REGULAR MEETING MINUTES DRAFT

WEDNESDAY, JULY 13, 2022

VIRTUAL WEBEX MEETING

Public Location: Kapalama Hale Conference Room 260

CALL TO ORDER: Chair Frost called the meeting to order at 7:02 p.m. Quorum WAS ESTABLISHED NOT with six (6) members present. Note - This 13-member board requires seven (7) members to establish a quorum and to take official Board action.

Board Members Present: Joshua Frost, Randy Hack, Juanita Kawamoto (arrived at 7:20 p.m.), Beverly Mau, Darlene Nakayama, Rusti Onishi (arrived at 8:04 p.m.), Earl Shiraki, Derek Turbin, and Colin Scot Peros (appointed at 7:48 p.m.).

Board Members Absent: Dean McColgan.

Guests: Captain Nilo Melo (Honolulu Fire Department); Sergeant Leighton Kato, Lieutenant Taro Nakamura (Honolulu Police Department); Dominic Dias (Board of Water Supply); Councilmember Calvin Say, Melvia Kawashima (Councilmember Calvin Say's Office); Trish La Chica (Mayor Rick Blangiardi's Representative); Cat Awakuni-Colon (Governor Ige's Representative); Representative Jackson Sayama; Royce, Emily Medeiros, Bill Hicks (Residents); Lindon Valenciano (Neighborhood Commission Office). There were 34 total in attendance. Name not included if not legible on sign-in sheet, not signed in and/or not participated in discussion.

CITY MONTHLY REPORTS

Honolulu Fire Department (HFD): Captain Nilo Melo reported the following:

• June 2022: 1 structure fire, 1 wildland/brushfire, 1 nuisance fire, 1 activated alarms, 35 medical calls, 3 motor vehicle crash collisions, 1 mountain rescue.

• Safety Tip: Grilling safety tips were provided.

Questions, comments, and concerns followed:

1. Response: Shiraki requested a smaller truck for emergency responses in the valley with narrow roads. Captain Melo noted a number of different fire trucks at other stations, however responding to calls in Palolo Valley is not an issue.

2. Congratulations: Hack congratulated the recent HFD training class and graduates.

Honolulu Police Department (HPD): Sergeant Leighton Kato reported the following:

• June 2022: 5 motor vehicle thefts, 4 burglaries, 23 thefts, and 2 unauthorized entries into motor vehicle (UEMV). 6,861 total calls.

• Safety Tip: Emergency notifications safety tips were provided.

Questions, comments, and concerns followed:

1. Noise: Shiraki reported and Sergeant Kato recommended calling 911 to report loud vehicles late at night.

2. Dog Attack: Resident Royce reported his dog was attacked by another dog reaching through a fence. Sergeant Kato noted if there are numerous cases of a dangerous dog, the Hawaiian Humane Society steps in. Nakayama inquired and resident Royce replied nothing is being done to hold the dog owner accountable and liable to prevent this.

Board of Water Supply (BWS): Dominic Dias reported there was a water main break on Kauhana Street and shared water conservation tips.

Questions, comments, and concerns followed:

1. Patch: Shiraki reported the temporary road patch was repaired last week.

2. Rebates: Chair Frost inquired and Dias shared a number of rebates of up to $40 for rain barrels.

Kawamoto entered the meeting at 7:20 p.m.; seven (7) members present. QUORUM WAS ESTABLISHED.

ELECTION OF OFFICERS TO SERVE FROM JULY 1, 2022 TO JUNE 30, 2023

Chair: Mau NOMINATED Frost for Chair. There were no other nominations. Chair Frost was ELECTED as Chair by UNANIMOUS ROLL CALL VOTE.

Vice Chair: Shiraki NOMINATED Mau for Vice Chair. There were no other nominations. Mau was ELECTED as Vice Chair by UNANIMOUS ROLL CALL VOTE.

Secretary: Mau NOMINATED Nakayama for Secretary, Nakayama declined. Nakayama NOMINATED Turbin for Secretary. Turbin inquired, Chair Frost and Neighborhood Assistant (NA) Valenciano shared the Secretary duties. There were no other nominations. Turbin was ELECTED as Secretary by UNANIMOUS ROLL CALL VOTE.

Treasurer: Shiraki Mau NOMINATED Hack for Treasurer. There were no other nominations. Hack was ELECTED as Treasurer by UNANIMOUS ROLL CALL VOTE.

Sergeant-at-Arms: Mau NOMINATED Shiraki for Sergeant-at-Arms. There were no other nominations. Shiraki was ELECTED as Sergeant-at-Arms by UNANIMOUS ROLL CALL VOTE.

BOARD BUSINESS RELATED TO INITIAL CONVENING Hearing no objections, the Board will continue to meet every 2nd Wednesday of the Month at 7:00 p.m. on Webex with Kapalama Hale as the public location pending returning to Palolo Elementary School; retained recessing in September 2022, January 2023, and June 2023; and retained the oral testimony rules listed on the agenda of three (3) minutes and 10 minutes for presentations. NA Valenciano noted Palolo Elementary School is allowing the Board to return and Chair Frost noted it will be on the next agenda for action.

REPORTS OF MEMBERS ATTENDANCE AT OTHER PUBLIC MEETINGS: None.

FILLING OF VACANT BOARD SEATS: There is one (1) vacancy in each: Subdistrict 1, Subdistrict 2, Subdistrict 3, and Subdistrict 4. Resident Colin Scot Peros volunteered and provided a brief background. NA Valenciano previously verified Peros residency. Mau NOMINATED Peros for Subdistrict 1. There were no other nominations. Peros filled the Subdistrict 1 vacancy by UNANIMOUS ROLL CALL VOTE.

Chair Frost recessed the meeting at 7:48 p.m. NA Valenciano administered the Oath of Office to Peros.

Chair Frost called the meeting back to order at 7:49 p.m.

Peros entered the meeting at 7:49 p.m.; eight (8) members present.

ELECTED OFFICIALS

Congressman Ed Case: No representative present, no report given.

Councilmember Calvin Say: Councilmember Say shared his monthly newsletter regarding the Ala Wai food mitigation project, Palolo Valley pool reopening, Kuahea/Waiomao update, sidewalk repair, and Gardenia Street water quality concerns.

Questions, comments, and concerns followed: Kuahea/Waiomao Project: Shiraki requested a temporary sidewalk/road at Kuahea Street. Shiraki asked and Councilmember Say reported there are a number for requests to maintain the vacant/condemned property, added a resident built an extension encroaching onto the sidewalk.

Mayor Rick Blangiardi's Representative: Trish La Chica highlighted the Mayor's newsletter regarding the City budget, storm water strategic plan, Sand Island Wastewater Treatment Plant upgrade, the City's Fiscal Recovery Fund Economic and Workforce Development survey, and Real Property Assessment Division (RPAD) audit letters.

Onishi entered the meeting at 8:04 p.m.; nine (9) members present.

Questions, comments, and concerns followed:

1. Bed Bugs: Shiraki reported bed bugs at Palolo Housing and La Chica replied Palolo Housing under the Hawaii Public Housing Authority (HPSA) jurisdiction. Councilmember Say added it is a State concern.

2. Kuahea/Waiomao Update: Chair Frost noted a number of community concerns about the Kuahea/Waiomao project and requested and update at the August 2022 Board meeting. Councilmember Say noted Scott Ishikawa is a point-of-contact for this project.

Kawamoto exited the meeting at 8:10 p.m.; eight (8) members present.

Governor David Ige's Representative: Cat Awakuni-Colon shared the newsletter highlighting Covid-19 updates, booster shots, and the Governor's bill list update.

Questions, comments, and concerns followed: Homeless: Shiraki suggested prioritizing homeless locals.

Representative Jackson Sayama: Representative Sayama noted park cleanup events, reported a string of break-ins on Sierra Drive, and provided the Governor's veto bills update.

Questions, comments, and concerns followed: Gambling: Onishi inquired and Representative Sayama reported the gambling bill did not receive a second hearing because of the pushback, however there may be a number of gambling bills come up. Onishi inquired and Representative Sayama shared being open-minded of gambling if well-maintained and enforced. Hack suggested adding a provision to treat gambling addiction. Shiraki shared his stance against gambling and lesbian, gay, bisexual, transgender and queer or questioning (LGBTQ) in schools.

Senator Les Ihara Jr.: No representative present, no report given.

RESIDENTS/COMMUNITY CONCERNS:

Dog Attack: Resident Royce reiterated the dangerous dog report earlier with HPD. The Board discussed what actions to take moving forward such as speaking with a civil attorney to look into the case or involving the Hawaiian Humane Society, however it is a difficult situation.

Gardenia Street Water Quality Concerns: Resident Emily Medeiros reported from January 2022 their water was unsafe and their family began developing symptoms. BWS tested the water but no contaminants were identified. The Board discussed this issue and suggested contacting Representative Sayama to get in contact with the Department of Health to conduct tests/take action.

BOARD BUSINESS

Approval of Minutes from Wednesday, May 11, 2022: Shiraki MOVED and Mau SECONDED the Motion to Approve the minutes from the Wednesday, May 11, 2022 regular meeting as written. Hearing no objections, the Motion was APPROVED by UNANIMOUS CONSENT.

Consideration of Haiku Stairs Resolution: Resident Bill Hicks representing the Friends of Ha�ik Stairs shared a vast majority provided testimony in support of saving the stairs, however there are still plans for its removal. The resolution asks that the City halt their plans to remove the stairs, properly evaluate/develop a plan, and allow the community to explore alternatives. The Board discussed the issue and a number of alternatives such as implementing fines, waivers, and/or managing the entry like Diamond Head and Hanauma Bay to limit hikers and a shuttle service to relieve trespassing in the neighborhood.

Hack MOVED and Nakayama SECONDED the Motion to Adopt the Haiku Stairs Resolution. The Motion FAILED; 5-1-2 (Aye: Frost, Hack, Nakayama, Peros, Turbin; Nay: Shiraki; Abstain: Mau and Onishi).

ANNOUNCEMENTS: Hack announced Sharon Schneider's memorial service is on Wednesday, July 20, 2022.

P lolo Neighborhood Board's Next Meeting: P lolo Neighborhood Board's Next Meeting will be on Wednesday, August 10, 2022 at 7:00 p.m. on WebEx. Public location: Kapalama Hale. Chair Frost reported he will be off-island for the next meeting, however the Board is in very capable hands.
