1. CALL TO ORDER [0:00:06]

Vice Chair Mau called the meeting to order at 7:05 p.m. Quorum WAS established with eight (8) members present. Note: This 13-member board requires seven (7) members to establish a quorum and to take official Board action.

Board Members Present: Dallas Ige, Juanita Kawamoto, Beverly Mau, Dean McColgan, Darlene Nakayama, Earl Shiraki, Derek Turbin, and Randolph Hack.

Board Members Absent: Colin Peros and Rusti Onishi.

Guests: Captain Lau (HFD); Dominic Dias, Manager Ernie Lau, Deputy Manager Erwin Kawata, Kathleen Pahinui, Steven Norstrom, Stella Bernardo, Joe Cooper, Jadine Urasaki (BWS); Dr. Reid Kuba (Jarrett Middle School); Councilmember Calvin Say, Melvia Kawashima, Janel Denny, Pua Smith-Kauhane; Representative Jackson Sayama; Bill Chismar, Dale Kobayashi (Residents); Logan Hutchinson (NCO). • October 2023 Statistics: There were two (2) nuisance fires, one (1) activated alarm (no fire), 45 medical emergencies, four (4) motor vehicle crashes/collisions, and one (1) mountain rescue.

• Safety Tip: Holiday Cooking Safety - Keep everyone safe this holiday season. Thanksgiving is the peak day for home cooking fires with more than three times the daily average for such incidents. Christmas Day and Christmas Eve rank second and third, with both having nearly twice the daily average. Unattended cooking is by far the leading contributing factor in cooking fires and fire deaths. Stay in the kitchen and focus on the food when you are cooking on the stove top. Stay in the home when cooking your turkey, and check on it frequently. If you want a fried turkey, purchase it from a grocery store, restaurant or buy a fryer that does not use oil. Turkey fryers that use cooking oil are not safe. These fryers use large amounts of oil at high temperatures, which can cause devastating burns. Consider purchasing an infrared fryer, air fryer, or electric turkey fryer, that has been listed by a qualified testing laboratory. Do not leave fryers unattended when in use. Honolulu Police Department (HPD) [0:05:31]: No representative present. No report provided.

There was one (1) water main break in the past month. There are two (2) upcoming projects in the area which are 1) Waiomao 8-inch mains and 2) Palolo Water System Improvements III. BWS is participating in the Honolulu City Lights Parade on December 2, 2023. BWS Manager Ernie Lau introduced members of his team and provided an update on Red Hill.

3. RESIDENTS'/COMMUNITY CONCERNS [0:28:19]

Palolo District Park Field Lights [0:28:53]: Resident Bill Chismar requested that once new lights at the Palolo District Park field are funded that the lights please be shielded. In the past, lights from the field were not shielded and so light would shine or be visible to homes on the 10th Avenue side.

4. PRESENTATIONS [0:30:15]

BWS Proposed 5-Year Water Rate Schedule [0:30:21]: Jadine Urasaki presented on the proposed updates to water rates and charges, which a copy of can be found at https://drive.google.com/file/d/1fNYpB7O_U4SB_1tfmxN4QED5AtY-iI3v/view?usp=drive_link. Jarrett Middle School [0:48:38]: Jarrett Middle School Principal Dr. Reid Kuba presented on things going on at the school, highlighting enrollment, after school activities, partnerships, and budget. Dr. Kuba emphasized that morals they wanted to instill in their students were to be caring and responsible. Recent challenges the school faces are staffing and budget concerns due to increases in disadvantaged students and students where English is their second language.

Filling of Vacancies - One (1) Subdistrict 2, One (1) Subdistrict 3, One (1) Subdistrict 4 [0:58:47]: No volunteers at this time.

Consideration of Representation in the 2023 Kaimuki Christmas Parade [0:59:40]: Hack MOVED and Kawamoto SECONDED for the Palolo Neighborhood Board No.6 to participate in the Kaimuki Christmas Parade on Thursday, December 2, 2023 [1:05:11]. Hearing no discussion, the board conducted a voice vote. The motion WAS ADOPTED; 8 - 0 - 0 (Aye: Hack, Ige, Kawamoto, McColgan, Nakayama, Shiraki, Turbin, Mau; Nay: None; Abstain: None) [1:05:28].

Consideration of a Christmas Party During the December Palolo Neighborhood Board Meeting [1:05:48]: Hack MOVED and Turbin SECONDED to hold a Holiday Party/Potluck after the Palolo Neighborhood Board No.6 December meeting [1:06:49]. Discussion followed. Hearing no further discussion, the board conducted a voice vote. The motion WAS ADOPTED; 8 - 0 - 0 (Aye: Hack, Ige, Kawamoto, McColgan, Nakayama, Shiraki, Turbin, Mau; Nay: None; Abstain: None) [1:07:29].

Reconsideration of Meeting Format [1:08:05]: Board members asked clarifying questions and weighed the pros and cons of changing the current meeting format which is to have in-person attendance at Palolo Elementary and online/virtual attendance via WebEx.

Hack MOVED and Shiraki SECONDED to have in-person attendance only at the Palolo Neighborhood Board No.6 meetings [1:19:35]. Discussion followed. Hearing no further discussion, the board conducted a roll call vote. The motion WAS NOT ADOPTED; 1 - 5 - 2 (Aye: Shiraki; Nay: Hack, Kawamoto, McColgan, Nakayama, Turbin; Abstain: Ige, Mau) [1:25:24].

Approval of Regular Meeting Written Summary for Video Record from Wednesday, October 11, 2023 [1:26:40]: Hack MOVED and Kawamoto SECONDED to approve the Wednesday, October 11, 2023 Regular Meeting Written Summary for Video Record as written [1:26:51]. Discussion followed. Hearing no further discussion, the board conducted a vote by show of hands. The motion WAS ADOPTED; 7 - 1 - 0 (Aye: Hack, Ige, Kawamoto, Mau, Onishi, Turbin, Peros; Nay: Shiraki; Abstain: None) [1:32:27].

Due to needing to depart, Vice Chair Mau called for a recess at 8:38 p.m. [1:33:42].

After being passed the gavel, Member Hack called the meeting back to order at 8:40 p.m.; seven (7) members present [1:36:06].

6. ELECTED OFFICIALS [1:36:14]

Congressman Ed Case [1:36:14]: No representative present. No report provided.

Councilmember Calvin Say [1:36:22]: Councilmember Say gave his report and was available for questions. Councilmember Say shared he will try to be in attendance in-person at the Palolo Neighborhood Board No.6 meetings if that is what the board wishes but it may be difficult as he reports to seven (7) neighborhood boards. Representative Jackson Sayama [1:47:05]: Representative Sayama reported on the emergency sirens in the area not being operational and next steps to prioritize getting those fixed. Representative Sayama has been active at schools in the area to research what types of items should be included in the capital improvement projects (CIP) for the next fiscal cycle. Homeowner's insurance is expected to go up. "Everything is getting more expensive." Efforts will be a priority to mitigate these rising costs.
