1. CALL TO ORDER [0:00:05]

Chair Peros called the meeting to order at 7:06 p.m. Quorum WAS established with nine (9) members present. Note: This 13-member board requires seven (7) members to establish a quorum and to take official Board action.

Board Members Present: Colin Peros, Randolph Hack, Dallas Ige, Juanita Kawamoto, Beverly Mau, Dean McColgan, Darlene Nakayama, Earl Shiraki, Derek Turbin, and Ranell Asuega Fualaau (sworn in at 8:24 p.m.).

Board Members Absent: Rusti Onishi.

Guests: Dominic Dias (BWS); DPR Director Laura Thielen, Dori Amano-Mitsui; Pua Smith-Kauhane, Janel Denny, Andrew Phomsouvanh (Councilmember Say); Nimue Patton, Christopher Pascua (CERENE); Kiele Amundson (Governor Green); Representative Jackson Sayama; Senator Les Ihara Jr.; Alexander Eteuati, Olivia Poblacion, Kaydi Fukunaga, Dahlia Asuega (Guests); Logan Hutchinson (NCO). 2. MONTHLY REPORTS [0:00:42]

Honolulu Fire Department (HFD) [0:00:42]: No representative present. • January 2024 Statistics: There was one (1) structure fire, one (1) nuisance fire, two (2) activated alarms (no fire), 39 medical emergencies, and one (1) motor vehicle collision with pedestrian.

• Safety Tip: Don't Stall, Call 911 - Call 911 right away when there is an emergency. Once the operator is on the line, speak clearly and provide an accurate description of the type of emergency and the location. Remain calm. The operator may ask for additional information or provide instructions. If you find yourself in a spot where you do not have good reception for voice communication (e.g. in an elevator or while hiking), you can text your emergency to 911. 3. RESIDENTS'/COMMUNITY CONCERNS [0:04:09]

Fire on 10th Avenue [0:04:27]: Member Kawamoto raised a concern about a fireworks fire that happened in the past week near 10th Avenue. 4. PRESENTATIONS [0:21:03]

P lolo Valley District Park [0:21:03]: Chair Peros spoke about the Board's community event on Saturday, January 27, 2024 and thanked the partners and those who attended. Department of Park & Recreation (DPR) Director Laura Thielen presented on the improvements made at P lolo District Park since 2017. 5. BOARD BUSINESS [1:11:18]

Hearing no objections, Chair Peros took the agenda out of order [1:11:18].

Resolution Urging the Blangiardi Administration to Include Funding for Outdoor Court Lighting and Other Improvements at P lolo Valley District Park in the Capital Budget Bill for 2024 [1:11:18]: A draft of the resolution can be viewed at https://drive.google.com/file/d/1VIUWzE5eWwuQmFwghC8SFpZIHi1RiZGR/view?usp=drive_link. Turbin MOVED and Mau SECONDED to adopt the resolution as written [1:11:38]. Hearing no discussion, the Board conducted a voice vote. The motion WAS ADOPTED; 9 - 0 - 0 (Aye: Hack, Ige, Kawamoto, Mau, McColgan, Nakayama, Shiraki, Turbin, Peros; Nay: None; Abstain: None) [1:12:46].

Filling of Vacancies - One (1) Subdistrict 2, One (1) Subdistrict 3, One (1) Subdistrict 4 [1:14:00]: Ranell Asuega Fualaau volunteered to fill the subdistrict 2 vacancy and shared a bit about herself. Mau nominated Ranell Asuega Fualaau [1:19:37]. Hearing no other nominations, the board conducted a roll call vote. Ranell Asuega Fualaau was appointed to the subdistrict 2 vacancy; 9 - 0 - 0 (Asuega: Hack, Ige, Kawamoto, Mau, McColgan, Nakayama, Shiraki, Turbin, Peros; Nay: None; Abstain: None) [1:19:59].

In order to have the Neighborhood Assistant (NA) administer the oath of office to Member Asuega, Chair Peros called for a recess at 8:23 p.m. [1:21:16].

Chair Peros called the meeting back to order at 8:26 p.m.; 10 members present [1:24:23].

Permitted Action Group (PIG) - Trees for P lolo [1:24:43]: This agenda item was deferred until a determination on the federal grant related to this topic is made.

Approval of Regular Meeting Written Summaries for Video Record - Wednesday, November 8, 2023; Wednesday, December 13, 2023 [1:25:02]: Mau MOVED and Kawamoto SECONDED to approve both the written summaries for video record as written [1:25:25]. Discussion followed. Hearing no further discussion, the board conducted a voice vote. The motion WAS ADOPTED; 9 - 1 - 0 (Aye: Asuega, Hack, Ige, Kawamoto, Mau, McColgan, Nakayama, Turbin, Peros; Nay: Shiraki; Abstain: None) [1:26:47].

Representative Jackson Sayama [1:32:54]: Chair Peros thanked Representative Sayama for being present at the Board's event at P lolo District Park on Saturday, January 27, 2024. Representative Sayama reported that there is a work order out for the repair of the emergency siren in P lolo Valley, with it set to complete by the end of the 2024. Representative Sayama highlighted the legislative session including his two (2) priority bills relating to mandatory moped insurance and special fund for pharmacists both still being alive. Senator Les Ihara Jr. [1:49:34]: Senator Ihara provided a handout that lists Capital Improvement Project (CIP) budget items that support P lolo from 2021-2023, which a copy of can be found at https://drive.google.com/file/d/1Lr_e-5D0JeBf-lYVEiZn4amZIvYwkIUW/view?usp=drive_link. Senator Ihara explained his history in legislature as well as the processes that have changed through out his tenure. Senator Ihara is looking into getting a temporary emergency siren for the valley and what the threshold/requirement is for something like that to be installed. Next Meeting: The P lolo Neighborhood Board No.6 is tentatively scheduled to hold its next meeting on Wednesday, March 13, 2024 at 7:00 PM at P lolo Elementary School and online via WebEx.
