REGULAR MEETING MINUTES
WEDNESDAY, JULY 20, 2016
KAIMUKI CHRISTIAN CHURCH, FELLOWSHIP HALL

CALL TO ORDER -- Chair Pro Tem Lyle Bullock Jr. called the meeting to order at 7:03 p.m. A quorum was established with seven (7) members present. Note: This 11-member Board requires six (6) members to establish a quorum and to take official Board action.

Board Members Present -- Lyle Bullock Jr., Mark Hagadone, Paul Hoe, Marilyn Moniz-Kaho'ohanohano, Sharon Schneider, Vernon Tam, and Lori Yamada.

Board Members Absent -- Brian Kang.

Guests -- Sergeant Allen Ishida (Honolulu Police Department); Firefighter Javen Cuban, Jay Shimabuku, and Chris Miller (Honolulu Fire Department); Mark Wong (Mayor Caldwell's Representative); Councilmember Ann Kobayashi and James Larson; Pankaj Bhanot (Governor Ige's Representative); Senator Les Ihara Jr; Representative Calvin Say; Representative Bertrand Kobayashi; Julia Allen (Senator Slom's Representative); Lorna Heller (Board of Water Supply); Carol Hoshiko (Kapiolani Community College); Mr. Elwood; Franklin Chung; Eric McCutcheon; and Amanda Ehe (Neighborhood Commission Office).

ELECTION OF OFFICERS

Chair -- Hoe nominated Bullock for Chair. There were no other nominations. Bullock was voted Chair unanimously by voice vote, 7-0-0, (AYE: Bullock Jr., Hagadone, Hoe, Moniz-Kaho'ohanohano, Schneider, Tam, and Yamada; NAY: None; ABSTAIN: None).

Vice Chair -- Hoe nominated Shneider for Vice Chair. There were no other nominations. Schneider was voted Vice Chair unanimously by voice vote, 7-0-0, (AYE: Bullock Jr., Hagadone, Hoe, Moniz-Kaho'ohanohano, Schneider, Tam, and Yamada; NAY: None; ABSTAIN: None).

Secretary -- Hoe nominated Yamada for Secretary. There were no other nominations. Yamada was voted Secretary unanimously by voice vote, 7-0-0, (AYE: Bullock Jr., Hagadone, Hoe, Moniz-Kaho'ohanohano, Schneider, Tam, and Yamada; NAY: None; ABSTAIN: None).

Treasurer -- Schneider nominated Hoe for Treasurer. Hagadone nominated himself for Treasurer. Hagadone was voted Treasurer by voice vote, 6-0-1, (AYE: Bullock Jr., Hagadone, Moniz-Kaho'ohanohano, Schneider, Tam, and Yamada; NAY: None; ABSTAIN: Hoe).

PUBLIC SAFETY REPORTS

Honolulu Fire Department (HFD) -- Firefighter Javen Cuban reported the following:
• June 2016 Statistics -- There were 4 structure fires, 2 wildland fires, 1 nuisance fire, 78 medical emergencies, 1 motor vehicle crash, and 5 mountain rescues.
• Fire Safety Tip -- HFD encourages home safety with our island keiki on summer break. Take the time to child proof your home.

Honolulu Police Department (HPD) -- Sergeant Allen Ishida reported the following:
• June 2016 Statistics -- There were 7 motor vehicle thefts, 4 burglaries, 41 thefts, and 7 unauthorized entries into motor vehicles (UEMV's). There was a total of 6,220 calls placed for service.
• Safety Tip -- Handouts were provided and Sergeant Ishida referenced the disaster preparedness safety tips for hurricane season and tsunamis.

Questions, comments, and concerns followed --
1. Stars -- Yamada asked and Sergeant Ishida shared that each of the six (6) stars on his uniform represents five (5) years of service.
2. Statistics -- Bullock commented on the decline in crime statistics.
3. Neighborhood Watch -- Hagadone pointed out the neighborhood watch efforts on the hill such as signage posting to raise awareness. Sergeant Ishida noted the citizen training program through the Manoa neighborhood watch. Resident Franklin Chung mentioned a Kaimuki/Kahala Neighborhood Watch Face Book page.

Board of Water Supply (BWS) -- Lorna Heller reported the following:
• Water Main Breaks -- There was one (1) main break on Thursday, June 2, 2016.
• General Water Announcements -- A copy of the BWS Water Master Plan is available online at www.boardofwatersupply.com. The 28th Annual Halawa Xeriscape Garden Open House and Unthirsty Plant Sale event will be held on Saturday, August 6, 2016, from 9:00 a.m. to 3:00 p.m.
• Project -- BWS is in the process of installing a new water line for the Wilhelmina Rise project.

Questions, comments, and concerns that followed -- Updates -- Chair Bullock Jr. again inquired on the status of water main project on Sierra Drive.

FILLING OF VACANT BOARD SEATS -- Chair Bullock Jr. announced two (2) vacancies on the Board. One (1) vacancy is in Subdistrict 1, East Kaimuki and Business District; and one (1) vacancy in Subdistrict 3, West Kaimuki. Chair Bullock asked if any residents were interested in filling the vacant board seat. Hearing no nominations Chair Bullock deferred the vacancy fillings until the next regular meeting.
DETERMINATION OF BOARD RECESS SCHEDULE -- Chair Bullock Jr. noted the Board did not take a recess in the past two (2) years. The Board confirmed that a recess will be taken in December 2016, 6-0-1, (AYE: Bullock Jr., Hagadone, Moniz-Kaho'ohanohano, Schneider, Tam, and Yamada; NAY: None; ABSTAIN: Hoe).

PUBLIC INPUT
• Culinary Institute of the Pacific (CIP) Update -- Carol Hoshiko provided a written and verbal update of the CIP progress. The project should be completed by Tuesday, December 27, 2016. Hagadone asked and Hoshiko confirmed that the area will remain walkable.
• Wood Debris -- Chung was concerned about the Pilipino Mahogany debris that is scattered on 7th Avenue between Waialae and Harding Avenues.

ELECTED OFFICIALS

Mayor Kirk Caldwell's Representative -- Director of Information Technology (DIT) Mark Wong reported the following:
• Honolulu Zoo -- The Wildest Show in Town concert featuring Kapena will be held on Wednesday, July 27, 2016 at the Honolulu Zoo.
• Parking Lot -- The repaving of the Kaimuki parking lot is still under review. Updates to the Board will be provided when they become available.
• Kapalama Hale -- New technology will be available for utilization at the Kapalama Hale. Wong also commented on the integration system DIT is working on to make government more efficient.

Questions, comments, and concerns followed --
1. Parking Lot -- Chair Bullock Jr. was displeased that no progress is occurring for the Kaimuki parking lot noting its dangers. Mr. Wong offered to assist in having a representative for the Department of Design and Construction (DDC) to explain the process and lack of updates.
2. Technology -- Governor's Representative Pankaj Bhanot asked and Wong replied that DIT would be interested in sharing the technology codes with other agencies.

Councilmember Ann Kobayashi -- Newsletters were available and Councilmember Kobayashi spoke to the Kaimuki Parking Lot issue explaining that the Council appropriated money for the project, but the funds have not yet been utilized.

Councilmember Trevor Ozawa -- No representative was present and no report was available.

Governor David Ige's Representative -- Deputy Director Pankaj Bhanot of the Department of Human Services (DHS) encouraged the public to get a Hepatitis A vaccination, there are no shortages in supply. Hepatitis A can be spread through contact, please wash hands thoroughly.

Questions, comments, and concerns that followed -- Flag -- Hagadone asked why the flags were not at half-mast for the late Representative Mark Takai.

Senator Sam Slom -- Julia Allen distributed newsletters and shared that Senator Slom has been present for the special sessions at the Legislature and today, Wednesday, July 20, 2016, the Legislature voted to overturn the veto of Senate Bill (SB) 2077.

Senator Les Ihara Jr. -- Senator Ihara Jr. encouraged the public to receive the Hepatitis A vaccination and shared that he voted against overturning the veto of SB 2077. Senator Ihara believes the Unions have legitimate concerns relating to SB 2077 noting that many elected officials probably voted in favor of SB 2077 in fear that Hawaii Government Employees Association (HGEA) would sue.

Representative Calvin K.Y. Say -- Representative Say said that he voted no for SB 2077 with many concerns such as the lack of appropriations for the bill and believes the bill will end up very messy. Governor Ige negotiated for October 2016 with Kaiser but did not take into consideration the other contract that is until 2017.

Representative Bertrand Kobayashi -- Representative Kobayashi noted that SB 2077 is very complicated and the tax system modernization is coming soon. He noted it was the role of the Governor to negotiate with all parties involved and did not inform the Legislature that Hawaii's tax status may be endangered.

BOARD ADMINISTRATION

Approval of the June 15, 2016 Regular Meeting Minutes -- The board approved the June 15, 2016 regular meeting minutes as amended, 7-0-0 (AYE: Bullock Jr., Hagadone, Hoe, Moniz-Kaho'ohanohano, Schneider, Tam, and Yamada; NAY: None; ABSTAIN: None). Corrections as follows --

Treasurer's Report -- Hagadone reported expenditures of $23.85 for a remaining balance of $50.13. The report was filed.

Members Attendance at other Meetings -- Moniz-Kaho'ohanohano, Schneider, Tam, and Yamada attended the EnVision Kaimuki meeting held on Monday, June 27, 2016.

Committee Reports -- Schneider shared that EnVision Kaimuki will meet four (4) more times before presenting the "vision" for Kaimuki to the City. Tam commented that many businesses were present and there was more participation that he hopes will create success. Minutes for the Monday, June 27, 2016 EnVision Kaimuki meeting will be submitted to the Neighborhood Commission Office (NCO) as soon as possible.

Correspondences -- There will be a public hearing for a special management area (SMA) in Kahala on Wednesday, August 3, 2016. There will be a Department of Land and Natural Resources (DLNR) Ala Wai Canal dredging meeting on Thursday, July 21, 2016.

ANNOUNCEMENTS -- The next meeting of the Kaimuki Neighborhood Board will be Wednesday, August 17, 2016, 7:00 p.m. at the Kaimuki Christian Church, Fellowship Hall, 1117 Koko Head Avenue.

ADJOURNMENT -- The meeting adjourned at 8:53 p.m.
