REGULAR MEETING MINUTESWEDNESDAY, DECEMBER 9, 2020VIRTUAL WEBEX MEETING
CALL TO ORDER: Chair Pro Tem Mau called the meeting to order at 7:02 p.m. Quorum WAS ESTABLISHED with six (6) members present. Note – This 13-member board requires seven (7) members to establish a quorum and to take official Board action.
Board Members Present: Jesus Arriola, Frank Farm, Joshua Frost, Beverly Mau, Darlene Nakayama, and Earl Shiraki.
Board Members Absent: Rusti Onishi, Richard Skizewski, and Jessica Welch.
Guests: Ross Sasamura (Mayor Kirk Caldwell’s Representative); Councilmember Ann Kobayashi; Cat Awakuni Colon (Governor Ige’s Representative); Representative Jackson Sayama; Aiza Pobre (Palolo Chinese Home); Dave Watase, Stacie Robinson, Sidney Lynch, Pritty Borthakur (Residents); Lindon Valenciano (Neighborhood Assistant).
CITY MONTHLY REPORTS
Honolulu Fire Department (HFD): No representative present; no report given.
Honolulu Police Department (HPD): No representative present; no report given.
Board of Water Supply (BWS): No representative present; no report given.
FILLING OF VACANT BOARD SEATS: There are two (2) vacancies in Subdistrict 2. Derek Turbin introduced himself and provided a brief background, however no action was taken due to lack of quorum.
BOARD PERMITTED INTERACTION GROUP (PIG) - Kuahea/Waiomao Road Earth Movement: Chair Frost reported that Albritton was the leader of the PIG before moving. Resident Stacie Robinson noted that she had some updates. Resident Sidney Lynch reported that she has been collaborating with Councilmember Ann Kobayashi regarding the Kuahea/Waiomao landslides, adding that they are awaiting on the phase 2 plans and the new Geolab reports. Resident Lynch noted that the Fong house is in discussion to be purchased by the City to move the project forward, however she believes that more properties should be purchased. Chair Frost noted his support for a PIG to continue. Resident Pritty Borthakur inquired for more information and expressed her concern because of the rain.
ELECTED OFFICIALS
Councilmember Ann Kobayashi: Councilmember Kobayashi reported that she had her last Council meeting. She is working on the slide area and is confident that the work is moving forward. Councilmember Kobayashi hopes that Director Yonamine stays because of his expertise.
Questions, comments, and concerns followed: Thanks: The Board expressed their thanks and gratitude for Councilmember Kobayashi for her service and efforts for the community, especially her work for the elderly.
Governor David Ige’s Representative: Cat Awakuni Colon shared the newsletter, provided an update on the Statewide mask mandate, and included the plans for the State vaccination distribution.
Representative Jackson Sayama: Representative Sayama reported the following: Session: The legislative session is different because they will be doing community outreach and online participation, however he is accepting legislation ideas.
Questions, comments, and concerns followed: Congratulations: Shiraki congratulated Representative Sayama for being elected to State Representative.
Senator Les Ihara Jr.: Senator Ihara reported the following: 
• Legislative Session: The legislation session begins on Wednesday, January 21, 2021 and they will be updating the community when the protocols are finalized.
• Furlough: Senator leadership plans to take pay cuts to compensate State furloughs.
• Kupuna Caucus: There will be a kupuna caucus is meeting on Friday, January 8, 2021 to prioritize top 10 legislation with the broadest support. Contact his office to be included in the distribution list.
Questions, comments, and concerns followed: Revenue Generation: Chair Frost inquired and Senator Ihara replied that there is strong interests in avoiding furloughs such as revenue generation. Representative Sayama reported the House is introducing bill regarding a tax and have heard talks of legalizing/monetizing marijuana.
Mayor Kirk Caldwell’s Representative: Ross Sasamura, Department of Facility Maintenance (DFM) Director reported the following: 
• Retirement: Sasamura thanked the Board for their efforts and assistance, noting that this is his last Board meeting because he will be retiring.
• Climate Ready Oahu: The Office of Climate Change, Sustainability and Resiliency (CSSR) has initiated a climate adaptation strategy project. Visit the project website,
www.climatereadyoahu.org, to participate in the intro survey and upcoming virtual community meetings.
• Striping: The pavement markings at the intersection of Waialae and 10th Avenue will be repainted by Tuesday, December 15, 2020, subject to weather conditions.
• Kuahea Update: The Kuahea update will be carried over to the next meeting.
Questions, comments, and concerns followed:
1. Thank You: The Board expressed gratitude for Sasamura and everything he did for the community because he has been a tremendous resource
2. Lines: Shiraki reported that the pavement marking has already been painted.
RESIDENTS/COMMUNITY CONCERNS
No concerns were raised.
PRESENTATIONS
Update on Ala Wai Flood Risk Management Project: Resident Dave Watase provided an update on the Ala Wai Watershed flood risk management project. The US Army Corps of Engineers (USACE) has engaged with the community and made changes to the project, adding a new pump station and outflow. USACE is planning to publish its Supplemental Environmental Assessment or Environmental Impact Statement. USACE has held a number of virtual meetings, and testimony can be sent to USACE directly.
Questions, comments, and concerns followed:
1. Good Work: Shiraki encouraged Watase to keep up the good work for the Ala Wai Flood Risk Management Project. Watase noted that the deadlines for public comment needs to be met.
2. Support: Shiraki noted his support and Watase noted having issues pump station because the USACE can come up with a better engineering solution
3. Funding: Farm inquired and Watase replied that USACE used the Federal funds as a threat but the bottom line is that the funds are still there, however that it would take Congress to reallocate the funds if the City and State says that they do not want the funds.
Palolo Chinese Home Update: Aiza Pobre, Senior Daycare Program Manager, reported that they have seen a decline in donation, however the community has stepped up to donate items such as Personal Protective Equipment (PPE). There also has been an interest of in-home personal care and companionship.
BOARD BUSINESS
Consideration of Resolution Concerning the Revised Plan for the Ala Wai Flood Risk Management Project: Due to lack of quorum, no action was taken for the resolution. Chair Frost inquired and resident Watase replied that having a resolution sooner would be better because it is tougher to change as more time develops. Resident Watase hopes that the USACE extends the deadline.
Approval of Minutes of the Wednesday, October 14, 2020 Meeting: Item was deferred due to lack of quorum.
