1. CALL TO ORDER [0:00:08]: Chair Kang called the meeting to order at 6:31 p.m.

2. ROLL CALL [0:00:21]: Neighborhood Assistant Hayashi conducted a roll call of board members. Quorum WAS established with 10 members present. This 11-member board requires six members to establish quorum and to take official Board action.

Board Members Present: Audrey Abe (Secretary), Kelsie Aguilera (Treasurer), John Arnest, Ann Castelfranco, Becky Gardner, Calvin Hara, Paul Hoe (Vice Chair), Carole Mandryk, Christine Otto Zaa, and Brian Kang (Chair).

Board Members Absent: Sean Koegel.

Guests: Fire Fighter Silva (Honolulu Fire Department); Lieutenant Michael Thompson (Honolulu Police Department); Lorna Heller (Board of Water Supply); Department of Information Technology (DIT) Director Brian McKee (Mayor Blangiardi); Adam Doo (City Council Chair Waters); Senator Les Ihara, Jr.; Representative Tina Grandinetti; Representative Jackson Sayama; Angie Knight, Mr. Schuster, Derek Turbin, Jake Takaya Morrow, Andrew Phomsouvanh, Martha Torney, Juanita Liu, Eric McCutcheon, Franklin Chung, Sarah Chinen, Czarina Tabilas-Palmeira, Amy Brown, and Lori Yamada (Residents/Guests); Curtis Hayashi (Neighborhood Commission Office). About 42 participants joined the meeting.

3. PUBLIC SAFETY AND COMMUNITY REPORTS [0:01:06]

A. HONOLULU FIRE DEPARTMENT (HFD) [0:01:10]: Fire Fighter Silva from the Kaimuki Fire Station provided statistics for June 2026: zero structure fires, zero wildland or brush fires, zero nuisance fires, zero cooking fires, four activated fire alarms resulting in no fires, 43 medical emergencies, one motor vehicle collision involving a pedestrian, zero motor vehicle crashes, zero mountain rescues, zero ocean rescues, and two hazardous materials incidents. The fire safety tip addressed hiking safety. Plan ahead and choose a trail within your skill and stamina level, check the weather before heading out, stay on the trail, bring a buddy, and make sure someone knows your plans, and watch the time to allow sufficient daylight to return safely.

B. HONOLULU POLICE DEPARTMENT (HPD) [0:03:14]: Lieutenant Thompson provided crime statistics for June 2026: four motor vehicle thefts, two burglaries, 21 thefts, six unauthorized entries into motor vehicles (UEMVs), and 5,315 total calls for service in District 7. The safety tip for the month recognized July as National Vehicle Theft Prevention Month. Tips included: always bring your keys with you; keep valuables out of sight; do not leave keys in the vehicle; and do not leave a vehicle running unattended.

Questions, comments, and concerns followed [0:04:27]:
1. Drug Activity Under the H-1 Freeway: Angie Knight reported concerns from community members about increased drug activity under the H-1 freeway near 10th Avenue.
2. Neighbor Surveillance Concern: A resident from 1684 Saint Louis Drive raised concerns about being watched.

C. BOARD OF WATER SUPPLY (BWS) [0:06:45]: Lorna Heller reported two June 2026 water main breaks on Maunaloa and Waiʻalae Avenues. She announced the 2026 Annual Nursery Plant Sale at Halawa Xeriscape Garden at 99-1268 Iwaena Street on Saturday, August 1, 2026 from 9:00 a.m. to 1:00 p.m. Admission is free and the plant sale is credit card only. Parking is on Iwaena Street with a shuttle. The family-friendly event features drought-tolerant and native plants, UH Master Gardener advice, a rainwater workshop, and free soil conditioner.

Questions, comments, and concerns followed [0:08:31]:
1. Plant Sale Endorsement: Member Gardner expressed support for the event and shared she attended the plant sale about 10 years ago with her children and found it to be an enjoyable family outing. Heller confirmed she would be present at the event.
2. Water Pressure on 21st Avenue: A resident reported weak water pressure at 800-block of 21st Avenue and asked whether there are any known issues in the area. Heller committed to look into it and follow up.
3. Wilhelmina Rise Water Tank: Mr. Schuster asked for an update on the progress of the Wilhelmina Rise water tank reconstruction. Heller offered to provide a follow-up report at the next meeting.

4. ELECTION OF OFFICERS [0:11:20]: Chair Kang opened nominations for officers to serve July 2026 through June 30, 2027. Neighborhood Assistant Hayashi conducted roll call votes for the election of officers.

Chair: Paul Hoe NOMINATED Brian Kang for Chair and Kang accepted the nomination. No other nominations were made. Kang was ELECTED Chair; 10-0 (Kang: Abe, Aguilera, Arnest, Castelfranco, Gardner, Hara, Hoe, Mandryk, Otto Zaa, and Kang; Abstain: None) [0:12:57].

Vice Chair: Audrey Abe NOMINATED Paul Hoe for Vice Chair and Hoe accepted the nomination. No other nominations were made. Hoe was ELECTED Vice Chair; 10-0 (Hoe: Abe, Aguilera, Arnest, Castelfranco, Gardner, Hara, Hoe, Mandryk, Otto Zaa, and Kang; Abstain: None) [0:13:57].

Secretary: Paul Hoe NOMINATED Audrey Abe for Secretary and Abe accepted the nomination. No other nominations were made. Abe was ELECTED Secretary; 10-0 (Abe: Abe, Aguilera, Arnest, Castelfranco, Gardner, Hara, Hoe, Mandryk, Otto Zaa, and Kang; Abstain: None) [0:15:00].

Treasurer: Paul Hoe NOMINATED Kelsie Aguilera for Treasurer and Aguilera accepted the nomination. No other nominations were made. Aguilera was ELECTED Treasurer; 10-0 (Aguilera: Abe, Aguilera, Arnest, Castelfranco, Gardner, Hara, Hoe, Mandryk, Otto Zaa, and Kang; Abstain: None) [0:16:00].

No additional officer positions were proposed and Chair Kang congratulated all officers.

5. COMMUNITY CONCERNS FROM RESIDENTS [0:16:18]

16th Avenue and Waiʻalae Avenue Traffic Signal [0:16:30]: Chair Kang reported that Mayor Blangiardi's representative Brian McKee submitted a written report on the traffic signal at 16th and Waiʻalae Avenue. The City's Department of Transportation Services (DTS) included the intersection in a project to design left-turn lanes on Waiʻalae, but DTS does not recommend signal phasing changes. Chair Kang also noted a new Kaimuki emergency medical services (EMS) unit is expected to open this fall with an update at the August 2026 meeting.

6. BOARD BUSINESS [0:18:09]

A. Approval of Written Summary of Video Record: Wednesday, June 17, 2026 [0:18:09]: Chair Kang asked whether there were any corrections to the Wednesday, June 17, 2026 written summary. Secretary Abe noted that minor corrections to the draft had been submitted and posted to the Board's Google Drive.

[0:18:47] Hoe MOVED and Koegel SECONDED to adopt the amended June 17, 2026 written summary. The motion was ADOPTED; 10-0-0 (Aye: Abe, Aguilera, Arnest, Castelfranco, Gardner, Hara, Hoe, Mandryk, Otto Zaa, and Kang; Nay: None; Abstain: None) [0:19:05].

B. Reports of Board Members Attending Other Neighborhood Board and Public Meetings [0:19:07]:
1. TheBus Route 200 Resolution: Member Mandryk reported that members of the Kaimuki Neighborhood Board's Transportation Committee attended the Pālolo Neighborhood Board meeting on Wednesday, July 8, 2026 and presented a resolution calling for restoration of the Bus Route 9 main route through Kaimuki by altering TheBus Route 200. The resolution was adopted by the Pālolo Neighborhood Board.
2. Representative Grandinetti Disaster Preparedness Town Hall: Chair Kang noted that Member Koegel attended Representative Tina Grandinetti's disaster preparedness town hall on June 18, 2026 and shared a comprehensive written report. The report covers community preparedness plans, home retrofitting considerations, and a presentation by the Center for Resilient Neighborhoods (report: https://drive.google.com/file/d/1BNE2QPYZDtjL76HDv68m3HH2RJJVa7pO/view).

7. BOARD ANNOUNCEMENTS [0:20:36]

State House District 21 Candidate Forum: Chair Kang announced the candidate forum co-sponsored by the Kaimuki Neighborhood Board No. 4 and the Kaimuki Business and Professional Association (KBPA) will take place immediately following the meeting adjourning, beginning at approximately 7:00 p.m. at the Kaimuki Public Library and online via Webex. Chair Kang stated that Angie Knight, Jake Takaya Morrow, Andrew Phomsouvanh, and Derek Turbin will participate in the forum and he thanked Member Hara for coordinating logistics with KBPA.

Next Meeting: The Kaimuki Neighborhood Board No. 4 is scheduled to hold its next regular meeting on Wednesday, August 19, 2026 at 6:30 p.m. in person at the Kaimuki Public Library meeting room and online via Webex.
