DRAFT TRAFFIC & PUBLIC SAFETY COMMITTEE MEETING MINUTES
TUESDAY, OCTOBER 7, 2025 AT 6:00 P.M.
KAIMUKĪ PUBLIC LIBRARY MEETING ROOM -- 1041 KOKO HEAD AVENUE, HONOLULU, HI 96816
1. CALL TO ORDER: Co-chair Knight called the meeting to order at 6:07 p.m. Quorum WAS NOT established with 2 members present. This 8-member committee requires 4 members to establish a quorum and to take official action.
Committee Members Present: Angie Knight (Co-chair) and Rafia Hasina.
Committee Members Absent: Margaret Murchie (Co-chair), Julia Allen, Michelle Matson, Samo Rozman, Arlene Velasco, and Bruce Wong.
Guests: Kelly Akasaki, Max Kalhammer, and Bekah Stinehour (City and County of Honolulu Department of Transportation Services); Reyn Kaupiko and Jason Hanley (Residents/Guests).
Co-chair Knight recommended switching the order of the meeting to allow time in case more community members arrive for the parking demonstration exercise. Those in attendance agreed.
2. DISCUSSION OF PARKING/TRAFFIC CONCERNS
Kelly Akasaki announced a few updates. The intersection of Makalei Place and Diamond Head Road is slated to become a 4-way stop, speed bumps on Coconut Avenue, and the crosswalks on 2nd and 4th Avenue on Waialae Avenue will be re-striped. Co-chair Knight shared gratitude that the previous day, the 2nd and 4th Avenue crosswalks were painted. Knight shared concerns emailed by community members, including the Biki Bike Station at the 3700 block of Kanaina Avenue. Akasaki shared that the intersection was reviewed and was found to be within legal limits for emergency vehicle passage. There are no plans to move the Biki bike station at this time. Knight mentioned parking in no-parking zones along St. Louis Heights. Akasaki asked for specific intersections of feeder streets, and Knight to follow up. Kaupiko asked about Biki bikes and the number of cars on Oahu. Knight requested an updated timeline for the solar-powered push-button indicators that were previously announced to be installed at those intersections. Hasina shared concerns about people feeding cats outside of City Mill, the crosswalk at 2nd and Waialae Avenue, and the rubbish in Palolo Stream. Akasaki advised contacting the Department of Facilities Maintenance (DFM) for stream clean-up. Knight asked if anything can be done regarding 1st Avenue, as many do not stop at the line as the sign says to do. Knight shared that a survey of Leahi Avenue between Monsarrat Avenue and Noela Drive was submitted as testimony. Discussion about police presence for parking and driving enforcement followed.
3. PARKING DEMONSTRATION
Bekah Stinehour and Max Kalhammer from the Department of Transportation Services (DTS) HNL Connect Transportation Demand Management (TDM) program introduced exercise and meeting attendees participated. Kalhammer shared that DTS is reviewing utilization of parking stalls via the parking meters, and there is a possibility of looking into varied rates in different areas based on parking demand.
Co-chair Knight asked about the possibility of the Diamond Head area becoming a Restricted Parking Zone (RPZ) like Kalihi Valley. Kalhammer asked if there were metered stalls and paid parking areas available. Knight noted that the area is already congested, and there is local concern about large-scale events and parades around Kapiolani Park, as many streets are blocked off for parking, preventing residents from parking near their homes. Kalhammer shared that only one zone can be added per year per the City Council, states community voice is vital in both advocating for the zone and shaping the zone's area and restrictions. Kalhammer offered to present on the RPZ initiative at a regular Neighborhood Board No. 5 meeting. Knight will follow up. Discussion followed.
4. ADJOURNMENT: Co-chair Knight adjourned the meeting at 7:40 p.m.
