Rules for Virtual Participation: All participants will be muted by the moderator. You will be recognized by “raising your hand” to be recognized by the chair. You can also write comments and questions in the chat box which we can address.

Rules of Speaking: Anyone wishing to speak is asked to raise their hand, and when recognized by the Chair, to address comments to the Chair. Speakers are encouraged to keep their comments under three (3) minutes, and those giving reports are urged to keep their reports under three (3) minutes. Please silence all electronic devices.

Note: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. A two-thirds (2/3) vote eight (8) of this 11-member Board is needed to add an item to the agenda. Items may not be added if they are of major importance and will affect a significant number of people.

II. FILLING OF VACANT BOARD SEATS: We have three (3) vacancies on our board in Subdistrict 1, East Kaimuki (Waialae-Kapahulu). If there are any volunteers to fill these position, please contact thomas.baldwin@honolulu.gov to verify residency and attend this meeting.

Note: This 11-member Board requires six (6) members to establish a quorum and to take official Board action.

B. Ala Wai Watershed updates – Dave Watase (tentative)

C. Honolulu Prosecuting Attorney’s office - State v. Obrero, Hawaii Supreme Court Decision, needs to be changed by a special legislative session. Serious crime cases are currently being dismissed because of it. (tentative)

A. Kaimuki Christmas Parade participation decision.

B. Report of Planning and Zoning Committee and Recommendations.

C. Discussion on forming Committees to address community issues - Transportation, Environment, Safety, etc.

D. Discussion on having hybrid meetings in the future. We do not have a permanent space, thus the Kapalama Hale address is available for live attendance. We are still actively looking for alternative sites to meet starting in the new year.

E. Update on purchasing Shirts for the Board Members to wear at the KBPA Christmas Parade or for Kaimuki volunteer activities. Approve art and colors.

F. Approval of Regular Meeting Minutes

XI. NEXT MEETING OF THIS BOARD

A. The next regular meeting of the Kaimuki Neighborhood Board will be on Wednesday, November 16, 2022 at 6:30 pm, in person and/or virtually via WebEx.
