2021 State Legislature
Several bills were introduced this session relating to the Works of Art Special Fund, which would impact and reduce funding for SFCA programs. The current proposals would cut funding by 50% and/or by 58%. SFCA leadership and board of commissioners are working with the committee chairs and drafting positions and relevant testimony.

2021 Hawaiʻi Regional Scholastic Student Art Awards 

The Hawaiʻi State Foundation on Culture and the Arts (SFCA) has announced the regional award recipients of the 2021 Scholastic Art & Writing Awards. Presented by the nonprofit organization the Alliance for Young Artists & Writers, the 98th Scholastic Art & Writing Awards are the country’s longest-running and most prestigious scholarship and recognition program for creative students in grades 7–12. American Visions Nominees, Gold Key, and Silver Key awards will be displayed in the 2021 Hawaiʻi Regional Scholastic Art Awards Exhibit at the Hawaiʻi State Art Museum (HiSAM) March 12 - April 16, 2021.

Artists in the Schools Applications

The Artist In The Schools Applications will open February 8, 2021 for the 2021-2022 school year.  
School educators and administrators from all state of Hawaiʻi public and charter schools are eligible to apply in partnership with a Teaching Artist from the SFCA Artistic Teaching Partners Roster.
There are two types of grants to apply for: the AITS General Grant and the AITS Arts in Public Places Grant. The Arts in Public Places Grant must be a residency focused on interpreting a piece of art from the SFCA Art in Public Places Collection.
This year, the maximum AITS General Grant is $7,000, with a 10% match from the school, and the maximum AITS Arts in Public Places Grant is $8,000, with no match required from the school. The application is the same for both grants.
Application deadline: April 30, 2021.

Art Bento Applications Open

Art Bento at the Hawaiʻi State Art Museum (HiSAM) is a museum education program serving Oʻahu public and charter schools grades 2-6. The program actively engages students and teachers through activities connected to current arts standards and ELA Common Core standards. There is no cost to schools to participate in the program, and funds for bus transportation are provided.
Applications are currently open.
Deadline for applications: Friday March 12, 2021.

Community Projects: Biennium Grants Categories Expanded

Biennium Grants 2022/2023 Grants Workshop presentation
The Biennium Grants program is open to eligible nonprofit organizations throughout the state of Hawaiʻi and supports projects that align with SFCA’s Strategic Priorities: Culture, Engagement, Education, the Arts. 
The categories have been expanded to include Community Development and Community Art and Healing. Read more about the purpose and requirements in the updated Biennium Grant 2022-2023 Grant Categories PDF.
Biennium Grant Fiscal Year 2022 “Intent to Apply” is open through Monday, March 1, 2021. Organizations planning to apply must file the Intent to Apply first.

Biennium Grant Fiscal Year 2023 applications will be open September 1 – October 31, 2021.

National Endowment for the Arts

Guidelines and application materials for Grants for Arts Projects funding are now available on the National Endowment for the Arts' new website (
www.arts.gov).

Application deadlines are
February 11 and July 8, 2021 for projects taking place beginning in 2022.

Federal Resources for Creative Community Development webinar

Creative Economies and Economic Recovery
In light of the current challenges facing the U.S. economy—unprecedented in many ways—the need to better understand the role of the arts sector has never been more acute. To do so, the National Association of State Arts Agencies (NASAA) spearheaded a research effort in collaboration with Prof. Douglas S. Noonan of Indiana University-Purdue University Indianapolis and the Western States Arts Federation.

Save Our Stages

The latest update from the 
Small Business Administration (SBA) on the Shuttered Venue Operators Grants program, aka Save Our Stages, is a “Frequently Asked Questions” document. It does not indicate when grant applications will start being accepted. It does contain useful guidance about information applicants should gather/prepare in advance, how an applicant can determine its “size” category, allowable expenditures and more. State Arts Agencies involvement in the “Save Our Stages” funding is limited to distribution of information. SFCA Grantee Spotlight
SFCA supports community projects across the state through grants to nonprofit organizations in Hawaiʻi. 

T-Shirt Theatre 
The T-Shirt Theatre documentary “Kīpuka: An Anti-Bullying Project” is currently available to view on Amazon Prime. This documentary, which addresses bullying, cyberbullying, and teen suicide prevention, was written and performed by the students (aged 13-18) at T-Shirt Theatre. Their stories, performed live in front of over 1,200 of their peers in a packed Farrington High School auditorium, are drawn from personal life experiences and are 100% original. Founded by George Kon and the late Walt Dulaney in 1985 at Farrington High School, T-Shirt Theatre has long been a kīpuka itself for many generations of students, deep in the heart of Kalihi, Oʻahu. In the story, rehearsal, and performance process, the students are taught to rehearse for life – acquiring important life skills that they will be able to apply to life beyond the stage.

SFCA in the Community
University of Hawaiʻi-JABSOM
University of Hawaiʻi - John A. Burns School of Medicine (JABSOM) has an update to their 2018 story “Artist Reunited with Painting at JABSOM She Hasn’t Seen in Ages, Just Shy of Her 101st Birthday”. Then-student Michael Fujita is now Doctor Michael Fujita, completing his residency at the University of Hawaiʻi. Minnie Fujita passed shortly after visiting her artwork at JABSOM. The painting, in the Art in Public Places Collection, is still on display at JABSOM.
“When Aunt Minnie created her art piece, she had no idea that it would one day adorn a wall of where her grand-nephew would be attending medical school. She needed to see it for herself.” Read the full story on the JABSOM website:

Hawaiʻi State Legislature Committee on Labor, Culture and the Arts (LCA)
Informational Briefing. Thursday, December 3, 10:00 a.m. Hosted by Senator Brian Taniguchi, Chair of the Senate Committee on Labor, Culture and the Arts (LCA). The purpose of the informational briefing was to receive a presentation from creative sector leaders in Hawai‘i about the importance of the creative economy to the welfare of the State of Hawai‘i. House Committee on Culture, Arts and International Affairs Rep. Cedric Gates was also in attendance as well as LCA members Sen. Stanley Chang, Sen. Kurt Fevella, Sen. Recent and Upcoming Exhibit Visits
SFCA artwork purchases are recommended by an Acquisition Award Selection Committee (AASC) that have been invited to view a juried or curated art exhibit in the state of Hawaiʻi. The AASC is generally composed of SFCA commissioners, staff members, and visual arts consultants.

Hawaiʻi Contemporary Art Summit: February 10-13, 2021. A multi-day event that brings together renowned keynote speakers, artists, curators, and thinkers from Hawai‘i and around the world for educational programming focused on art and ideas. A thematic precursor to the Hawai‘i Triennial 2022 (HT22), Art Summit 2021 is a series of insightful and compelling talks, performances, film screenings, and workshops that situates Hawai‘i at the center of high-caliber, global discourse around contemporary art and ideas to local and international audiences. This summit is sponsored in part by funding from the State Foundation on Culture and the Arts, and the Hawaiʻi State Art Museum (HiSAM) is serving as one of the virtual event sites. Office of Hawaiian Affairs (OHA) has announced a solicitation for the ʻAhahui grants program, which provides financial assistance to support nonprofit organizations hosting community events that align with OHA’s 2020-2035 Mana i Mauli Ola Strategic Plan and provide significant benefits to the Hawaiian community. Choreographed by Camille Monson, excerpts from "Debris" explores the attraction and the trauma that plastic products bring to the earth, animals, and our bodies. "Debris" is one of five performances in "Transference" – a contemporary modern dance performance that explores the need to shift, transfer and respond in an ever-changing world. These dance performances were filmed in the museum grounds and galleries, with dancers responding to artwork from the Art in Public Places Collection of the State Foundation on Culture and the Arts. A collaboration between Convergence Dance Theatre, Hawaiʻi State Art Museum, and State Foundation on Culture and the Arts.

Unless otherwise specified, the public is invited to attend SFCA Standing Committee and Commission Meetings. Meetings and agendas are posted just prior to the meetings on the
State of Hawai‘i Calendar of Events. Select “State Foundation on Culture and the Arts” from the search menu.

In order to comply with the Sunshine Law and social distancing requirements, notice of meetings will be posted on the State of Hawaiʻi Calendar of Events seven days prior to the meeting, submission of written testimony on agendized items will be accepted and minutes of meetings will be available within 40 days after the meeting.

For doing business with the state as a contractor, the State of Hawaii eProcurement (HiePro) is a system for issuing solicitations, receiving responses, and issuing notices of award. Solicitations and awards are posted and searchable. State Foundation on Culture and the Arts solicitations have included graphic design services, printing services, custom framing, artwork conservation and restoration.To find SFCA solicitations, search under Department: Accounting and General Services (the SFCA is administratively attached to the Department of Accounting and General Services).

Help the SFCA Select Artwork
The Art in Public Places Program of the Hawai‘i State Foundation on Culture and the Arts (SFCA) seeks volunteers, particularly on the Neighbor Islands, with expertise and knowledge in the visual arts field to serve as Visual Arts Consultants on Art Advisory Committees and Acquisition Award Selection Committees. The role of the Art Advisory Committee is to make recommendations to the SFCA regarding the development and design of a given commissioned art project, including location, medium, distinguishing features of the artwork, and selection of the artist. The role of the Acquisition Award Selection Committees is to review and make recommendations regarding the purchase of works of art. The SFCA appoints the committee members for each exhibit visit — generally composed of SFCA commissioners, staff members, and Visual Arts Consultants. Help Review Applications for Grant Funding
The SFCA’s grant programs are seeking Grant Review Panelists to review applications for grant funding. Do you know arts/culture professionals who may be interested in volunteering their time and expertise?
At the SFCA, we view art and cultural engagement as critical to the educational, economic, and social well-being of individuals, communities, and the state of Hawaiʻi. Panels are selected per Hawaiʻi Administrative Rules, Chapter 92, and composed of arts professionals who represent a broad range of artistic and cultural viewpoints to review applications for grant funding. An arts professional is qualified by their activities, training, skills, and/ or experience in one or more forms. All panel members serve without compensation.
