Representation Is a Relationship

Welcome Subscribers to my Senate e-Newsletter #4 (see #1, #2, #3).

The people of our community have entrusted me for decades with something more than a public office. They've entrusted me with a civic relationship.

Reapportionment may have changed district boundaries, but the relationship with my community has not. My responsibility has remained the same: to care for the communities I represent while helping build a stronger Hawaiʻi for everyone.

Every election begins a civic relationship of trust. Through their vote, citizens entrust someone to carry their hopes, concerns, frustrations, and aspirations into legislative rooms that most cannot enter. That trust has guided my work throughout my years in the Senate.

My commitment to community has taken many forms. For example, I helped protect Diamond Head Crater and Waikiki surf sites; strengthened anti-crime efforts and responded to neighborhood concerns; supported long-term care and caregivers; and planned for the future of the Ala Wai Watershed and affordable housing crisis.

Much of my time and resources go into legislative work rather than regular communication. Looking back, I realize many constituents may have appreciated hearing from me more often, not only on legislation, but about what I was learning on their behalf. I also recognize that many people have become discouraged about government itself. Some wonder whether their voices still matter. I have heard that disappointment, and I have felt it too.

Over the years I have learned that laws matter. Budgets matter. Public projects matter. But I've also learned that the relationship between citizens and those they elect matters just as much. When trust weakens, even good work becomes difficult to see. Trust grows when people feel heard, when elected officials tell the truth, when relationships continue after Election Day, and when communities care for one another and share responsibility for the future. These are qualities of a healthy civic culture.

After forty years, I've come to believe that representation is something a community creates together with its representative. Citizens bring their experience, wisdom, hopes, and values. Their representative carries those hopes into public decision-making, then returns to listen again. And when citizens and those they elect continue building civic trust together between elections, democracy grows stronger.

My hope is that these newsletters become more than updates. I hope they become part of an ongoing civic conversation that strengthens trust between citizens and those they elect. Thank you for joining the conversation and sharing it with others.
