I. CALL TO ORDER [0:00:00]: Chair Kang called the meeting to order at 6:30 p.m. Quorum was established with 8 members present. Note: This 11-member Board requires six (6) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

Board Members Present: Brian Kang, Judi-Ann Smith-Kauhane, Stacey Arnold, Becky Gardner, Paul Hoe, Kelsie Aguilera, Joyce Murakami, and Jason DeMarco.

Board Members Absent: James Logue and Travis Saito.

Guests: Firefighter Carr (Honolulu Fire Department); Lieutenant Nishimura (Honolulu Police Department), Lorna Heller (Board of Water Supply); Mark Wong (Mayor Blangiardi & Department of Information Technology); Judi-Ann Smith-Kauhane (Councilmember Say's Office); Adam Doo (Council Chair Tommy Waters' Office); Faith Quintua (Senator Stanley Chang's Office); State Senator Les Ihara Jr.; State Representative Jackson Sayama; Eric McCutheon (Hawaii Bicycle League); Carol Hoshiko; Elwood, Toni Robinson, Lot Lau, Justin Murata (Residents); Jeffrey Jones (Neighborhood Commission Office). III. CITY MONTHLY REPORTS [0:02:03]:

Honolulu Fire Department (HFD) [0:02:06]:

• December 2023 Statistics: There were 7 activated alarms (no fire), 54 medical emergencies, 1 motor vehicle collision with pedestrian, 2 motor vehicle crash / collision, 1 mountain rescue, and 1 hazardous materials incident.

Honolulu Police Department (HPD) [0:05:36]: Lieutenant Nishimura reported the following.

December 2023 Statistics: There were 8 motor vehicle thefts, 9 burglaries, 29 thefts, 14 unauthorized entries into motor vehicles (UEMVs), and 6,355 total calls for service.

Safety Tip: Home security tips were provided.

Board of Water Supply (BWS) [0:08:14]: Lorna Heller reported the following.

• Water Main Breaks: There was one main break for December 2023.

• Announcement: Lorna Heller shared about water conservation to start the new year.

IV. FILLING OF VACANCY [0:14:54]: Franklin Chung volunteered to fill the Subdistrict 3 vacancy. Following his introduction, a rollcall vote was PASSED with a vote of 8 AYES (Smith-Kauhane, Aguilera, Arnold, Gardner, Murakami, Hoe, DeMarco, Kang), 0 NAYS, and 0 ABSTAINS. Vote concluded [0:20:45].

V. PUBLIC INPUT [0:21:35]:

• Adopt a Park Contract Efforts [0:22:10]: Resident Lori Yamada shared her efforts to get an "Adopt a Park" contract for Mau umae Nature Park through the Department of Parks and Recreation (DPR).

[0:25:50] Appointed Board Member Franklin Chung joined the board.

• Community Announcements [0:27:31]: Calvin Hara from the Kaimuki Business and Professional Association (KBPA) shared about the upcoming community blood drive on January 25, 2024 and shared his appreciation for the participation during the Kaimuki Christmas Parade.

• Newly Planted Trees Concern [0:30:46]: Resident Elwood shared his concern regarding newly planted trees eventually growing larger than homes, sharing the trees he has seen on 14th and Harding. He shared there should be a height limit on trees being grown on personal property to avoid issues.

• Queen Theater Update [0:33:03]: Resident Adoree Yu shared her updates regarding the Queen Theater. The current plan is to develop the property using the Historic Rehabilitation Tax Credits at both state and federal levels. She also shared the increase in interest with leasing the property over the last few months.

• On Ramp Vision Concerns [0:40:00]: Member Chung shared his concern regarding excessive weed growth near the on ramp on Waialae near Lower Campus Road. The weeds get to a height that prevents drivers from seeing traffic while trying to get on the freeway.

VI. PRESENTATIONS [0:41:40]:

Proposed Kilauea Avenue Complete Streets Improvements [00:41:46]: Member DeMarco shared a Complete Streets presentation regarding various traffic calming measures that could be implemented along 16th Avenue, Mauka of Waialae Road. He provided diagrams of the potential addition to decreasing traffic lanes and adding protected bike lanes and middle turn lanes.

VII. RESOLUTIONS [1:02:25]:

Proposed Resolution Requesting Installation of Traffic Calming Measures on 16th Avenue, Mauka of Waialae Road [1:02:29]: Chair Kang opened the floor to any questions regarding the resolution that the board members viewed before the meeting. The resolution was submitted, which can be found at:

[1:03:25] Smith-Kauhane MOVED and Aguilera SECONDED to support the adoption of the proposed resolution requesting installation of traffic calming measures on 16th Avenue, Mauka of Waialae Road. Following discussion, a voice vote was conducted and PASSED with a vote of 9 AYES (Smith-Kauhane, Arnold, Gardner, Hoe, Aguilera, Murakami, DeMarco, Chung (appointed), Kang), 0 NAYS, and 0 ABSTAINS. Vote concluded [01:07:13].

VIII. COMMUNITY UPDATES [1:07:22]

Kaimuki Business and Professional Association (KBPA) [1:07:26]: Report given earlier in meeting.

Hawaii Bicycling League - Neighborhood Bike Leader [1:07:29]: Eric McCutcheon presented around the idea of "ESkates" which are battery powered, self-balancing roller skates. A presentation was submitted, which can be found at:

IX. ELECTED OFFICIALS' REPORTS [1:14:37]:

Mayor Rick Blangiardi's Representative [01:14:39]: Mark Wong provided the following report. Highlights and announcements were shared, which can be found at: https://www.oneoahu.org/newsletter. He addressed the Mayor's new year's message, an off leash dog park that will be in Salt Lake, and he announced the City won the Project of the Year award with their new software system. He also followed up with the update of the fitness court raised at the November 2023 meeting.

City Council Chair Tommy Waters [01:25:42]: City Council Chair Waters shared a few updates addressing speeding issues in various areas of the Kaimuki community, the installation of a speed monitoring trailer on 16th Avenue near Claudine Street, and also shared his support of the traffic calming measure resolution on 16th Avenue.

Report of Planning and Zoning Committee [02:05:55]: Member DeMarco shared what was discussed at the committee meeting November 23, 2023. He also shared the next committee meeting will be in February 2024, date pending.

Approval of November 30, 2023 Planning and Zoning Committee Minutes [02:06:33]: Hoe MOVED and Smith-Kauhane SECONDED to approve the November 30, 2023 Planning and Zoning Committee Meeting minutes. a voice vote was conducted and PASSED with a vote of 9 AYES (Smith-Kauhane, Arnold, Gardner, Hoe, Aguilera, Murakami, DeMarco, Chung (appointed), Kang), 0 NAYS, and 0 ABSTAINS.
