1. CALL TO ORDER -- [0:00:13]: Chair Ranell Asuega-Fualaau called the Pālolo Neighborhood Board No. 6 meeting to order at 7:00 p.m. Seven (7) members present. Quorum was established. Note: This 9-member Board requires five (5) members to establish a quorum and to take official Board action.
Board Members Present: Randolph Hack, Kaleolani Leo, Darlene Nakayama, Andrew Phomsouvanh, Earl Shiraki, Keenan Tydingco, and Ranell Asuega-Fualaau.
Board Member(s) Absent: Sean Aronson.
Guests: Firefighter Kaulana Vares (Honolulu Fire Department); Lieutenant Nakamura (Honolulu Police Department); Warren Mamizuka (Mayor Rick Blangiardi); Kiele Amundson (Governor Josh Green); Kylie Tokujo (Councilmember Scott Nishimoto); William Malina, Mike Buck (Residents); Camilia Epa Gomes (Neighborhood Commission Office (NCO). Note: Name was not included if not legible. There were 10 total participants.

Honolulu Fire Department (HFD) -- [0:00:52]: Firefighter Kaulana Vares provided the report and highlighted the following: incident statistics for June 2025; and safety tips for the month to help mitigate wildfires.

The Board elected Asuega-Fualaau as Chair; 7-0-0 (Asuega-Fualaau: Hack, Leo, Nakayama, Phomsouvanh, Shiraki, Tydingco, Asuega-Fualaau; Nay: None; Abstain: None) -- [0:25:11].
Election of Board Officers -- Vice Chair -- [0:25:28]: Nakayama nominated Phomsouvanh for Vice Chair. Hearing no other nominations, the Board conducted a roll-call vote. The Board elected Phomsouvanh as Vice Chair; 7-0-0 (Phomsouvanh: Hack, Leo, Nakayama, Phomsouvanh, Shiraki, Tydingco, Asuega-Fualaau; Nay: None; Abstain: None) -- [0:27:04].

Determination of Meeting Date, Time, Location, Format (Virtual Component) -- [0:31:54]: The Board held a discussion on suggested days for the Board to consider.
[0:39:10] -- Asuega-Fualaau MOVED and Tydingco SECONDED to retain the previous term's meeting date/time/ location/format: Second Wednesday/7:00 p.m./Palolo Elementary School Cafeteria/with virtual component. Hearing no objections, the motion was ADOPTED; 7-0-0 (Aye: Hack, Leo, Nakayama, Phomsouvanh, Shiraki, Tydingco, Asuega-Fualaau; Nay: None; Abstain: None) -- [0:39:50].
Board Recess Schedule -- [0:39:56]: Chair Asuega-Fualaau recommended for the Board to recess September 2025, January 2026, and June 2026.

Adoption of Oral Testimony Rules -- [0:42:34]: Hearing no objections, the Board retained the previous term's oral testimony rules: three (3) for community input and five (5) minutes for presentations; 7-0-0 (Aye: Hack, Leo, Nakayama, Phomsouvanh, Shiraki, Tydingco, Asuega-Fualaau; Nay: None; Abstain: None) -- [0:43:30].
Formation of Committees -- [0:43:31]: Chair Asuega-Fualaau asked if any Board member is interested in forming a committee. There were none at this time.

Congressman Ed Case's Representative -- [0:45:34]: No representative present.
Councilmember Scott Nishimoto -- [0:45:45]: Kylie Tokujo provided the report and shared the budget allocations for District 5 that was passed at the full City Council budget hearing that was held on Wednesday, June 4, 2025. She noted that over two million dollars was allocated for Pālolo Valley District Park design and construct sustainable and resilient improvements.

Mayor Rick Blangiardi's Representative -- [0:50:47]: Warren Mamizuka provided follow-up responses for concerns raised at last month's Board meeting on the following: updates on the federal-to-municipal hiring initiative; parking lot lights for the Pālolo Valley District Park Pool area; and addressing illegal fireworks in Pālolo Valley.

Governor Josh Green's Representative -- [0:58:57]: Kiele Amundson provided the report and highlighted various updates. Governor Green announced the appointment of Dori Booth as Hawaii's new state Fire Marshal on Monday, June 2, 2025, reviving a critical public safety position that has been vacant for nearly 46 years. On June 27, 2025 Governor Green signed five bills into law and noted House Bill (HB) 427 which renames the Department of Agriculture as the Department of Agriculture and Biosecurity and additional amendments. On June 27, 2025 the Hawaiʻi Green Growth Business Program recognized 45 Hawaiʻi Businesses and events for their commitment to energy and water efficiency, waste reduction, pollution prevention and community involvement, as well as cultural and natural resource reservation. On June 30, 2025, Governor Green signed into law House Bill (HB) 1483 relating to illegal fireworks. On July 1, 2025, the Hawaiʻi Department of Health launched Vision Zero, which is a public service announcement campaign to raise awareness for Hawaiʻi's commitment to eliminate all traffic debts and serious injuries on our roads. A follow-up response was provided on a question raised last month on the emergency sirens in Pālolo Valley.

Approval of Regular Meeting Written Summaries for Video Record: Wednesday, May 14, 2025 -- [1:07:40]: Member Hack provided comments on making sure the format of the meeting minutes is aligned with the requirements set forth by the Office of Information Practices. No further action was made.
8. ANNOUNCEMENTS -- [1:08:34]
Next Meetings -- Pālolo Neighborhood Board No. 6 -- [1:08:35]: The next regular meeting is scheduled for Wednesday, August 13, 2025 at 7:00 p.m. at Pālolo Elementary School and online via WebEx.
ʻŌlelo Rebroadcasts: Rebroadcasts of the Pālolo Neighborhood Board No.6 meetings are scheduled each month on ʻŌlelo channel 49 on the fourth Thursday at 9:00 p.m. and the first and third Sundays at 12:00 p.m. and that an archive of meetings may be found online.
Go-Greener E-Waste Recycling Event -- [1:09:00]: Member Nakayama shared an announcement that Pālolo Chinese Home is hosting an e-waste recycling event on Saturday, July 26, 2025 from 8:00 a.m. to 12:00 p.m. They will also be accepting donations for other charitable organizations such as the Hawaiʻi Foodbank, Goodwill, and the Lions Club. This event is a collaboration between Pālolo Chinese Home, Battery Bill, and E-Opala Computer Recycling Center. It's the first of its kind in Pālolo and is a fundraiser for the Pālolo Chinese Home.
