DRAFT REGULAR MEETING MINUTES

TUESDAY, NOVEMBER 9, 2021

VIA WEBEX TELECONFERCING

5:30 P.M.

CALL TO ORDER - Chair Andrew Salenger called the meeting to order at 5:31 p.m. Quorum was not established with four (4) members present via Webex Application. Note - This 15-member Board requires eight (8) members to establish a quorum and to take official Board action.

Board Members Present: Julia Allen (arrived at 6:00 p.m.), Rafia Hasina (arrived at 5:51 p.m.), Margaret Murchie (arrived 6:26 p.m.), Bertram Narita, John Beutel (arrived at 6:00 p.m.), Mela Kealoha Lindsey (arrived at 5:51 p.m.), Wendell Murakawa, Keolu Peralto, George West (arrived at 5:45 p.m.), Andrew Salenger, Michelle Matson (arrived at 6:00 p.m.), Linda Wong (arrived at 6:15 p.m.), Laura St. Denis (arrived at 6:52 p.m.).

Board Members Absent: Bruce Wong, Don Persons.

Guests: Lieutenant Taro Nakamura (Honolulu Police Department District 7); Lieutenant Steve Ono (Honolulu Police Department District 6); Keola Fisher (Council Chair Tommy Waters' office); Councilmember Calvin Say; Isaac Choy (Governor David Ige's office); Representative Jackson Sayama; Sandy Ma (Common Cause Hawaii); Matt Prellberg (McCully Neighborhood Board No. 8); Melvia Kawashima (Councilmember Calvin Say's office); Joannie Dobbs, Daisy Murai, Becky Gardner, Marilyn Mick, Winston Welch, Anna Kerr, Loke Simon, Arleen Velasco, Fannie Cline (Residents); Casey Ishitani and Dylan Whitsell (Neighborhood Commission Office).

PUBLIC SAFETY REPORTS

Honolulu Fire Department: [5:31 p.m. (00:22)] There was no representative.

Honolulu Police Department District 6: [5:31 p.m. (00:33)] HPD Lieutenant Steve Ono initially had audio difficulty, but later gave a report and response to board questions from previous meetings. [5:50 p.m. (19:14)]

Honolulu Police Department District 7: [5:31 p.m. (00:40)] HPD Lieutenant Taro Nakamura reported the following.

October 2021 Statistics: There were 10 motor vehicle thefts, 23 burglaries, 32 thefts, seven (7) unauthorized entries of motor vehicles and 7,616 total calls for service. Reports may also be found at: https://1drv.ms/u/s!BIst49_N_u8YbJVHY5DlpKNlBnk?e=NbFRm1, Password: SchoolStarts.

Ocean Safety Division: [5:34 p.m. (03:25)] There was no representative.

Neighborhood Security Watch: [5:34 p.m. (03:30)] Resident Fannie Cline reported an increase of crimes on Diamond Head Road, Noela Street and Kahala.

RESIDENT INTERESTS AND NEIGHBORHOOD CONCERNS

[5:37 p.m. (06:25)] There were no concerns.

CITY AND STATE ELECTED OFFICIALS

Mayor Rick Blangiardi: [5:37 p.m. (06:45)] There was no representative.

Governor David Ige: [5:38 p.m. (07:15)] State Director of Taxation Isaac Choy reported that Covid-19 restrictions are being lifted incrementally. Director Choy will report Board concerns regarding Diamond Head monument to Department of Land and Natural Resources (DLNR).

CITY AND STATE ADMINISTRATION REPORTS

Council Chair Tommy Waters: [5:40 p.m. (09:30)] Keola Fisher of Council Chair Waters' office reported that Bill 41 has been introduced to protect residential neighborhoods from hotel development. Multiple speeding citations have been reported on Kiele Avenue since the October 2021 meeting.

Councilmember Calvin Say: [5:43 p.m. (12:00)] Councilmember Say's report was uploaded to the One Drive and may also be found at https://calvinsay.wordpress.com/.

West arrived at 5:45 p.m. There were five (5) Board members present.

Representative Bertrand Kobayashi: [5:47 p.m. (16:25)] [5:57 p.m. (26:58)] There was no representative.

Representative Jackson Sayama: [5:47 p.m. (16:35)] Representative Sayama reported on the Goodwill building redevelopment and other efforts, and later [5:58 p.m. (27:04)] responded that he would follow up on parking lot concerns in Kaimuki.

Hasina and Kealoha Lindsey arrived at 5:51 p.m. There were seven (7) Board members present.

Allen, Beutel, and Matson arrived at 6:00 p.m. Quorum was established with 10 Board members.

Representative Scott Nishimoto: [6:00 p.m. (29:05)] There was no representative.

Senator Les Ihara, Jr.: [6:00 p.m. (29:10)] There was no representative.

Senator Stanley Chang: [6:00 p.m. (29:15)] There was no representative.

PRESENTATIONS

Common Cause Hawaii: [6:00 p.m. (29:27)] Sandy Ma of Common Cause Hawaii reported that a public Zoom hearing regarding reapportionment will take place on Wednesday, December 8, 2021 at 6:30 p.m.

Resolution Regarding Reapportionment: [6:10 p.m. (39:35)] McCully Neighborhood Board No. 8 Chair Matt Prellberg proposed a Resolution opposing the 2021 Reapportionment Commission suggestions.

Linda Wong arrived at 6:15 p.m. There were 11 Board members present.

Matson Moved and Peralto Seconded to support a proposed Resolution from Board No. 8 opposing the 2021 Reapportionment Commission suggestions. The Motion was ADOPTED BY UNANIMOUS CONSENT, 12-0-0 (Aye: Allen, Hasina, Narita, Beutel, Kealoha Lindsey, Murakawa, Peralto, West, Salenger, Matson, Wong; Nay: None; Abstain: None). [6:14 p.m. (43:10)]

J5 Infrastructure: [6:16 p.m. (45:30)] There was no representative.

UNFINISHED BUSINESS

Establishment of Chair of Leahi Avenue Standing Committee: [6:17 p.m. (45:55)] This item was deferred.

Approval of Meeting Minutes - Thursday, July 8, 2021: [6:18 p.m. (46:51)] Chair Salenger inquired if there was a motion to adopt the minutes.

Matson Moved and Peralto Seconded to Adopt her amended Minutes. The Motion was ADOPTED BY UNANIMOUS CONSENT, 12-0-0 (Aye: Allen, Hasina, Narita, Beutel, Kealoha Lindsey, Murakawa, Peralto, West, Salenger, Matson, Wong; Nay: None; Abstain: None). [6:18 p.m. (47:24)]

Approval of Meeting Minutes - Thursday, August 12, 2021: [6:19 p.m. (48:40)] Chair Salenger inquired if there was a motion to adopt the minutes. This item was deferred.

Approval of Meeting Minutes - Thursday, September 9, 2021: [6:23 p.m. (52:23)] Chair Salenger inquired if there was a motion to adopt the minutes.

Peralto Moved to Adopt the Minutes. There was no Second. Item was deferred. [6:24 p.m. (53:00)]

Approval of Meeting Minutes - Thursday, October 14, 2021: [6:24 p.m. (53:33)] Chair Salenger inquired if there was a motion to adopt the minutes.

Beutel Moved to Adopt the Minutes. There was no Second. Item was deferred. [6:25 p.m. (54:20)]

Murchie arrived at 6:26 p.m. There were 12 Board members present.

Treasurer's Report: [6:26 p.m. (55:38)] The remaining balance was $382.24.

Hawaiian Monk Seal Protection: [6:27 p.m. (56:30)] This item was tabled and taken off the agenda.

Queen Theater: [6:27 p.m. (56:48)] This item was tabled.

Purchasing WebEx Subscription: [6:28 p.m. (57:05)] This item was tabled.

Tour Helicopter Safety and Noise Report: [6:28 p.m. (57:27)] Matson reported that updates and information may be found at https://www.quietskieshonolulu.com/.

NEW BUSINESS

Board Member Three (3) Absence Notice - Wendell Murakawa: [6:29 p.m. (58:46)] Murakawa reported that he had difficulty logging in to previous meetings.

Narita Moved and Peralto Seconded to retain member Murakawa. The Motion was ADOPTED BY UNANIMOUS CONSENT, 12-0-0 (Aye: Allen, Hasina, Murchie, Narita, Beutel, Kealoha Lindsey, Murakawa, Peralto, West, Salenger, Matson, Wong; Nay: None; Abstain: None). [6:40 p.m. (01:09:03)]

Report from Ala Wai Canal and Golf Course Permitted Interaction Group (PIG): [6:44 p.m. (01:13:30)] This item was tabled.

St. Denis arrived at 6:52 p.m. There were 13 Board members present.

REPORT OF BOARD MEMBERS ATTENDING OTHER MEETINGS

[6:52 p.m. (01:21:00)] Chair Salenger reported that he attended a Kaimuki Board No. 4 meeting. Peralto reported that he attended a Downtown Board No. 13 meeting.
