077: Representative Kobayashi noted that the legislature is waiting for negotiations between Governor Ige and the two (2) unions regarding the Maui Hostpital. Representative Kobayashi went on to explain that the issue is in regard to the different contracts pertaining to those in the Unite Public Workers (UPW) Union and Hawaii Governmental Employees Association (HGEA).
• Ala Wai Dredging and Improvements Project: Representative Kobayashi circulated and notified the community of a public information and environmental statement preparation notice that will be held on Thursday, July 21, 2016. Representative Kobayashi noted the environmental impact statement (EIS) process could take over a year and is already funded through the legislature and following the EIS the funds for the dredging of the Ala Wai Canal will be released.
Questions, comments, and concerns followed: Ala Wai Dredging Project: Chair asked and Representative Kobayashi responded that the dredging would be affected by the Army Corp of Engineers Water Shed Project only in the effect of increased water flow to the Ala Wai.

Representative Scott Nishimoto -- Michelle Herr from Representative Nishimoto's office circulated a newsletter and reported the following: Special Session: Herr noted that the legislature is in special session and will continue on Monday, July 18, 2016.

Chair West returned to agenda item "Resident Concerns".

RESIDENTS'/COMMUNITY CONCERNS:

Kapiolani Community College (KCC): Carol Hoshiko, from Kapiolani Community College (KCC), circulated a report and highlighted the following:
• Building Updates: Hoshiko reported that the structural steel and framing of the project is 90% done and street repaving at Diamond Head Road, Trousseau Street and McCorriston Street has completed.
• Administrative Highlights: Hoshiko noted the revisions to the sidewalk and bike sharrows to accommodate left turn lane have been signed. The revised utility service connections have been approved by all utilities and special inspections are being scheduled as needed. Railing on retaining wall B has been completed. Hoshiko noted she is present to provide updates on construtions but also welcomes questions and concerns pertaining to KCC as well.
Questions, comments, and concerns followed:
1. Thanks: Chair West thanked Hoshiko for her instrumental role as liaison with the college.
2. Repaving: Wong asked and Hoshiko responded that the portion of the road that was dug up by KCC contractor has been repaved and the steel plating has been removed.
Anela Gardens: Resident Daisy Murai provided an update regarding Anela Gardens noting the Liquor Commission has requested a continuance as testimony will be given at the next public hearing on Thursday, July 28, 2016, at the Liquor Commission Building on the sixth floor. Murai noted HRS 281-59 regarding Hearings and Rehearings especially section B which states the liquor commission shall make available to the applicant and any protestor for review before the public hearing, the protest list of those persons who filed a protest or objection to the application; provided that the applicant shall not use the protest list to attempt to influence in any way any protestor to withdraw the protest or objection.

REPORTS OF MEMBERS ATTENDANCE AT OTHER MEETINGS

Waikiki War Memorial Complex: Chair West noted the representation of three members of the board (Linda Wong, Laura St. Denis, and Barbra Miller) at meetings regarding the Waikiki War Memorial Complex and requested a report of their findings. Miller noted her concerns over the amount of money to be spent on the memorial and was concerned over some of the statistics reported at the meeting. Matson asked and Miller responded that she attended the second informational meeting on Tuesday, June 28, 2016. St. Denis noted that three (3) alternatives were discussed at the meetings and cost was not discussed. St. Denis reported that the first alternative was to restore the Natatorium pool, deck, and seawalls as well as repair the bleachers. St. Denis noted the second alternative was the creation of a groin that would be more difficult to maintain and have a cement bottom. The last alternative being the removal of the Natatorium and the creation of a beach head where the memorial arch would be moved inland. St. Denis reported the next meetings will be held in August, 2016. Wong added that these are alternatives to historic preservation or the removal of the natatorium. Wong noted that there will be two more rounds of meetings, one (1) round in late August, 2016, and the final round being held in October, 2016.

Questions, comments, and concerns followed:
1. Meeting Attendance: Matson asked and St Denis responded that she attended the meeting on Monday, June 27, 2016, and Wong noted she attended the meeting on Tuesday, June 28, 2016. Wong added that the last date to provide comments was Friday, July 15, 2016. Matson stated that the board representatives attending the meetings should keep comments pertaining to the contents of the presented alternatives being reported and not on personal opinions regarding alternatives. Matson added that there was no board representative present at the informational meeting regarding preservation. Chair West reminded the board that no position has been taken by the board and the roles of the board representatives at the meeting are purely fact finding and reporting in nature.
2. Additional Input: Chair West welcomed any additional input Matson could provide and Matson responded that she will attending the preservation meetings in another capacity but may provide additional input.
3. Public: Armentout asked and Chair West responded that the public is welcomed at these meetings. Miller noted that half of meetings attendees were employees of the City and County of Honolulu.
4. Focus Groups: Matson noted that the meeting organizers never intended to have the same individuals at multiple meetings so board members must use caution when attending meetings as the City and County of Honolulu has decided to place a limit on an individual's presence to one (1) meeting per round.
BOARD BUSINESS

Approval of June 9, 2016 Regular Meeting Minutes -- Hearing no objections the June 9, 2016 regular meeting minutes were approved as circulated. 13-0-1 (Aye: Allen, Armentrout, Miller, Nahoopii, Narita, Peralto, Persons, St. Denis, Waialeale, Wanager, West, Villers, and Wong. NAY: None. ABSTAIN: Matson).

Approval of Board letter to the Department of Transportation Services (DTS) Regarding Signage: Chair West presented a letter regarding DTS signage. Wong noted that last month DTS presented on the idea of temporary signage prior to events to notify the community of street closures. Wong recited the letter stating due to heavy traffic and many street activities including Parades which close down entire streets if not single lanes of traffic, and non-inclusion in the Parade Law, our Diamond Head Neighborhood Board 5 is requesting traffic mediation from the City Department of Transportation Services in the form of temporary printed message boards. The Diamond Head, Kapahulu, St. Louis Heights Neighborhood Board supports limited street activities including parades, inclusion of our area in the Parade Law, and the use of limited message boards to notify our community of upcoming parades and street closures.

Wong moved and St. Denis seconded a motion to support the drafted letter for submission. Discussion followed:
1. Signing: Armentrout asked and Chair West responded that he has delegated the signing of the letter to Wong as she spearheaded this project.
2. Technical Changes: Villers asked and Wong responded that the technical usage of limited message boards has been relayed to DTS and they acknowledge the intent of the letter. Wong added that any technical changes to the letter are welcomed.
3. Placement: Matson asked and Wong responded that the message boards are temporary and are brought out prior to event and taken away following the event. Wong added there will be three (3) locations at most and will most likely be placed at the intersection of Kapahulu Avenue and Monsarrat Avenue, at the intersection of Paki Avenue and Poni Moi road, and the last location is yet to be determined.
4. Date Change: Miller asked and Wong responded that the dates will be changed on the letter and reflect the date of the letter's approval.
5. Advising: Narita noted that the board serves only in an advisory nature and all correspondence should reflect that nature. Chair West noted he will sign the letter if necessary.
Following no additional discussion, Chair West requested a roll call vote. Peralto proceeded with the vote and announced the motion was carried, 9-0-5 (Aye: Allen, Miller, Nahoopii, Peralto, Persons, St. Denis, West, Villers, and Wong. NAY: None. ABSTAIN: Armentrout, Matson, Narita, Waialeale, and Wanager).

REPORTS

Treasurer's report: Villers read the financial statement and reported the remaining balance of $430.63.

Subdistrict 1 (St. Louis Heights): Allen noted the next meeting will be held Monday, September 12, 2016. Resident Ige reported that along Koali Road overgrowth of bushes are making driving on the road hazardous and noted additionally that Hokulani School has been using the road for school events. Allen noted she will take the concerns and coordinate with appropriate authorities.

Subdistrict 3 (Diamond Head): St. Denis reported that the sea wall is being repaired.

CHAIR'S REPORT/ANNOUNCEMENTS: Chair West thanked Narita and Waialeale for attending the meeting and wished them well in their upcoming medical appointments.

ADJOURNMENT -- As there was no further business before the Board, Chair West adjourned the meeting at 8:38 p.m.
