I. CALL TO ORDER [0:00:13]: Chair Kang called the meeting to order at 6:31 p.m. Quorum was NOT established with 5 members present. Note: This 11-member Board requires six (6) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

Board Members Present: Brian Kang, Woody Salhi, Becky Gardner, Franklin Chung, Audrey Abe.

Board Members Absent: Paul Hoe, Travis Saito, Kelsie Aguilera, Joyce Murakami, James Logue, Judi-Ann Smith-Kauhane.

Honolulu Fire Department (HFD) [0:00:38]: Fire Fighter Ho provided the monthly statistics for March 2025 and evacuation planning safety tips.

• Honolulu Community College Update [0:17:54]: Carol Hoshiko shared an update on the status of the Culinary Institute of the Pacific and upcoming scheduled community workshops.

Kaimuki Business and Professional Association (KBPA) [0:21:07]: Calvin Hara provided the report and highlighted the following: the KBPA started 79 years ago; the upcoming KBPA scholarship recipient's event; the next KBPA Adopt a Park cleanup day.

V. PRESENTATIONS [0:31:02]

Hawaii Bicycling League [0:31:06]: Eric McCutcheon provided a PowerPoint presentation explaining the Oʻahu Vision Zero Action Plan. He provided statistics of the traffic fatalities and areas in and around Kaimuki that are experiencing increased traffic accidents and fatalities and what is being done to mitigate and decrease these numbers.

Mediation Center of the Pacific [0:42:51]: Roberta Hickey-Gomez from the Mediation Center of the Pacific provided a PowerPoint presentation regarding the Early Eviction Mediation Program. This program is set to support landlords and tenants in resolving housing disputes before they escalate to eviction proceedings. The program is said to have a 90% agreement rate when mutual beneficial agreements are set between landlords and tenants.

Fire Prevention Education / Training [1:01:16]: Representatives from the Honolulu Fire Department and the American Red Cross provided a PowerPoint presentation helping educate and train the community on how to prevent house fires and what to do when one occurs. They covered the importance of electrical safety, the importance of smoke alarms, and the importance of having a fire escape plan.

Council Member Tommy Waters (City Council District 4) [1:28:19]: Adam Doo provided the report and highlighted the following: recognizing Kaimukī High School Principal Aiwohi being named Hawaiʻi's National Distinguished Principal of the Year; deliberations regarding sewer fee increases; Bill 18 regarding reducing plastic waste; exploring potential traffic safety measures.

State Senator Stanley Chang (Senate District 9) [1:37:25]: Zephanii Smith provided the report and highlighted the following: the legislature is entering conference; the public access room is still available; how to get in contact with the office; Capital Improvement Project highlights in the community.

State Senator Les Ihara, Jr. (Senate District 10) [1:42:03]: No representative present.

State Representative Tina Grandinetti [1:42:12]: No representative present.

State Representative Jackson Sayama (Representative District 20) [1:42:22]: Representative Sayama provided the report and highlighted the following: thanked HFD and the Red Cross for presenting; the legislature is entering conference; his office is starting an email outreach campaign; how to help track bills in the conference process;

Congressman Ed Case (Congressional District 1) [1:45:12]: No representative present.

VII. ANNOUNCEMENTS [1:45:20]

Traffic and Transportation Committee [1:45:50]: Member Abe provided an update regarding the recent work of the Traffic and Transportation Committee. She also provided visuals of areas in the community that need improvement.

IX. NEXT MEETING OF THIS BOARD [1:50:50]

The next regular meeting of the Kaimukī Neighborhood Board will be on Wednesday, May 21, 2025 at 6:30 pm, at the Kaimukī Public Library meeting room and remotely via WebEx
