I. CALL TO ORDER - [0:00:01]: 6:02 p.m.

Chair Welch called the meeting to order at 6:02 p.m. Quorum was established with nine (9) members present. Note - This 15-member Board requires eight (8) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

Board Members Present: Julia Allen, David Beutel, Rafia Hasina, Angie Knight, Margaret Murchie, Arleen Velasco, Winston Welch, Dylan Whitsell, Bruce Wong, Dan Decker (6:03 p.m.) and Michelle Matson (6:04 p.m.).

Board Members Absent: Wendell Murakawa and Linda Wong.

II. FILLING OF BOARD VACANCIES - [0:02:11]

Diamond Head Sub-District 3 - Two (2) Seats [0:02:11]: No volunteers at this time.

Matson joined at 6:04 p.m.; 11 members present.

III. PUBLIC SAFETY REPORTS - [0:02:51]

• November 2023 Statistics: There was one (1) structure fire, one (1) nuisance fire, three (3) activated alarms (no fire), 63 medical emergencies, seven (7) motor vehicle crash/collisions, and one (1) hazardous materials incident.

November 2023 Statistics: There were 10 robberies, nine (9) burglaries, 139 thefts, 21 unauthorized entry into motor vehicle (UEMV's), 38 assaults, four (4) sex crimes, 26 bike/skateboard on sidewalks citations, seven (7) speeding citations, 1,362 parking citations, 19 park closure citations, and 4,345 total calls for service. Honolulu Police Department (HPD) District 7 - [0:09:48]: Lieutenant Nishimura reported the following:

• November 2023 Statistics: There were 19 motor vehicle thefts, four (4) burglaries, 14 thefts, eight (8) unauthorized entry into motor vehicle (UEMV's), and 6,161 totals calls for service.

IV. BWS, KCC, & PUBLIC EVENTS NOTICES/ANNOUNCEMENTS - [0:18:14]

Board of Water Supply (BWS) - [0:18:26]: Kathleen Elliott-Pahinui (Public Information Officer) provided the report and highlighted the following: 6-inch water main break on Thursday, November 30, 2023 at 3134 Monsarrat Avenue; construction updates regarding the Diamond Head fencing project and Water System Improvement project along Monsarrat Avenue.

Kapiolani Community College (KCC) - [0:23:25]: Dean Carol Hoshiko provided the report and highlighted the following: Roy Yamaguchi was selected as the Director of the Culinary Institute of the Pacific; the KCC Fall Commencement Ceremony will be held at Diamond Head Theatre; a Career & Technical Education event is scheduled for Thursday, February 22, 2024.

Public Events Announcements - [0:27:45]: Frank Floyd (Mid-Pacific Road Runners Club) announced the following upcoming races: (1) Chapson Diamond Head Dash 8K Race on Sunday, January 21, 2024 at 7:00 a.m. (2) Johnny Faerbar 10K Race on Sunday, February 4, 2024 at 7:00 a.m. More information can be found at: https://mprrc.com/

V. COMMUNITY CONCERNS & OPEN PUBLIC TESTIMONY - [0:30:01]

Concerns Regarding the Pahoa Ridge Development - [0:31:11]: K. Ishii announced that the Hawaii Housing Finance & Development Corporation HHFDC gave the "green light" today for the Pahoa Ridge Development project and raised several concerns she has with the project's location.

VI. PRESENTATIONS - [0:36:52]

Primary Urban Center Development Plan Revisions Proposed by the Department of Planning and Permitting (DPP) Specific to Kapahulu - [0:36:52]: Chair Welch announced that this presentation has been postponed to the next agenda. As it relates to the topic, Matson (Chair of the Planning & Zoning Committee) provided her report from the December 2023 Planning & Zoning Committee meeting. Matson highlighted that she submitted individual testimony to the Planning Commission and drafted a resolution for Board consideration on Kapahulu height restrictions, density and view protections.

Hearing no objections, the agenda was taken out of order to hear item VII.A. at this time.

VII. RESOLUTIONS for Board Action - [1:00:24]

Resolution Concerning Proposed Revisions to the Primary Urban Center Development Plan (PUC-DP) - [1:00:24]: Public testimony on the draft resolution was heard at this time. [1:04:47] - Murchie MOVED and Decker SECONDED to adopt the resolution concerning proposed revisions to the Primary Urban Center Development Plan as written. Discussion followed. Hearing no further discussion, the Board conducted a roll call vote. The motion WAS ADOPTED; 8-1-1 (Aye: Allen, Decker, Hasina, Matson, Murchie, Velasco, B. Wong, Welch; Nay: Beutel; Abstain: Knight) - [1:19:01].

Chair Welch called a five (5) minute recess at 7:23 p.m.

Chair Welch called the meeting back to order at 7:28 p.m.

VI. PRESENTATIONS (CONTINUED) - [1:21:37]

Ala Wai Canal Flood Mitigation Draft Environmental Impact Statement (DSEIS) - [1:21:37]: Dave Watase presented information, personal testimony, and a draft resolution for Board consideration in opposition of the Ala Wai Canal Flood Mitigation Project proposal to construct a six (6) foot tall flood wall along the Ala Wai Canal. Watase highlighted that the resolution requests that the U.S. Army Corp of Engineers (USACE) establish an official Community Advisory Group that consists of members representing each of the neighborhood board communities of the Ala Wai Watershed and that the City and County of Honolulu defer entering into any partnership agreement with the USACE until all community concerns are sufficiently addressed.

VII. RESOLUTIONS for Board Action (CONTINUED) - [2:04:40]

Resolution Concerning the Most Recent Ala Wai Flood Risk Management Plan Proposal - [2:04:40]: Chair Welch transitioned from the presentation by Dave Watase to this item following the post-presentation discussion. [2:05:10] - Decker MOVED and Murchie SECONDED to adopt the resolution concerning the most recent Ala Wai Flood Risk Management Plan proposal. Discussion followed. Hearing no further discussion, the Board conducted a roll call vote. The motion WAS ADOPTED; 10-0-0 (Aye: Allen, Beutel, Decker, Hasina, Knight, Matson, Murchie, Velasco, B. Wong, Welch; Nay: None; Abstain: None) - [2:09:45].

Resolution Concerning the Continuing Construction Staging Area at the Ala Wai Golf Course Entrance - [2:11:45]: In the interest of time, Chair Welch announced that he would like to postpone this resolution to the next meeting and noted that the construction company is in the process of moving out of the Ala Wai Golf Course property. Vance Tomasu (Hawaii Dredging Construction Company - HDCC) introduced himself and explained that HDCC wants to be good neighbors and asked for the community's patience as they relocate their operations.

VIII. ELECTED OFFICIALS' REPORTS - [2:15:15]

U.S. Congressman Ed Case's Representative - [2:15:15]: No representative present.

U.S. Senator Mazie Hirono's Representative - [2:15:22]: No representative present.

U.S. Senator Brian Schatz's Representative - [2:15:26]: No representative present.

Senator Les Ihara, Jr. - [2:15:38]: Senator Ihara provided his report and highlighted the following: Senator Ihara will request a time extension on the public comment period regarding the Ala Wai Flood Mitigation Project and will consider staffing a community advisory committee; comments on the latest Primary Urban Center Development Plan and 201H applications.

Representative Jackson Sayama - [2:34:05]: No representative present at this time. This item was taken up later in the meeting.

Mason highlighted that Senator Chang hosted a Housing Conference in November 2023, and the State Legislature is currently hiring staffers for the 2024 session.

Director Krucky noted that he will work on scheduling a representative from the Department of Transportation Services to attend a future meeting to discuss the Complete Streets project, and the Neighborhood Commission Office is currently hiring. Director Krucky also responded to follow-up questions raised at the previous meeting.

Councilmember Calvin Say - [2:41:44]: Melvia Kawashima provided the report and highlighted the following: Councilmember Say's participation in holiday events; a conversation on highest and best use land relating to the Pahoa Ridge Development.

Representative Jackson Sayama - [2:46:28]: Representative Sayama provided his report and highlighted the following: property insurance for single-family and condominiums; double poles issues with the Hawaiian Electric Company (HECO); moped insurance; workforce readiness; and other legislative priorities.
