Rules for Virtual Participation: All participants will be muted by the moderator. You will be recognized by “raising your hand” to be recognized by the chair. You can also write comments and questions in the chat box which we can address.

Rules of Speaking: Anyone wishing to speak is asked to raise their hand, and when recognized by the Chair, to address comments to the Chair. Speakers are encouraged to keep their comments under three (3) minutes, and those giving reports are urged to keep their reports under three (3) minutes. Please silence all electronic devices.

Note: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. A two-thirds (2/3) vote eight (8) of this 11-member Board is needed to add an item to the agenda. Items may not be added if they are of major importance and will affect a significant number of people.

Covid-19: As a courtesy, please comply with social distancing of six (6) feet whenever and wherever possible to mitigate the spread of the Covid-19 virus. Mask/facial coverings are required at all times while in attendance within the facility and practicing social distancing when possible in compliance with municipal orders. Please keep your masks on while speaking into the microphones.

II. Filling of Vacant Board Seats: We have three (3) vacancies on our board in Subdistrict 1, East Kaimuki (Waialae-Kapahulu). If there are any volunteers to fill these position, please contact thomas.baldwin@honolulu.gov to verify residency and attend this meeting.

Note: This 11-member Board requires six (6) members to establish a quorum and to take official Board action.

B. The Kaimuki Neighborhood Board No. 4 will move their platform for hybrid meetings from ZOOM to WebEx starting October 2022.

IX. BOARD BUSINESS

A. Recess month – 9 meetings required per year. We usually recess in December.

B. Report of Planning and Zoning Committee and Recommendations.

C. Discussion on forming committees to address community issues - Transportation, Environment, Safety, etc.

D. Discussion on having live, virtual or hybrid meetings in the future. We do not have a permanent space, as of yet, thus the Kapalama Hale address is available for live attendance. We are actively looking for alternative sites to meet.

E. Update on purchasing T-Shirts for the Board Members for use in the KBPA Christmas Parade or for volunteer activities that occur in Kaimuki.

F. Approval of Regular Meeting Minutes for May 2022, June 2022, July 2022, and August 2022.

X. REPORTS (Limited to three (3) minutes each)

XI. NEXT MEETING OF THIS BOARD

A. The next regular meeting of the Kaimuki Neighborhood Board will be on Wednesday, October 19, 2022 at 6:30 pm, in person and/or virtually via WebEx.
