Palolo Neighborhood Board Meeting October 2020 MinutesINITIAL CONVENING MEETING MINUTESWEDNESDAY, OCTOBER 14, 2020VIRTUAL WEBEX MEETING
CALL TO ORDER: Chair Pro Tem Mau called the meeting to order at 7:03 p.m. Quorum WAS ESTABLISHED with seven (7) members present. Note - This 13-member board requires seven (7) members to establish a quorum and to take official Board action.
Board Members Present: Jesus Arriola, Joshua Frost, Beverly Mau, Darlene Nakayama, Rusti Onishi, Earl Shiraki, and Jessica Welch.
Board Members Absent: Frank Farm and Richard Skizewski.
Guests: Captain Chris Miller (Honolulu Fire Department); Sergeant Adam Lipka (Honolulu Police Department); Ross Sasamura (Mayor Kirk Caldwell's Representative); House Representative Calvin Say; Dave Watase (Residents); Lindon Valenciano (Neighborhood Assistant).
Chair Pro Tem Mau thanked Hack for his service for the community as the Chair. Chair Pro Tem Mau noted the vacancies on the Board and to contact the Neighborhood Assistant before the next meeting to verify residency.
ELECTION OF BOARD OFFICERS:
Chair: Chair Pro Tem Mau opened nominations for the position of Chair of the Palolo Neighborhood Board No. 6.
Shiraki nominated, Welch seconded Frost for Chair. Frost WAS APPOINTED to the position of Chair by UNANIMOUS VOTE, 7-0-0; (AYE: Arriola, Frost, Mau, Nakayama, Onishi, Shiraki, and Welch; NAY: None; ABSTAIN: None).
Vice Chair: Chair Frost opened nominations for the position of Vice Chair of the Palolo Neighborhood Board No. 6.
Shiraki nominated, Nakayama seconded Mau for Vice Chair. Mau WAS APPOINTED to the position of Vice Chair by UNANIMOUS VOTE, 7-0-0; (AYE: Arriola, Frost, Mau, Nakayama, Onishi, Shiraki, and Welch; NAY: None; ABSTAIN: None).
Secretary: Chair Frost opened nominations for the position of Secretary of the Palolo Neighborhood Board No. 6.
Shiraki nominated, Mau seconded Nakayama for Secretary. Nakayama WAS APPOINTED to the position of Secretary by UNANIMOUS VOTE, 7-0-0; (AYE: Arriola, Frost, Mau, Nakayama, Onishi, Shiraki, and Welch; NAY: None; ABSTAIN: None).
Treasurer: Chair Frost opened nominations for the position of Treasurer of the Palolo Neighborhood Board No. 6.
Shiraki nominated, Nakayama seconded Onishi for Treasurer. Welch WAS APPOINTED to the position of Treasurer by UNANIMOUS VOTE, 7-0-0; (AYE: Arriola, Frost, Mau, Nakayama, Onishi, Shiraki, and Welch; NAY: None; ABSTAIN: None).
Sergeant At Arms: Chair Frost opened nominations for the position of Sergeant At Arms of the Palolo Neighborhood Board No. 6.
Nakayama nominated, Mau seconded Shiraki for Sergeant At Arms. Shiraki WAS APPOINTED to the position of Sergeant At Arms by UNANIMOUS VOTE, 7-0-0; (AYE: Arriola, Frost, Mau, Nakayama, Onishi, Shiraki, and Welch; NAY: None; ABSTAIN: None).
CITY MONTHLY REPORTS
Honolulu Fire Department (HFD): Captain Chris Miller reported the following:September 2020 Statistics: There was 1 nuisance fire, 29 medical emergencies, 1 vehicle crash with pedestrian, 1 motor vehicles crash, and 1 mountain rescue.Safety Tip: Halloween: A list of Halloween safety tips was provided.
Honolulu Police Department (HPD): Sergeant Adam Lipka reported the following:
September 2020 Statistics: There were 10 motor vehicle thefts, 24 burglaries, 19 thefts, and 6 unauthorized entries into motor vehicles (UEMV).Safety Tip: Move Over Law: Move over law tips were provided to provide space for flashing lights from vehicles on the side of the road.Safety Tip: Auto Theft: Auto theft tips were provided.
Questions, comments, and concerns followed:
1. HPD Funding: Shiraki noted needing support to back up funding for the good job that HPD is doing.2. Vehicle Noise: Shiraki noted higher fines are needed to deter moped noise complaints. Sergeant Lipka responded with the ordinance on loud noise and that it is a $75 fine.3. HPD Numbers: House Speaker Emeritus (HSE) Calvin Say inquired and Sergeant Lipka replied that there are around 25 beats and not all are filled and funded.4. Coronavirus (COVID): HSE Say suggested being lenient on families breaking the laws during COVID and Sergeant Lipka replied that they enforce the laws as written.5. Auto Theft: HSE Say inquired and Sergeant Lipka replied that they cannot judge on who is working on their own vehicles on the side of the road or if they are stealing parts.
Board of Water Supply: No representative present; no report given.
INITIAL CONVENING
Meeting Determination:
Shiraki moved and Nakayama seconded the Motion to retain meeting on the second Wednesday of each month at 7:00 p.m. at Palolo Elementary School with recessing in January 2021 and June 2021. The Motion WAS ADOPTED by UNANIMOUS VOTE, 7-0-0; (AYE: Arriola, Frost, Mau, Nakayama, Onishi, Shiraki, and Welch; NAY: None; ABSTAIN: None).
Facility Rental Fee, Videotaping, Rules of Participation:
Shiraki moved and Nakayama seconded the Motion to retain the facility rental fee, videotaping of monthly meetings or annual newsletter, rules of participation, and committees & their membership. The Motion WAS ADOPTED by UNANIMOUS VOTE, 7-0-0; (AYE: Arriola, Frost, Mau, Nakayama, Onishi, Shiraki, and Welch; NAY: None; ABSTAIN: None).
Kuahea/Waiomao Road Earth Movement Permitted Interaction Group (PIG) Membership: Shiraki, Onishi, and Welch.
REPORTS OF MEMBERS ATTENDANCE AT OTHER CITY MEETINGS
Mayoral Candidate Forum: Mau reported that she attended the Mayoral Candidate Forum on Monday, September 28, 2020 and thanked Kaimuki Neighborhood Board for coordinating.
Kuahea/Waiomao Road: Mau reported attending the Kuahea/Waiomao Road meeting on Thursday, September 24, 2020 and Chair Frost reiterated that the meeting provided good conversation, however residents are still frustrated.
ELECTED OFFICIALS
Councilmember Ann Kobayashi: No representative present; no report given.
Mayor Kirk Caldwell's Representative: Ross Sasamura, Department of Facility Maintenance (DFM) Director was available to receive concerns or questions.
Questions, comments, and concerns followed:
1. Striping: Shiraki requested repainting of the blend line across Waialae Avenue at the intersection with 10th Avenue because the existing blend line is faded and difficult to see at night.2. Kuahea/Waiomao Road: Boardmember Shiraki requested an update on work in the City owned parcel near Kuahea Place. The contractor poured concrete and reportedly told him they will backfill but has not taken place yet.
Governor David Ige's Representative: No representative present; no report given.
House Speaker Emeritus (HSE) Calvin Say: HSE Say reported the following:
Unemployment Insurance (UI) and Pandemic Unemployment Assistance (PUA): The State is trying their best to accommodate UI in various industries and that PUS for self-employed needs to be addressed.Rent Forgiveness: The problem is trying the addressed, however you can seek other services such as Catholic charities or Aloha United Way.Gaming Rooms: HSE Say thanked the residents for being vigilant and reporting multiple gaming rooms. Kaimuki Youth: Kaimuki youth are providing produce to residents. Gratitude: HSE Say thanked the community for the opportunity to serve as State Representative. He also thanked resident Watase and resident Lynch for their efforts with the Ala Wai Flood Mitigation and Kuahea, respectively.
Questions, comments, and concerns followed: Congratulations: Shiraki and Chair Frost congratulated HSE Say for being elected to City Council, commending resident Watase for his efforts to help with the community.
Senator Les Ihara Jr.: No representative present; no report given.

BOARD BUSINESS
Approval of Minutes of the March 2020 Meeting: Welch moved and Mau seconded the Motion to approve the March 2020 Minutes as written. The Motion WAS ADOPTED by UNANIMOUS VOTE, 7-0-0; (AYE: Arriola, Frost, Mau, Nakayama, Onishi, Shiraki, and Welch; NAY: None; ABSTAIN: None).
Treasurer Report: There is a remaining balance of $318.43.
ADJOURNMENT - The meeting adjourned at 7:57 p.m.
