A. There will be a public meeting of the Stormwater Utility Stakeholder on June 15th at 4:00 p.m. to 6:30 p.m., July 15th at 4:00 p.m. to 6:30 p.m. and August 24th, 4:00 p.m. to 6:30 p.m. Agenda for the June15th Meeting is attached. https://www.stormwaterutilityoahu.org/
B. The Department of Planning and Permitting received a zoning variance application for the subdivision of a lot at 3655 and 3659 Trosseau Street. A public hearing will be on Thursday, June 18, 2020 at 10:30 a.m. at Mission Memorial Auditorium.

DRAFT RESOLUTION
RECOGNIZING THE SIGNIFICANT HEALTH AND SOCIAL BENEFITS OF PICKLEBALL AND THE NEED FOR THE DEPARTMENT OF PARKS AND RECREATION TO ACCOMMODATE ITS RAPID GROWTH THROUGH ENHANCED PLANNING, MAINTENANCE, AND DEDICATED USE OF OUR PARKS AND ITS FACILITIES, PARTICULARLY AT PETRIE COMMUNITY PARK
WHEREAS, 3 million players participated in the sport of pickleball nationally in 2019 with an annual growth rate of 12% per year; and
WHEREAS, in the State of Hawaii the popularity of pickleball has grown significantly as a physical and social activity – drawing in, for example, 40-50 players three nights a week for 3-4 hours at Kaimuki Community Park; and
WHEREAS, pickleball is an inclusive and welcoming sport, where players of all ages and physical abilities can participate; and
WHEREAS, pickleball provides significant individual emotional and health benefits as a fun, joyful physical activity; and
WHEREAS, pickleball provides significant social benefits as an important community-building activity, involving multiple players, bringing people of all walks of life together in our neighborhood parks; and
WHEREAS, the increased use of our public parks by pickleball players enhances the safety at these parks; and
WHEREAS, promoting pickleball and the increased use of our parks by the public helps to encourage greater community engagement and care for our public facilities; and
WHEREAS, the shutdown of the pickleball courts at Petrie Community has led to over 480 player-hours lost per week, increasing the use of and demand for more dedicated pickleball hours at Kaimuki Community Park; and
WHEREAS, the Kaimuki Neighborhood Board recognizes the importance and need to accommodate the growth of pickleball in Kaimuki as a means of supporting the active use of our parks by Kaimuki residents, and to promote further public health and community-building; now therefore
BE IT RESOLVED, by the Kaimuki Neighborhood Board that it urges the City and County of Honolulu to address the maintenance and facility needs at Petrie Community Park to reopen for immediate use its volleyball court area as a venue for four (4) permanent pickleball courts with permanent lines, nets, and storage - as previously permitted, and designate these courts as the first public permanent pickleball courts on Oahu; and
BE IT FURTHER RESOLVED, by the Kaimuki Neighborhood Board that it urges the City and County of Honolulu to promote and encourage the continued growth of pickleball and its associated positive impacts on the community by including it in all future parks planning.

 

DRAFT RESOLUTION
RELATING TO SCHEDULING OF PROPOSED RE-PAVING OF THE KAIMUKI MUNICIPAL METERED PARKING LOT #2 BOUNDED BY KOKO HEAD, WAIALAE, HARDING, AND 12TH AVENUES
WHEREAS, the Kaimuki Neighborhood Board No. 4, and community organizations and residents recognize the long awaited need to repair, re-pave and modernize the Kaimuki Municipal Parking Lot #2 for the safety, welfare, convenience, and support of the Kaimuki community; and

WHEREAS, Kaimuki’s business district is composed of roughly 200 small, locally-owned businesses, and parking spaces are especially scarce during busy lunch and dinner hours; and

WHEREAS, construction activities for the parking lot will have a negative impact on Kaimuki’s business community for the duration of the renovation; and
WHEREAS, according to the minutes of the Kaimuki Neighborhood Board No. 4 meeting on November 19, 2019, the City and County of Honolulu Department of Design and Construction (DDC) reported that: “the City has awarded a construction contract to reconstruct the parking lot. The contractor is presently making shop drawing submittals and obtaining the necessary permits. Construction will be scheduled after these tasks are completed;” and

WHEREAS, DDC issued a press release on February 18, 2020, stating that repair work on the parking lot would commence on March 16, 2020, and last for eight months; and
WHEREAS, media reports indicate that there will be a loss of approximately 30 to 40 parking stalls during each of three separate stages of the eight-month construction period; and

WHEREAS, it was recently brought to light that in response to correspondence from a small group of Kaimuki business owners to the City Department of Design and Construction, the start date of Kaimuki Municipal Parking Lot #2 improvements was rescheduled to January 2021 instead of March 2020; and
WHEREAS, the majority of residents in the Kaimuki community were not properly informed of the change in date and a timely response to this issue was difficult because of the COVID-19 pandemic lockdown; and
WHEREAS, the change in the commencement date is non-negotiable at this time since the contractor that was awarded the bid has already begun work on another City project; now, therefore,
BE IT RESOLVED by the Kaimuki Neighborhood Board No. 4 that the planned commencement date of January 2021 for the reconstruction of Kaimuki Municipal Parking Lot #2 not be re-negotiated or further delayed; and
BE IT FURTHER RESOLVED, that copies of this resolution be sent to the Department of Design and Construction, the City Council, and the Mayor’s Office.

 

DRAFT RESOLUTION
URGING THE HONOLULU CITY COUNCIL AND THE CITY AND COUNTY OF HONOLULU TO RENAME THE KILAUEA DISTRICT PARK TO THE "TOM T. NEKOTA KILAUEA GYM COMPLEX"
WHEREAS, Section 22-9.3(a)(3)(A), Revised Ordinances of Honolulu 1990 ("ROH"), states that in exceptional cases, a new or existing park, site or facility may be named for a deceased individual if the individual: (i) has a "significant association with the park, site, or facility"; and/or (ii) has "contributed significantly to the community or area in which the park is located"; and

WHEREAS, former Councilmember Tom Nekota ("Councilmember Nekota") lived a life of dedicated public service to his community; and WHEREAS, Councilmember Nekota was elected to the Council in 1978 and served on the Council from 1979 until 1983; and

WHEREAS, in Fiscal Year 1981, the Council budgeted $1.9 million for the planning, engineering, and construction of the Kilauea District Park Gym Complex; and

WHEREAS, during his tenure on the Council, Councilmember Nekota was instrumental in securing funding for the Kilauea District Park Gym Complex; and

WHEREAS, during Tom T. Nekota’s career, he held various leadership positions including Chairman of the Waialae-Kahala Neighborhood Board No. 3, President of Kaimuki Intermediate School PTA, President of Waialae Nui Valley Community Association, Executive Board Member of the Kalani High School PTSO and Athletic Booster, and President of Farrington High School Athletic Booster Club; and

WHEREAS, the Kaimuki Neighborhood Board No. 4 believes that renaming the Gym Complex at Kilauea District Park after Councilmember Tom Nekota would recognize Councilmember Nekota's long history of public service to the community of East Honolulu and the City as a whole; now, therefore,

BE IT RESOLVED that the Kaimuki Neighborhood Board No. 4 urges the Council of the City and County of Honolulu that the Gym Complex at the Kilauea District Park be renamed the "Tom T. Nekota Kilauea Gym Complex"; and

BE IT FINALLY RESOLVED that copies of this resolution be transmitted to the Mayor, the Director of Parks and Recreation, and the Office of Councilmember Tommy Waters.
