VI. ANNOUNCEMENTS: 
A. There will be a Liquor Commission public hearing held on Thursday, December 5, 2019 at 4:00 p.m. on the sixth floor of Pacific Park Plaza, 711 Kapiolani Boulevard, Honolulu, HI 96813. The hearing is for Brick Fire Tavern Kaimuki LLC, 3447 Waialae Avenue application for a liquor license. 
B. Shop Local! Keep-It-Kaimuki Small Business Saturday event is on November 30, 2019 with festivities and discounts at participating merchants from 10:00 a.m until 4:00 p.m.
C. Reminder: The 73rd annual Kaimuki Business & Professionals Association Christmas Parade will be on Thursday, December 5, 2019 starting at 6:00 p.m. Two (2) lanes will be closed. Plan accordingly.
D. EnVision Kaimuki is presenting the “The Reintroduction of the `Alal (Hawaiian Crow) on Hawaii Island and the Resurgence of the Manu-o-K , our urban sea bird, the White Tern, the second of their Lecture Series, at Da Shop: Books and Curiosities, Sunday, December 8, 2019, 1:00 pm until 3:00 p.m. Flyers are on the table.
E. Reminder: the Honolulu Marathon is scheduled for Sunday, December 8, 2019 at 5:00 a.m. There is some information on the table about the route or you can go to https://www.honolulumarathon.org/ for more information.
F. The Kaimuki Neighborhood Board No. 4 will be recessing their regular meeting in December 2019. The next Regular Board Meeting will be on January 15, 2020. 
G. Public Hearing Notice: There will be a public hearing on Wednesday, December 18, 2019 for the Department of Planning and Permitting (DPP) in regards to the Special Management Area Use Permit needed for the improvements to the Ala Moana and Magic Island Regional Park. RESOLUTION DRAFT

Resolution of Kaimuki Neighborhood Board No. 4 
In Support of the Trees for Kaimuki Initiative

WHEREAS, the Kaimuki Neighborhood Board No. 4 is committed to enhancing and preserving the lifestyle and beauty of our 120-year old historic small town neighborhood; and

WHEREAS, urban tree canopy is critically important and provides many community benefits, including, but not limited to, sequestering carbon, mitigating air pollution, reducing urban heat island temperatures, capturing stormwater runoff, and reducing energy use in buildings - as well as improving water quality, human health, wildlife habitat, enhancing property values, and beautification; and

WHEREAS, while having trees is good, Honolulu is losing trees; just 17% of Kaimuki is covered by tree canopy compared to the average of 22% for the entire southern area of Oahu and like the rest of the island, we have lost trees in the past decade; and

WHEREAS, because of this, EnVision Kaimuki, an all-volunteer community group, that looks to the future while honoring historical Kaimuki, has joined forces with non-profit organizations, Trees for Honolulu’s Future, The Outdoor Circle and Smart Trees Pacific, to initiate a project called “Trees for Kaimuki”; and

WHEREAS, the Honolulu City Council appropriated $500,000 in Capital Improvement Funds for this initiative in the City’s FY2020 budget; and

WHEREAS, the National Park Service Rivers, Trails, and Conservation Assistance Program selected Trees for Kaimuki for support as they seek to promote community-led natural resource conservation and outdoor recreation projects across the nation; and

WHEREAS, this project is engaging community by training volunteers to become Citizen Foresters to recording existing trees in public spaces such as street trees and parks; and

WHEREAS, the initiative attempts to focus the effort geographically to concentrate the impact while engaging residents and property owners to care for new trees since for tree planting to have the greatest likelihood of success, community participation in the planning, planting and maintenance steps is essential; and

WHEREAS, choosing the right tree for the right place is essential and where possible, we urge the City to use native trees, trees with large canopy, and trees that will add to the diversity and beauty of our city; and

WHEREAS, 63% of the Kaimuki area is impervious (road, houses and paved areas), which will make planting more trees challenging, however, the City is urged to consider new technology such as Silva cells and other techniques that may cost more up front, but will save money in the long-run through lower future maintenance costs and will open up the possible number of planting sites;

WHEREAS, since it isn’t feasible to address the entire island needs at once, Trees for Kaimuki will serve as a replicable community-based model, with appropriate learnings and modifications incorporated, for other communities on Oahu in support of the Mayor’s call to add 100,000 new trees by 2025 and the City & County’s policy objective to have 35% canopy coverage in urban Honolulu by 2035; and

WHEREAS, a tree-filled Kaimuki that enhances the lives of Kaimuki residents and business people would support the hopes and aspirations of Kaimuki Neighborhood Board No. 4; now, therefore,

BE IT RESOLVED that the Kaimuki Neighborhood Board No. 4 urges the City and County of Honolulu and each and every department and agency thereof to fully support the Trees for Kaimuki initiative; and

BE IT FINALLY RESOLVED that copies of this resolution be transmitted to the chairperson of Envision Kaimuki, the Director of the City Department of Parks & Recreation, all members of the Honolulu City Council, and the Mayor’s Office.

RESOLUTION DRAFT

REQUESTING THE CITY COUNCIL TO RE-EVALUATE THE VIABILITY AND FEASIBILITY OF ALA MOANA REGIONAL PARK AND MAGIC ISLAND’S IMPROVEMENTS REGARDING THE DOG PARK, PLAYGROUND, PERPENDICULAR PARKING ON THE MAUKA SIDE OF ALA MOANA PARK DRIVE, AND THE SAND REPLENISHMENT PROJECT AND ADOPT SOLUTIONS FOR ALL FOUR PROPOSALS.

WHEREAS, since 2014 when the EISPN was issued for Ala Moana Regional Park and Magic Island’s Improvement Plan, the City Administration had not taken the public’s concerns over the perpendicular parking and playground into account and since 2018 when the dog park, playground, and sand replenishment proposals were added into the DEIS, the City Administration continued to disregard the public’s concerns and insisted on proceeding with these in the EIS process; and

WHEREAS, the Final EIS was published and accepted by the Mayor on August 23, 2019 without acknowledging or correcting the many process violations of the EIS process that were cited in an 11 page letter sent to the Mayor on August 6th by Save Ala Moana Beach Park Hui and M lama Moana which showed the failure of the EIS process for this project due to lack of information given by Belt Collins who compiled all the proposals in the SDEIS and failed to provide alternatives in the SDEIS; and

WHEREAS, the health and safety concerns stated verbally and in writing to the DEIS and SDEIS as well as to the Mayor and City Council over the dog park, playground, perpendicular parking on the mauka side of Ala Moana Park Drive, and sand replenishment were overridden by the Mayor repeatedly by his insistence to let the EIS process do its job which was not addressed in the Final EIS; and

WHEREAS, the Mayor himself set up a Climate Commission and based most of his State of the City Address about climate change, and yet he continues to ignore these guidelines regarding Ala Moana Park’s changes as he allows and even hastens the Master Plan to move forward with a lack of concern over sea level rise flooding the park area in the next decade with king tides and later with sea level rise; and

WHEREAS, the community acknowledges the millions of taxpayer money that would be spent unnecessarily due to Ala Moana Regional Park being in the impact zone of sea level rise within this decade and increasingly in the years to follow; and

WHEREAS, the community acknowledges the sewer and road height changes needed to occur before sea level rise overtakes the flood zones designated in the Ala Moana areas which would require millions of those taxpayer dollars and would be necessary to deal with the climate change occurring; and

WHEREAS, a number of concerned community groups and individuals would like to suggest the criteria for a dog park drafted by the taskforce of the Ala Moana Kaka’ako Neighborhood Board and their recommendations be looked at for other dog park locations since AMRP is not suitable; and

WHEREAS, a number of concerned community groups and individuals would also like to suggest that a taskforce for the playground be created as well to draw up criteria and locations for inclusive playgrounds (see link on definition of inclusive) throughout Oahu which would include people with expertise in playground design, health and safety concerns, planning concerns, and representatives from Pa’ani Kakou and other concerned groups and individuals; and

WHEREAS, a number of concerned community groups and individuals would like to request doing away with the perpendicular parking plan as it goes well beyond what was suggested for additional parking stalls in the EIS, the measurements given as minimums for parking stall lengths in the EIS were unrealistic and even the roadway was lessened by two feet to come up with minimums for grass removal on the mauka side of Ala Moana Park Drive, the plan also takes out curbing, green space and trees along 80%+ of Ala Moana Park drive unnecessarily, costs in time and money to the City and public for unneeded expense, and is more dangerous for people and motor vehicles along a heavily used two way road; and

WHEREAS, a number of community groups and individuals would like to ask the City Council to hold off with the sand replenishment project for at least 10 years since $10 million would be lost if accelerated sea level rise occurs and this project which would disrupt beach use for at least several months and then be washed away by king tide action and sea level rise in 1-2 years makes this an expensive time wasting failure since it will have created a great disturbance to the ecosystem and public with little or negative results to show for a huge expense, and if there is still a call in 10 years to do such a project, to reexamine the situation at that time, but to hold off for till then; now, therefore,

BE IT RESOLVED by a number of concerned groups and individuals that it hereby requests the City Council to reevaluate the viability and feasibility of the plans to create a dog park, playground, perpendicular parking on the mauka side of Ala Moana Park Drive, and sand replenishment project in light of the above concerns and suggested solutions to these concerns; and

BE IT FINALLY RESOLVED that copies of this resolution be transmitted to all City Council Members.
