DRAFT REGULAR MEETING MINUTES

THURSDAY, JULY 8, 2021

VIA WEBEX TELECONFERCING

7:00 P.M.

CALL TO ORDER - Chair Keolu Peralto called the meeting to order at 6:00 p.m. Quorum was established with 14 members present via Webex Application. Note - This 15-member Board requires eight (8) members to establish a quorum and to take official Board action.

Board Members Present: Julia Allen, Rafia Hasina, Margaret Murchie, Bertram Narita, Bruce Wong, John Beutel, Mela Kealoha Lindsey, Wendell Murakawa, Keolu Peralto, George West, Andrew Salenger (appointed at 6:05 p.m.), Michelle Matson, Don Persons, Laura St. Denis, Linda Wong.

Board Members Absent: None.

SPEAKING RULES: Chair Pro Tem Peralto noted to the Board and Community that if individuals want to speak, to physically raise their hand and then when addressed, to unmute themselves. Chair Peralto continued that if individuals are not speaking, to keep audio muted for the duration of the meeting. Speakers are encouraged to keep their comments under two (2) minutes, those giving reports are urged to keep their reports under three (3) minutes, and to silence all electronic devices.

ROLL CALL: Chair Pro Tem Peralto performed roll call to establish quorum this meeting.

SWEARING-IN / AFFIRMING OF NEWLY ELECTED BOARD MEMBERS

Neighborhood Assistant swore in elected Board members.

BOARD SEAT VACANCY - SUB-DISTRICT 3 (DIAMOND HEAD)

Murchie nominated resident Andrew Salenger.

Hearing no objection, Salenger was appointed to the Board by UNANIMOUS CONSENT, 14-0-0 (Aye: Julia Allen, Hasina, Murchie, Narita, Bruce Wong, Beutel, Kealoha Lindsey, Murakawa, Peralto, Matson, Persons, St. Denis, Linda Wong; Nay: None; Abstain: None).

The Neighborhood Assistant swore Salenger in. There were 15 Board members present.

INITIAL CONVENING BOARD BUSINESS

Chair: Murchie inquired if Chair Pro Tem Peralto would seek nomination and he declined. Narita nominated Julia Allen, who declined. Peralto nominated Narita, who decline. Peralto nominated West, who declined.

West Moved and Murchie Seconded to close the nominations for Chair. The Motion was ADOPTED BY UNANIMOUS CONSENT, 15-0-0 (Aye: Julia Allen, Hasina, Murchie, Narita, Bruce Wong, Beutel, Kealoha Lindsey, Murakawa, Peralto, Matson, Persons, St. Denis, Linda Wong, Salenger; Nay: None; Abstain: None).

Vice Chair: Murchie nominated Salenger. There were no other nominations.

Hearing no objection, Salenger was elected as Vice Chair by UNANIMOUS CONSENT, 15-0-0 (Aye: Julia Allen, Hasina, Murchie, Narita, Bruce Wong, Beutel, Kealoha Lindsey, Murakawa, Peralto, Matson, Persons, St. Denis, Linda Wong, Salenger; Nay: None; Abstain: None).

Peralto handed the gavel to Salenger. Salenger was the Presiding Officer.

Secretary: Peralto nominated Matson. There were no other nominations.

Hearing no objection, Matson was elected as Secretary by UNANIMOUS CONSENT, 15-0-0 (Aye: Julia Allen, Hasina, Murchie, Narita, Bruce Wong, Beutel, Kealoha Lindsey, Murakawa, Peralto, Matson, Persons, St. Denis, Linda Wong, Salenger; Nay: None; Abstain: None).

Treasurer: Julia Allen nominated Linda Wong. There were no other nominations.

Hearing no objection, Linda Wong was elected as Treasurer by UNANIMOUS CONSENT, 15-0-0 (Aye: Julia Allen, Hasina, Murchie, Narita, Bruce Wong, Beutel, Kealoha Lindsey, Murakawa, Peralto, Matson, Persons, St. Denis, Linda Wong, Salenger; Nay: None; Abstain: None).

Establishment of Meeting Date / Time / Location / Recess Schedule: Board heard considerations for meetings.

Peralto Moved and Murakawa Seconded to retain meeting date, time, original location and omit the recess schedule for the time being.

Discussion: Matson requested that hybrid options be retained with remote access available to attendees.

Matson Moved and Linda Wong Seconded to Amend the Motion to include hybrid remote access. The Motion was ADOPTED BY UNANIMOUS CONSENT, 15-0-0 (Aye: Julia Allen, Hasina, Murchie, Narita, Bruce Wong, Beutel, Kealoha Lindsey, Murakawa, Peralto, Matson, Persons, St. Denis, Linda Wong, Salenger; Nay: None; Abstain: None).

Beutel Moved and Murchie Seconded to add a Second Amendment to the Motion that would limit meetings to three (3) hours. The Motion PASSED, 10-4-1 (Aye: Julia Allen, Hasina, Murchie, Narita, Bruce Wong, Beutel, Kealoha Lindsey, Peralto, Linda Wong; Nay: Murakawa, Salenger, Matson, St. Denis; Abstain: Persons).

Discussion: Murakawa requested to continue to Monthly Safety Reports. Julia Allen raised concerns regarding the omission of recess schedule.

The Motion to retain Meeting date, time, original location and omission of recess schedule with two (2) Amendments PASSED. 14-1-0 (Aye: Hasina, Murchie, Narita, Bruce Wong, Beutel, Kealoha Lindsey, Murakawa, Peralto, Matson, Persons, St. Denis, Linda Wong, Salenger; Nay: Julia Allen; Abstain: None).

Establishment of Oral Testimoney Rules and Speaking Protocols: This item was deferred.

Authorizing of Olelo Recording / Broadcast: Salenger inquired if Board would retain Olelo.

Matson Moved and Peralto Seconded to retain Olelo recording and broadcasting. The Motion was ADOPTED BY UNANIMOUS CONSENT, 15-0-0 (Aye: Julia Allen, Hasina, Murchie, Narita, Bruce Wong, Beutel, Kealoha Lindsey, Murakawa, Peralto, Matson, Persons, St. Denis, Linda Wong, Salenger; Nay: None; Abstain: None).

Establishment of Committees and Permitted Interaction Groups (PIG): Salenger inquired if there were any changes to Committees.

Linda Wong Moved and West Seconded to retain the Committees and PIG.

Discussion: Beutel requested to be added to the Ala Wai Canal and Golf Course PIG.

Matson Moved and West Seconded to postpone discussion on membership of Committees and PIG until the August 2021 meeting. The Motion was ADOPTED BY UNANIMOUS CONSENT, 15-0-0 (Aye: Julia Allen, Hasina, Murchie, Narita, Bruce Wong, Beutel, Kealoha Lindsey, Murakawa, Peralto, Matson, Persons, St. Denis, Linda Wong, Salenger; Nay: None; Abstain: None).

The Motion to retain the Committees and PIG. The Motion was ADOPTED BY UNANIMOUS CONSENT, 15-0-0 (Aye: Julia Allen, Hasina, Murchie, Narita, Bruce Wong, Beutel, Kealoha Lindsey, Murakawa, Peralto, Matson, Persons, St. Denis, Linda Wong, Salenger; Nay: None; Abstain: None).

PUBLIC SAFETY MONTHLY REPORTS

Honolulu Fire Department (HFD): There was no HFD representative. Information can be found at https://fire.honolulu.gov/.

Honolulu Police Department (HPD) District 6: Sergeant Cyrus Hanuna reported the following.

• District 6 statistics for June 2021: There were five (5) robberies, 21 burglaries, 177 thefts, 49 unauthorized entries of vehicles (UEMV), 41 assaults, six (6) sex crimes, 94 bike/skateboard sidewalk citations, 16 speeding citations, 1592 parking citations, three (3) loud muffler citations, 12 park closure warnings, 72 park closure citations, two (2) park closure arrests and 6895 calls for service. • Coffee With a Cop: A Coffee With a Cop event has been scheduled at Starbucks in the Waikiki Marriot, Friday, July 9, 2021 from 5:30 p.m. to 7:30 p.m.

Questions, comments and concerns followed.

1. Reports: Salenger requested that HPD submit reports to the Board. Bruce Wong requested that arrests be included.

2. Coffee With a Cop: Linda Wong raised concerns regarding paying for parking at the Waikiki Marriot.

3. Leahi Avenue: St. Denis raised concerns regarding traffic management on Leahi Avenue. Salenger raised concerns regarding abandoned vehicles on Pualei Circle near Leahi Avenue. Resident Daisy Murai raised concerns regarding vehicular break-ins on the roadway.

Honolulu Police Department District 7: HPD Lieutenant Leonard Nishimura and Sergeant Clint Corpuz reported the following.

• District 7 Statistics for May 2021: There were eight (8) motor vehicle thefts, nine (9) burglaries, 37 thefts, 19 UEMV and 8111 calls for service.

• Safety Tip: Lieutenant Nishimura reported tips regarding burglary mitigation. More information can be found at https://www.honolulupd.org/.

• Homeless Mitigation: Sergeant Corpuz reported that HPD has continued to remove homeless individuals and encampments on and near Diamond Head Road. Sergeant Corpuz reported thirty-one (31) active sites

Questions, comments and concerns followed.

Neighborhood Security Watch: Resident Cline reported that there will be a clean-up at Diamond Head Beach Park on Saturday, July 31, 2021 from 9:30 a.m. to 11:30 a.m. Cline also reported that the sprinkler at the park was damaged.

STATE AND CITY ADMINISTRATION REPORTS

Governor David Ige's Representative: There was no representative.

Mayor Rick Blangiardi's Office: Director of Community Services Sarah Allen reported the following.

• Safe Leahi LLC: Residents inquired about the consequences of traffic collisions or vehicular damage on Leahi Avenue. HPD responded that they can operate on Leahi Avenue by responding to calls for service and/or enforcing criminal activity that is observed/reported. HPD will continue to conduct traffic enforcement in accordance with Hawaii Revised Statutes Section 46-16, Traffic Regulation and Control Over Private Streets.

• Noise Complaints: Board inquired if any establishments have incurred noise complaints. Budget and Fiscal Services responded that on May 21, 2021, HLC investigators responded to a complaint from the public about excessive noise from a concert on the rooftop of the International Marketplace parking structure. The event was licensed to serve liquor and the licensee was Free Spirits, LLC. The complainants were subsequently notified that the Notice of Violation had been issued based on their complaint.

• Sandwich Boards: Board inquired how far a sandwich board can be placed on the sidewalk. Department of Planning and Permitting (DPP) responded that Revised Ordinances of Honolulu, Chapter 21, Land Use Ordinance (LUO), Article 7, sandwich boards fall under portable sign category, and are prohibited under: LUO Sec. 21-7.30 Prohibited signs (b) Any sign which advertises or publicizes an activity not conducted on the premises (within the property) on which the sign is maintained; (c) Any wind or portable sign, except as otherwise permitted in this chapter.

• Transient Vehicle: Board raised concerns regarding a vehicle spotted on Noela Street and Paki Avenue, possibly operating as a "chop shop" for bicycles. HPD reported that on Friday, June 4, 2021, District 6 (Waikiki) Bicycle Detail addressed this complaint. Six (6) bicycles were recovered and the vehicle towed for Expired Tax/Safety. The owner of the vehicle was cited for Expired Vehicle and Litter Control violations. He also removed the rest of his belongings and cleared the area.

Honolulu Board of Water Supply (BWS): BWS Civil Engineer Ann Wong reported the following.

• Annual Water Quality Reports: The annual water quality report was mailed to all customers on Thursday, July 1, 2021.

• Outdoor Water Conservation: BWS advises residents to conserve water in the summer months. Conservation tips may be found at www.boardofwatersupply.com.

Questions, comments and concerns followed.

1. Trespassers: Matson requested updates on trespassers at BWS property.

2. Red Hill Fuel Storage: Resident Arleen Velasco requested updates regarding Red Hill fuel tanks.

Hearing no objection, Salenger had Agenda Item Leahi Avenue Private Ownership and Traffic Reports at this time.

Leahi Avenue Private Ownership and Traffic Reports: Linda Wong had resident Bergemen read a statement requesting City and County of Honolulu and State of Hawaii assistance and investigation into the ownership of Leahi Avenue. Resident Marilyn Mick raised concerns regarding vehicles owned by gardeners and landscapers being towed. Waikiki Elementary School Principal Ryan Kusuda raised that student drop-off and pick-up has become more difficult due to parking and traffic restrictions on Leahi Avenue, noting that Safe Leahi LLC's suggestions have added to parent and staff confusion. Senator Les Ihara raised that the State of Hawaii Department of Transportation (HDOT) may take action if a City and County of Honolulu investigation deems the private roadway to be unsafe and suggested for closure. Ocean Safety Chief John Titchen reported that his department's headquarters are on Leahi Avenue and that they share the same concerns are residents.

Neighborhood Assistant left at 9:00 p.m.

Community Concerns:

-Winston Welch expresses concern regarding the limitation on the length of minutes for Neighborhood Boards, and limitation of meetings to three hours.

-Laura Ruby will submit two Resolutions for Board consideration at next meeting regarding Ala Wai Canal

City&State Elected Officials:

-Keola Fisher for Chair Tommy Waters: report on beach clean-up and Honolulu Youth Commission. Questions, comments and concerns followed.

-Councilman Say: report on St. Louis Heights neighborhood security watch, on park closure, and advice on Leahi Ave. situation. Questions, comments and concerns followed.

-Rep. Kobayashi: report on Legislature's veto overrides, and questions, comments and concerns followed.

-Rep. Nishimoto: attended for questions.

-Sen. Ihara: advice on Leahi Ave. situation, in terms of it being a decades long dispute, and questions, comments and concerns followed.

-Chelsea for Sen. Chang: report on how to get a replacement COVID vaccine card and rental and utility relief program.

Priority Community Issues

-Ala Wai Canal Interaction Group - update provided

-Tour Helicopter Safety and Noise Interaction Group - update provided

-OahuMPO Report - update provided

All remaining items on agenda were postponed by acting Chair Salenger until next meeting.
