CALL TO ORDER: Chair Sharon Schneider called the meeting to order at 6:08 p.m.

ATTENDEES: Regina Bode, Allen & Ross Wicklund, Eric & Purnima McCutcheon, Jun Look, Scott Baehrens, Matt Dirks, Gerry Ralston, Darryl Wong, Kathy Sokugawa, M. INTRODUCTION: Chair Sharon Schneider stated, "I would like to welcome you to the 3rd community meeting of Envision Kaimuki. This is the first community meeting with our planners and architects. We want this effort to be a collaboration of our residents and our professional planners and architects for a vision for Kaimuki's future. During today's meeting will we hear from a number of experts on a first draft and the applicable legal and regulatory framework, and the open the floor for discussion. We are honored and grateful for the support of Council members Ozawa and Kobayashi along with the Kaimuki Neighborhood Board."
"The set up at the meeting is: Envision Kaimuki - Data Table of survey results and data collected from earlier meetings. There are results from a project done by Pamela Chow - Communities for a Lifetime along with some research by Questor Lau about business development along the Waialae and Kapahulu Corridor. Dori Baba, A volunteer from Kaimuki Business and Professional Association is spearheading our Adopt-a Park of Kaimuki Park on Waialae Avenue. She will also be taking ideas about short term and longer term volunteer projects that would help beautify and improve Kaimuki."

Bill Brizee, AIA, Architects Hawaii; Purnima McCutcheon, Architect, Group 70 International; Renee Espiau, AICP, TOD Division, DPP; Andrew Tang, Architect and Urbanist; Dan Chun, AIA; Questor Lau Planner; Historic Hawaii Foundation; Michael Packard, Senior Traffic Engineer, SSFM International; Michael Krijnen, AIA; Dane Teves, Group 70; Joy Davidson, AIA, Mason Architects; Tara DePonte, Planner, formerly with HHF Planners; Doug Shanefield, Coldwell Banker; Elizabeth Chinn retired planner from DPP; Daniela Minerbi And many others who have donated their time and ideas."
City Councilwoman Ann Kobayashi said a few words about her support and passion for the town of Kaimuki.

SPEAKERS:
Bill Brizee, AIA, Architects Hawaii, showed a power point presentation on Kaimuki: A Transitioning Neighborhood. He states that we should listen to the community to create an outline for the vision of Kaimuki and that a good plan needs to look backwards to go forwards. He showed a photographic history of how Kaimuki used to look when it was first becoming a residential community. He says that Kaimuki has such a diverse mix of architecture and to preserve the characteristics of Kaimuki, a special design district could be created in the future.


Andrew Tang, Architect and Urbanist, TOD Planner, City and County of Honolulu, showed a power point presentation on Envision Kaimuki: A Community Planning Effort. He made a suggestion of comparing the Chinatown Action Plan (www.connecthonolulu.com), which he worked on, as an inspiration of what could be done to Kaimuki using the same planning and processes. He also showed examples of how Kaimuki town could be improved by having improved frontage and trees which are the magic of a walkable community.

Michael Packard, P.E., PTOE, Senior Traffic Engineer, SSFM International, Inc., showed a power point presentation on Complete Streets. He states that there will be an age in place problem where residents are aging and will depend on public transportation in the future and the need to make it safe for all pedestrians. He suggests creating an improvement district using community partners to improve traffic safety unique for Kaimuki town. Pictures of road and crosswalk treatments examples were shown, i.e. bulb outs, parklets, raised medians and crosswalks, bicycle and pedestrian paths and other examples of safe alternative options for pedestrians and bicyclists.

Renee Espiau, AICP, TOD Division, DPP invites attendees to stay after the meeting to make comments on posters on the walls and share ideas with the planners involved with the Envision Kaimuki group.


City Councilman Trevor Ozawa said a few words emphasizing his support and that things will go faster if you always communicate with the city council.

ACTIVITIES:
Meeting Attendees were invited to Wander around the room and give input on the posters that were hung on the meeting room walls for future planning considerations. Topics were Kaimuki's Character, Commercial Corridor and Streets and Gathering Places.
Meeting was adjourned at 7:28 p.m., meeting hall was closed at 8:30 p.m.
